While I appreciate the environmental concerns, I can- not recommend approval. The Fire Department relies on unobstructed access to deliver both fire protection and emergency medical services to citizens. A 281oot wide 7, :17 street allows minimum access with vehicles parked on both sides of the... road. Reducing the roadway to anything less increases the'probability that our apparatus.and/or John County ambulances will be blocked from assisting residents. 0 It 'has been ur experience that "No Parking" signs in remote residential areas are frequently ignored or disregarded. Even if the cul-de-sac is posted "No Parking" on one side, we have no confidence that our access will be maintained. While we can limit the home owners fire risk to an acceptable level with residential sprinkler systems and non-combustible roofing in the subdivision', residents would still be exposed to a higher'than normal personal risk in the event of medical emergencies. There are public costs associated with the proposed plan. Under the proposal, we are asked to accept adverse environmental impacts or reduced safety to accommodate density levels. Perhaps fewer building lots would address environmental concerns better than a reduction in street width. Karr Update on 1990 Census Committee On September 21, the 1990 Census Committee met and previewed the video presentations prepared by the federal government. Henry Childs from the Kansas City Regional Census Center and David Farlow from the Des Moines District Office were present to answer questions. The first presentation, Here Comes Census '90, is a 20 minute video that the Committee agreed should be copied and aired on public channel 29. Arrangements are currently being , made to air the program at various times after the first of the year. The program is an excellent tool for the community to be educated as to the importance of the census. The second presentation, Homelessness In America, is not scheduled for showings at this time. The Census representatives reviewed the 1990 Census time schedule, outlined procedures and offered assistance on publicity measures. They also Informed us that Iowa City's 1990 Census Committee was the first Complete Count Census Committee established in Iowa. The 1990 Census Committee will continue to meet regularly through April 1990. In response to a question concerning the method of enumeration of University students, Mr. Farlow provided the attached information. Introduction Annual ridership on the Iowa City transit system increased by 48 percent between 1978 and 1982 and decreased steadily thereafter. In 1988 it was only s 57 percent of its 1982 value and 85 percent of its 1978 value, The purpose of 1 _ ..this nota is to suggest some possible explanations for these changes in I ridership, particularly the decrease since 1982. ' 2. - Method The explanations offered here are based on a statistical analysis of data 1" on ridership and related variables. The statistical technique, which is called regression analysis, involves building a model of the relation between ' i ridership `and variables likely to explain variations in ridership. The resulting model ! is then'. used to estimate the effects on ridership of the observed changes, in each of the explanatory variables.. The explanatory variables used in this ? analysis are listed in Table 1. Themathematical details of the model are I' summarized in the'appendix. The dots j ' indicate observed ridership and the. line indicates the predictions. Thereis scatter around predicted ridership, which indicates that the model does not explain every detail of the month-to-month variations inridership. Butthe predictions ` 1 follow the general trend of ridership quite well. In fact, the model explains v over 90 percent of the observed variation in monthly ridership between 1978 and 1988. t Ridership in the summer months is much less than in the other months because of reduced enrollment at the University of Iowa, Therefore, to maximize i the clarity of Figure 1, the summer months are not included. A plot of predicted and observed ridership in the summer months would look like Figure 1 but at a lower level of ridership. 3. Results a• The increase; between 1978 and 1982 Three things happened between 1978 and 1982 that increased transit ridership. It has been suggested that this has increased the proportion of ,. university students living within walking distance of the campus and, thereby, .decreased transit ridership. In 1988,, one of my students collected data on the geographical distribution of students' residences during 1982-88. He found that - during this period, there was no significant change in proportions of students living within 1 mile of the. Pentacrest and between 1 and 2 miles from the ' + �Pentacrest. Thus, it appears unlikely that changes in students' residential 1, locations have caused decreases in transit ridership. 4. 'Future Ridership Future ridership will dependon the future values of the variables that l have influenced ridership in the past. It also will depend on whether the j�_ , conditions that determine the relation between ridership and the variables V' !r �. .,. remain',, the, same in the future as they were in the past. It_.is'not possible to forecast any of these things with confidence. As an exampleof one plausible s scenario for the future, suppose the conditions that determined the relation r1, r between past 'ridership•. and the model's variables persist into the -future. ` t: Suppose, also, that .university 'enrollment remains constant (the university's goal is to maintain enrollment at 29,000 students, roughly its current level),{ :•transit service remainsunchanged, the. nominal fare and ramp price (that is the fare and price in current as opposed to inflation-adjusted dollars) remain constant,, and the. real gasoline price remains constant..In,this scenario , ' transit ridership remains approximately constant.
