To members of the Design Review Committee:
I am this day writing to Craig Welt, resigning from the
Design Review Committee.
In the fourteen years since my appointment to this Commit-
tee, Iowa City has experienced some considerable change. The
Committee has had a significant part to play in the direction of
these changes, and it has been a privilege for me to participate
in this work. We lost most of our major battles, but we gained a
great deal in stressing the nature of the community, its size,
history, traditions, appearance, and individuality.
As a historian I was perturbed by our deliberate destruction
of the past that surrounded us. I can accept that loss as the
price for retaining a number of fine buildings of the nineteenth
century. Moreover, awareness of such buildings as signs of our
origins has increased throughout the community. Many other
property owners have begun to take pride in ownership of these
structures, and give them thoughtful restoration and careful
maintenance.
Around these recycled buildings a different city has now
appeared. We have contributed positively to the creation of a new
downtown and its changed patterns and rhythms. An occasional new
building offers a hint of what might have occurred if the Commit-
tee had not existed. On the other hand, we can feel much satis-
faction in the several good new buildings and the few fine ones.
The mixture of old and new in the revitalized city, much of it
done after the years of affluence, is the Committee's accomp-
lishment.
As Pat Cain remarked at the last meeting, this Committee has
never shrunk from making decisions. Some have been unpopular, and
there have been disagreements, arguments, and confrontations. Yet
I have not felt pressured to vote against my conscience. To serve
in these circumstances has been the source of much pride in my
membership on the Design Review Committee. I wish for all of you
a continuing pride, concern, and satisfaction in your work on the
Committee.

Duties of the Historic Preservation Commission
include: conducting studies for the identification
and designation of Historic Districts; reviewing and
acting upon all applications for Certificates of Ap-
propriateness; cooperating with property amers and
city agencies regarding remedy of dangerous condi-
tions; furthering the efforts of historic preserva-
tion in the City by raking recomnendations to the
City Council and City commissions and boards on
preservation issues, when appropriate, by encourag-
ing the protection and enhancement of structures
with historical, architectural or cultural value,
and by encouraging persons and organizations to
become involved in preservation activities.
Iowa City appointed members of boards and cormis-
sions mist be eligible electors of the City of Iowa
City.
This appointent will be made at the April 19,
1988, meeting of the City Council at 7:30 p.m. in
the Council Charters. Persons interested in being
considered for this position should contact the City
