June 11, 1986 Inspector Vezina investigated complaint of June 10, 1986 No violation observed. Photo taken. Sept. 30, 1986 Complaint received - lot and house are an eyesore. Weeds and refuse in front yard. Garbage cans, charcoal burner, furniture and other junk in yard. House is covered with graffiti and weeds smell from the filth. Oct. 2, 1986 Housing Inspector, Steve Faga, conducted complaint inspection. No violation cited. Not to a point yet where it needs to be cited. Oct. 20, 1986 Complaint received - furniture, graffiti on house, wood and timber in front yard, garbage can & charcoal burner in front yard. Back yard has old van parked on grass. Oct. 21, 1986 DeMarce/Vezina conducted complaint investigation. All the above complaints were observed. Van was located in rear yard. Oct. 22, 1986 DeMarce sent violation letter re: improper storage of motor vehicle (Van) Code Section: 24-101(13). Oct. 27, 1986 Posted Notice to Abate on Van. Sent copy return -receipt to Bill Lekin. Nov. 17, 1986 Notice to Abate was returned from post office - non deliverable. Nov. 21, 1986 Notice to Abate given to police department to deliver. Dec. 2, 1986 Bill Lekin filed an appeal re: van parked in rear yard. Hearing set for December 19, 1986. Dec. 4, 1986 DeMarce sent Lekin notice of hearing on van parked in rear yard. Dec. 19, 1986 Hearing board extended one month extension to move van. Dec. 29, 1986 Complaint received regarding pickup and fold down trailer parked in rear yard. Jan. 19, 1987 Vezina reinspected property - pickup and fold down trailer have been June 5, 1987 moved to driveway. Closed Dec. 29, 1986 complaint. Complaint of Oct. 20, 1986 regarding van - storage shed was built around van. Will monitor. Feb. 6, 1987 Vezina reinspected property. Storage shed housing van collapsed. Unable to tow because of weather - ground too soft. Feb. 17, 1987 Vezina reinspected property. Van still present. Ground is June 8, 1987 not firm enough to tow vehicle. Need permission from adjoining property owners to tow across their property. They have agreed to give us permission as soon as the ground hardens. Mar. 5, 1987 Vezina issued complaint to District Court re: van. (City vs. Lekin) Lekin plead guilty - fined $10.00 plus $1.50 plus $20.00) Mar. 19, 1987 Vezina issued second complaint to District Court re van. (City vs. Lekin ) Lekin plead guilty - fined $20.00 plus $3.00 plus $12.00) April 20, 1987 Vezina reinspected property - Van has been removed. Close violation of October 20, 1986. June 4, 1987 Complaint received regarding 9 g garbage in front yard. June 5, 1987 Complaint received regarding Van parked in front yard and storage building located on side property line. June 5, 1987 Vezina/Sgt. Fort, Iowa City Police, met at 923 Rider. Observed vehicle parked in front yard, garbage strewn in yard and a storage shed stored on west property line. Vezina spoke with tenant who admitted 6 people lived on property. Vezina told her yard needed to be cleaned up and vehicle removed from yard by June 8, 1987. June 8, 1987 Vezina reinspected - property has been cleaned u yard mowed and vehicle no longer parking on front lawn, Spoke with Lekin regarding shed. Lekin stated he would move shed. March 10, 1988: Preliminary hearing scheduled for Citation No. 00169. 17�0/ N City of Iowa City MEMORANDUM Date: February 19, 1988 To: City Council and City Manager From: Nancy Heaton, City Treasurer 77rl Re: Annual Actuarial Study of the Police and Fire Retirement Systems The annual study is presented to the City Council as required under Chapter 411.13 and 411.14 of the Iowa Code. This study is for the purpose of deter- mining the financial funding level of the systems and to set the City's contribution which is financed by property tax levy based on a percentage of the active members' base salary. A five year comparison of the City's annual contribution is shown below. The state funding of 2.652% on police member salaries and 3.657% on fire member salaries began when the legislature passed House File 914. This is understood to be a temporary funding which can be ended through legisla- tive action. The members' contribution through FY1979 was part 'of an annu- ity/pension fund. However, changes in the Code in FY1980 allowed the annuity portion of the system to be refunded to active members. It was replaced by a standard percentage paid by each member into the system which is not refundable upon resignation or retirement. This member contribution is 3.10% of the member's salary and is deducted by the City through the payroll sys- tem. The Iowa City retirement systems are well funded and actuarially sound. In order to provide the most cost effective project, we have discussed the possi- bility of performing the design work for the animal shelter through the use of City staff, rather than contract with an architectural firm. Jim Schoenfelder, our Energy Coordinator, is a registered architect. Many of your are aware of our successful energy management program. In order to use Jim's skills more effectively, I am suggesting that we consider having Jim perform the architectural services for the design of the animal shelter. Our estimates indicate that an architectural firm would likely charge us $15,000-20,000 based upon a project estimated to be $163,000. Assuming we would utilize Jim on this project and pay him at an appropri- ate rate, we believe we may be able to save between $2,000 and $7,000 in design expenses by using this in-house resource. A drawback is that local architectural firms may not be particularly pleased with this initiative; however, given the resource we have avail- able and our desire to more fully utilize our personnel, I believe we can design a quality product and likely experience a significant savings. It is not our current intent to have Jim permanently employed on a full-time basis. However, he would be employed full time (one-half as energy coordinator and one-half as architect) for approximately nine months to complete this project as well as several other smaller design projects related to planned energy conservation measures, all of which would otherwise be contracted out. It would be my intent to recommend this course of action to the City of Coralville and hopefully they too would concur.
