bags, etc. in yard.

Inspector Vezina investigated complaint of June 10, 1986
No violation observed. Photo taken.
Sept. 30, 1986
Complaint received - lot and house are an eyesore. Weeds
and refuse in front yard. Garbage cans, charcoal burner,
furniture and other junk in yard. House is covered with
graffiti and weeds smell from the filth.
Oct. 2, 1986
Housing Inspector, Steve Faga, conducted complaint
inspection. No violation cited. Not to a point yet
where it needs to be cited.
Oct. 20, 1986
Complaint received - furniture, graffiti on house, wood
and timber in front yard, garbage can & charcoal burner
in front yard. Back yard has old van parked on grass.
Oct. 21, 1986
DeMarce/Vezina conducted complaint investigation. All
the above complaints were observed. Van was located in
rear yard.

DeMarce sent violation letter re: improper storage of
motor vehicle (Van) Code Section: 24-101(13).

Re: Annual Actuarial Study of the Police and Fire Retirement Systems
The annual study is presented to the City Council as required under Chapter
411.13 and 411.14 of the Iowa Code. This study is for the purpose of deter-
mining the financial funding level of the systems and to set the City's
contribution which is financed by property tax levy based on a percentage of
the active members' base salary. A five year comparison of the City's annual
contribution is shown below.

Other funding sources are interest income, state funding and member contribu-
tions. The state funding of 2.652% on police member salaries and 3.657% on
fire member salaries began when the legislature passed House File 914. This
is understood to be a temporary funding which can be ended through legisla-
tive action. The members' contribution through FY1979 was part 'of an annu-
ity/pension fund. However, changes in the Code in FY1980 allowed the annuity
portion of the system to be refunded to active members. It was replaced by a
standard percentage paid by each member into the system which is not
refundable upon resignation or retirement. This member contribution is 3.10%
of the member's salary and is deducted by the City through the payroll sys-
tem.
The Iowa City retirement systems are well funded and actuarially sound.
Situations which can increase the percentage of funding are: the number of
members with 15 to 22 years of service, the members aged 55 and over, disa-
bility retirements, diminished interest income and higher salary benefits.

Thank you!
We appreciate the significant efforts expended by Iowa City Council members,
Steve Atkins, Chuck Schmadeke and many others on the Iowa City staff to resolve
the multiple issues surrounding the Iowa City Sewage Treatment Plant project.
There is certainly still work to be done before the project is running smoothly.
However, a significant roadblock to proceeding was removed with the completion
of successful negotiations with Metcalf & Eddy to finish the design process.
We know this was difficult to accomplish, but in the long run this decision will
be in the best interest of all parties involved.
We especially appreciate the manner in which you have strived to protect the
interest of local firms, such as ourselves, who are subcontractors to Metcalf
& Eddy for portions of the design. Too often we take for granted, and fail to
acknowledge the support the City of Iowa City provides to local businesses.

MEMORANDUM

Re: City Architect
As you are aware, we are about to begin the process of planning, in coop-
eration with the City of Coralville, for a new animal shelter. In order
to provide the most cost effective project, we have discussed the possi-
bility of performing the design work for the animal shelter through the
use of City staff, rather than contract with an architectural firm.
Jim Schoenfelder, our Energy Coordinator, is a registered architect. Many
of your are aware of our successful energy management program. In order
to use Jim's skills more effectively, I am suggesting that we consider
having Jim perform the architectural services for the design of the animal
shelter. Our estimates indicate that an architectural firm would likely
charge us $15,000-20,000 based upon a project estimated to be $163,000.
Assuming we would utilize Jim on this project and pay him at an appropri-
ate rate, we believe we may be able to save between $2,000 and $7,000 in
design expenses by using this in-house resource.
A drawback is that local architectural firms may not be particularly
pleased with this initiative; however, given the resource we have avail-
able and our desire to more fully utilize our personnel, I believe we can
design a quality product and likely experience a significant savings.
It is not our current intent to have Jim permanently employed on a
full-time basis. However, he would be employed full time (one-half as
energy coordinator and one-half as architect) for approximately nine
months to complete this project as well as several other smaller design
projects related to planned energy conservation measures, all of which
would otherwise be contracted out.
It would be my intent to recommend this course of action to the City of
Coralville and hopefully they too would concur. If you have any questions
or concerns with respect to our initiative, please let me know.
