I want to thank you for your concern and desire to make Iowa City a better place to live. As discussed diiscussed previously, Ihavl erecommended that the following reorganization be done. The Assistant Finance Director be assigned the general supervisor of the Treasury Division. The City Treasurer position be eliminated. The Accountant position be replaced with a Senior Accountant so that additional cash management and record- keeping responsibilities may be assigned to that position. A Customer Service Manager position be created; this individual will be responsible for the daily supervision of the billing, collection and cashiering tasks in the division. My title will be changed to Finance Director/City Treasurer, so that I may assume the City Treasurer's responsibilities in regards to the Police and Fire Retirement Systems. This reorganization will more efficiently utilize employee an additional promotional opportunity in the division and savings in excess of $20,000 annually.
