Whereas, there are approximately 250,000 certified
laboratory personnel in the United States
including pathologists, medical technologists,
medical laboratorg scientists, specialists,
technicians, and assistants in clinical labara-
torg science who work in more than 12,000
medical laboratories in the United States,
and
iAh a rye a s , these dedicated health professionals make
a substantial contribution to qualitg health
care in this country bg providing dependable
laboraturg test results essential to the
detection, diagnosis, treatment and preuen-
tion of disease, and

to the people of the United States, and

serve the health of the citizens of the U.S.,

The Mn n t h o f A p r t l marks the 20th anniversary of
the signing of the National fair Housing Law. ¢his Iaw
provides that it shall be unlawful "to discriminate against
ang person in terms, conditions, or privileges of the sale
or rental of a dwelling or in the provision of services or
facilities in connection therewith because of race, color,
religion, sex or national origin."

munitg can face. It is a challenge that must be met and
surmounted lest it erode the vital social structure that
holds a community together and gives it shape and dimension.
Che need fur shelter is an essential human need. Che right
to freely choose a place to live is a basic human right and
discrimination in housing not only is against the law, it is
contrary to our own sense of what our country should mean to
us and to others.

of fair huusing that we as concerned citiaens can join and
support at every level in our communitg and in our jobs.
Chere are personal and professional attitudes that we can
and must change. Chese efforts are fair and just and nec-
essarg if we are to make fair housing a basic right for

Whereas, it is the responsibilitg of the elected
officials of our government to adopt laws
and ordinances necessary to protect the
health, safety and welfare of their
citizens, and
illh e r e a s , among the most basic and essential of
these laws and ordinances are those that
assure the public's health and safetg in
those buildings in which people live, work
and play, and
Whereas , the City of Iowa City, working in coopera-
tion with other governmental subdivisions,
enforces through the building department
uniform codes which have been developed to
regulate structural, electrical, plumbing,
mechanical, fire safety, energy conserva-
tion, handicapped accessibilitg and other
,aspects of construction, and

officials and inspectors that the enforce-
ment and administration of these health and

Whereas, our survival in a technologically advanced
world with a growing capacity for violence,
conflict and nuclear annihilation depends an
identifying our personal besting with the
common needs and common good of humanity now
and in the immediate future, and
Whereas, responses to our increasingly interdependent
world include these of our Governor and elected
officials working to bring about closer coupera-
tion and interest in our economic development
which is dependent an international trade, aware-
ness of our business leaders that sustainable
development and a clean, livable environment are
essential to business, as well as other aspects
of life; and increasing international contacts
between our colleges and universities and between
ordinary citizens of diverse cultures, and
continuing dialogue holds the highest priarity
in explaring ethical choices and trade-offs
that necessarily must be made in our workaday
lives to achieve a truer balance between pro-
fessional freedom and social responsibility,

Whereas , the United Nations Association of Iowa and Che
University of Iowa, with support from the Iowa
Humanities Board, are sponsoring an international

Whereas, the Cam¢munitg Development Black Grant Program
has operated since 1974 to provide local guvern-
ments with the resources required to meet the
needs of persons of Iow and moderate income, and
iUh e r e a s , Community Development Block Grant funds are used
hg thousands of neighburhand-based nonprofit
organizations throughout the Nation to address
pressing neighborhood and human service needs, and
3Uh r e a s , the Community Development Black Grant Program is
one of the few remaining federal programs to meet
such law and moderate income needs as the dwindling
supplg of affordable housing, the massive rise in
homelessness, and the resurfacing of hunger and
malnutrition, and
the Community Development Black Grant Program has
provided Iowa City with important and flexible
assistance to help meet the needs of our low and
moderate income residents in funding neighborhood
revitalization, housing rehabilitation, public im-
provements, and social services, and
il)h e r e a s , the Congress and the Nation have often overlooked
the critical value of the Community Development Black
Grant Program and the significant number of organi-
zations and projects that relg an its funds for
support, and
iUh e r e a s , the week of April 2 - 9, 1988, has been reserved
for recognition and appreciation of the Community
Development Black Grant Program,
