RESOLUTION APPROVING PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF
COST FOR THE CONSTRUCTION OF THE EXCESS FLOW AND WASTEWATER TREATMENT
FACILITIES AT THE EXISTING WASTEWATER TREATMENT PLANT AND THE SOUTH WASTEWATER
TREATMENT FACILITIES, ESTABLISHING AMOUNT OF BID SECURITY TO ACCOMPANY EACH
BID, DIRECTING CITY CLERK TO PUBLISH NOTICE TO BIDDERS, AND FIXING TIME AND
PLACE FOR RECEIPT OF BIDS.
WHEREAS, notice of public hearing on the plans, specifications, form of
contract and estimate of cost for the construction of the above-named project
was published as required by law, and the hearing thereon held.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF IOWA CITY,
IOWA:
1. That the plans, specifications, form of contract, and estimated cost of
527,254,000 for the construction of the above-named project are hereby
approved.
2. That the amount of bid security to accompany each bid for the
construction of the above-named project shall be in the amount of 5% payable to
Treasurer, City of Iowa City, Iowa.
3. That the City Clerk is hereby authorized and directed to publish notice
for the receipt of bids for the construction of the above-named project in a
newspaper published at least once weekly and having a general circulation in
the city not less than four (4) nor more than twenty (20) days before the date
established for the receipt of bids.
4. That bids for the construction of the above-named project are to be
received by the City of Iowa City, Iowa, at the Office of the City Clerk, at
the Civic Center, until 10:00 a.m. on the 15th day of April, 1988. Thereafter
the bids will be opened by the City Engineer or his designee, and thereupon
referred to the Council of the City of Iowa City, Iowa, for action upon said
bids at its next meeting to be held at the Council Chambers, Civic Center, Iowa
City, Iowa, at 7:30 p.m. on the 19th day of April, 1988, or at such later time
and place as may then be fixed.

RESOLUTION OF INTENT TO ACCEPT, AND SETTING A PUBLIC HEARING FOR
MAY 3, 1988, ON OFFERS TO PURCHASE FOR PRIVATE REDEVELOPI4ENT
PARCELS B AND D, LOCATED IN THE LOWER RALSTON CREEK AREA OF IOWA
CITY, AND AUTHORIZING THE CITY CLERK TO PUBLISH NOTICE OF SAID
ACTIONS.
WHEREAS, the City of Iowa City is empowered under Chapter 403 of the Code
of Iowa to engage in the sale or transfer of land acquired and cleared by
it for private redevelopment; and
WHEREAS, on February 9, 1988, the City Council authorized the solicitation
of bids for Parcels B, C and D in the Lower Ralston Creek Area of Iowa
City; and
WHEREAS, pursuant to Cade Section 403.8, the City hereby declares its
intention to sell and convey Parcels B and D to the preferred developers
(there was no bid on Parcel C); namely Fisher Construction Company as to
Parcel B, and Benjamin Chait as to Parcel 0; and
WHEREAS, the preferred developers' bids are on file, and may be viewed, at
the Department of Planning and Program Development, 325 E. Washington
Street, Iowa City, Iowa.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF IOWA
CITY, IOWA:
1. That, pursuant to Code Sec. 403.8, the City Council hereby declares
its intent to dispose of Parcels B and D in the Lower Ralston Creek
Area of of Iowa City, and to accept the bids of the preferred develop-
ers named above.
2. That a public hearing is hereby set on May 3, 1988, 7:30 PM in the
Council Chambers, Iowa City Civic Center, to consider the proposed
sales and conveyances of Parcels B and D.
3. That the City Clerk is hereby authorized and directed to publish
notice of the aforementioned public hearing, pursuant to state and
local law, no less than four nor more than twenty days before the date
of the public hearing.

NOTICE OF SOLICITATION OF OFFERS AND RECEIPT OF BIDS
TO RIRCHASE FOR PRIVATE FEDEVELOPMENT, CERTAIN
PARCELS OF LAND KNOWN AS PARCELS B, C AND D IN THE
LOWER RALSTON CREEK AREA OF IOWA CITY, IOW4.
The City of Iowa City hereby gives notice that
sealed bid offers to purchase for private redevelop-
ment certain parcels of lard known as Parcels B, C
and D located in the Lower Ralston Creek Area of
Iowa City, Iona, will be received at the Im City
Department of Planning and Program Development until
1:30 p.m. on the 14th day of March 1988.
Parcels for sale are located as follaa: Parcel
B is located west of Ralston Creek and north of
Benton Street. Parcel C is located west of Ralston
Creek and north of Lafayette Street. Parcel D is
located on the southeast corner of Linn and Harrison
streets adjacent to Ralston Creek.
Additional information regarding the solicitation
including a complete description of Parcels B, C and
D is contained in the Pros tus, and the form and
content of an Offer to PUrcnase is detailed in the
Bid Packet. The Prospectus and Bid Packet will be
available at the office of the Iowa City Department
of Planning and Program Development, 325 E. Washing-
ton Street, I04 City, Iowa 52240, on February 10,
1988.
All bids must be received by the Secretary of the
Iowa City Deparbnent of Planning and Program Devel_
oprent, as set forth in the Prospectus, no later
than 1:30 p.m. March 14, 1988, at which time and
place all bidding shall be considered closed.
The City of Ione City reserves the right to
accept or reject any or all bids and to waive any
irregularities.

RESOLUTION AMENDING THE ADMINISTRATIVE AND THE AFSCME CLASSIFICATION
PLANS AND THE BUDGETED POSITIONS IN THE TREASURY DIVISION OF THE
FINANCE DEPARTMENT.

Employees; and
WHEREAS, Resolution No. 87-108 adopted by the City Council on May 12,
1987, established a classification/compensation plan for AFSCME employees;
and
WHEREAS, Resolution No. 87-47 adopted by the City Council on March 10,
1987, establishing an operating budget for FY88 authorizes all permanent
positions.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA
THAT EFFECTIVE APRIL 4, 1988:
I. The authorization of personnel in the Treasury Division of the
Finance Department be amended by:
a. The deletion of one full-time City Treasurer position.
b. The deletion of one full-time Accountant position.
C. The addition of one full-time Customer Service Manager position.
d. The addition of one full-time Senior Accountant position.
2. The AFSCME pay plan be amended by:
a. The addition of a Customer Service Manager position, grade 12.
b. The addition of a Senior Accountant - Treasury position, grade
13.
3. The Administrative pay plan be amended by:
a. The deletion of the City Treasurer position, grade 53.
b. Changing the title of Finance Director to Finance Director/City
Treasurer.
