May 10, 1988
Iowa City Council, special mtg., 5:15 p.m. at the Civic Center.
Councilmembers present: Ambrisco, Courtney,
Mayor McDonald presiding.
Dickson, Horowitz, Larson, McDonald. Absent: Strait. Staff members
present: Atkins, Timmins, Karr, Schmadeke, Trueblood, Prior. Council

Moved by Ambrisco, seconded by Dickson, to approve the recommendation
that the City negotiate a Construction Management Contract with Stanley
Consultants for the Wastewater Treatment Plant Project, and further
approve the recommendation that the construction of Neighborhood Sewers
and other major sewers be incorporated into our in-house Public Works
operations. Councilmember Horowitz reported she had reviewed the three
proposals submitted and requested clarification of the fixed price
contract and monthly charge noted in the agreement. The City Manager
stated if additional services were required, the monthly charge would be

Moved by Dickson, seconded by Larson, to approve the purchase of an
Automated Pool Blanket for the Mercer Park Aquatic Center. Staff member
Trueblood explained the automatic blanket concept and cost savings to the
City. Trueblood reported that the sales tax refund should cover the cost
of the blanket and no monies would be borrowed from the parkland acquisi-
tion fund. Affirmative roll call vote unanimous, 6/0, Strait absent. The
Mayor declared the motion carried.
Moved by Ambrisco, seconded by Dickson, to adopt RES. 88-94, Bk. 97,
I p. 94, AUTHORIZING AND DIRECTING THE CITY MANAGER TO ENTER INTO CONTRACTS
i FOR THE APPRAISAL OF REAL ESTATE, IN CONNECTION WITH THE ACQUISITION OF
FACILITIES PROPERTY FOR THE WASTEWATER ES IMPROVEMENTS PROJECT. The City

Moved by Ambrisco, seconded by Horowitz, to adjourn to executive
session to discuss strategy with counsel in matters that are presently in
litigation or where litigation is imminent where its disclosure would be
likely to prejudice or disadvantage the position of the governmental body
in that litigation. Affirmative roll call vote unanimous, 6/0, Strait
absent. The Mayor declared the motion carried and adjourned to executive
session 5:40 P.M.

Re: Construction Management - Wastewater Treatment Plant and Sewer
As you are aware, the recently amended Metcalf & Eddy agreement eliminated the
construction management/operations and maintenance component of their contract.
The original M&E contract, which included all elements, was for a total of
$4,770,000. The revised contract with Metcalf & Eddy was for $3,181,930.
Metcalf & Eddy, as well as Stanley Consultants and the M.A. Mortenson Company,
submitted proposals for construction management. Upon review of the proposals,
it is our judgment that the Stanley Consultants' proposal is in the best
interest of the City and accordingly are recommending a construction management
contract be negotiated with that firm.
Stanley provided for a $1,209,000 lump sum, 24 -month construction management
contract. In their contract they have also identified that they would be

would be performing approximately 25-30% of the contracted services. As you are
aware, we have made it our general policy to encourage the use of local
businesses and industries wherever possible in the development and construction
process associated with our wastewater treatment plans.
The construction of neighborhood sewers and other major sewers will be incor-
porated into our in-house public works operations, that is, it is our intention
to assign the management of these sewer projects to our engineering staff. We
believe having in-house construction management for neighborhood sewers is in
our best interest due to the fact that weare likely to receive many neighbor-
hood complaints and concerns about the construction process and having the

on the general fund budget. The construction management for the treatment
facilities involves highly technical review of design documents and therefore
the use of the professional consulting firm we believe to be appropriate.
Upon review of the original Metcalf & Eddy agreement and the revised construc-
tion management agreement being provided in this recommendation, we estimate
that the new overall consulting engineering services contracts will provide a
savings to the City of approximately $200,000+.
At your special meeting on Tuesday, May 10, I would request Council consider
this recommendation.

Re: Automated Pool Blanket for Mercer Park Aquatic Center
I have been advised by the Director of Parks & Recreation that the staff
has been exploring the possibility of purchase of a fully -automated swim-
ming pool blanket system for Mercer Park Pool. The pool blanket, as I
understand it, was removed from the original swimming pool specifications
by the Swimming Pool Committee in order to save construction costs/debt
financing. Upon further review, the Director has determined that we may
save approximately $16,000-$20,000 per year in utility costs if the blan-
ket to -

To the best of our knowledge, there is only one company, Lof Energy Sys-
tems of Colorado, which manufactures a fully -automated pool blanket sys-
tem. They have indicated the cost would be $66,400 installed and an
additional $5,000 for electrical.
Based upon what appears to be the significant energy savings, that is the
Pool blanket system initial cost could be recovered in less than five
years, I encouraged the Department to develop a funding plan.
After discussing the matter further and receiving the support of our
Energy Coordinator, we estimate that $16,000 could be provided from the
energy savings payback fund. Additionally, in working with the swimning
Pool contractor, it is estimated that a sales tax refund for Mercer Park
and City Park will be available to the City in the amount of approximately
$50,000+.
Given the fact that the significant operating cost - savings have been
identified and a funding plan has been provided, this matter was discussed

At your upcoming City Council meeting of Tuesday, May 10, I would like to
discuss this matter with you, and hopefully receive your support to pro-
ceed with this purchase. The system is provided with a five-year warranty
and it is estimated the blanket has a life of 10+ years.
