THE UNDERSIGNED, Mayor and Councilpersons, being all
the members of the City Council of Iowa City, Iowa, and all
being present at a special meeting of the City Council held
at 5:15 o'clock, P.M. , on the 15th

in the Council Chambers at the Civic Center in Iowa r
City, Iowa, do hereby waive any and all requirements of the
calling of a special meeting, pursuant to the Ordinances
and Resolutions of the City of Iowa City, as to notice of time
and place of the meeting and do hereby consent to the holding
of said special meeting for the purpose of see attached

With retirement one usually expects to experience leisure, relaxation, and
generally a commitment to activities we never had time for. Evidentally
your interests have many facets. I am not sure what impressed me the
most - your ability to organize, that is, getting three youngsters
involved in the clean-up, or the expression of community interest that was
shown by all.
I want to thank you for your concern and desire to make Iowa City a better
place to live.

Re: Treasury Reorganization

that the following reorganization be done. The Assistant Finance Director
be assigned the general supervisor of the Treasury Division. The City
Treasurer position be eliminated. The Accountant position be replaced
with a Senior Accountant so that additional cash management and record-
keeping responsibilities may be assigned to that position. A Customer
Service Manager position be created; this individual will be responsible
for the daily supervision of the billing, collection and cashiering tasks
in the division. My title will be changed to Finance Director/City
Treasurer, so that I may assume the City Treasurer's responsibilities in
regards to the Police and Fire Retirement Systems.
This reorganization will more efficiently utilize employee
an additional promotional opportunity in the division and
savings in excess of $20,000 annually. A resolution will
