HomeMy WebLinkAbout1988-06-28 Info Packeti Johnson County Council of Governments 410 E %bshirgt0n S[. bAa 0cy bvv a 52240 rr 00 0 Date: June 17, 1988 To: City Council and City Manager From: Jeff Davidson, Transportation Planner Re: Highway 1 North RISE Project At the June 28 City Council meeting you will be asked to take action authoriz- ing the mayor to execute the contract with Iowa DOT for RISE funded improve- ments of Highway 1 North. $446,360 of RISE funds and $398,674 of FHWA Inter- state 4R funds are being made available for the reconstruction and widening of Highway 1 from I -BO north to the city limits. The agreement is similar to previous Iowa DOT agreements with one very signifi- cant exception. There is a clause which states that the City shall certify the creation of 115 new jobs at NCS and RBP within two years following the date of grant approval (April 12). The 115 jobs is a figure which was provided to us by representatives of NCS and RBP, and was used in the application for the grant. Failure to create 115 jobs at these two companies shall be considered default of the agreement, and the City would be responsible for repayment of the RISE funds to Iowa DOT. Repayment would occur by withholding the City's Road Use Tax funds. Obviously this clause creates a great deal of risk for the City, since the City will have no control of the creation of jobs by these companies. We are aware of approximately 40 jobs that have already been created at NCS since April 12. While we have no reason to believe the additional jobs will not be created, it is not difficult to imagine several scenarios which might put job creation by these companies on hold: change of ownership, loss of an important contract, etc. We attempted to discuss this matter with Iowa DOT and were politely informed that it was -not subject to negotiation. Their perspective is that we indicated we had an "immediate opportunity" for the creation of 115 jobs, and we should not be applying to the RISE Immediate Opportunity Program unless we are confident enough to guarantee job creation. Iowa DOT has emphasized that this clause is now standard in all RISE Immediate Opportunity grant agreements. My impression is that Iowa DOT is attempting to respond to criticism of the RISE program by the state legislature. The bottom line is that we are not in a good negotiation position on this issue: they have the money; we want the money; and the only way we will get it is to play by their rules. Box 351 Cedar Rapids, Iowa 52406 Dear David: As I indicated at our recent meeting, the Fire Chief and Police Chief provided a cursory review of the Johnson County Host Plan. The following represents their very preliminary findings and concerns. 1. Insufficient number of fire personnel would be available to staff the radiation monitoring stations on a continuing basis. The plan assumes that over 19,000 people in over 7,000 vehicles would wait possibly up to 18 hours to be monitored for radiation before entering Iowa City to find shelter. The plan also assumes that local fire departments could provide 107 properly trained and equipped individuals to staff the checkpoints. These assumptions are highly questionable. 2. There is no provision for assuring the public and personal safety of those housed in shelters. 3. There is no provision made for the procurement of food supplies and personal amenities of those housed in the shelters. 4. The means by which we would control the influx of vehicular traffic appears to be practically impossible. Each of the intersections could be easily bypassed and available resources would be inadequate to prevent this occurrence. 5. It would be impossible to prevent those housed in shelters from leaving and returning to their homes if they would so desire. 6. Dump sites or disposal areas for contaminated equipment, clothing or water from the decontamination washdowns was not provided. 9. It would appear that Civil Defense and Social Services would be overwhelmed by the disaster of the magnitude that would require some 19,000+ evacuees, particularly if radioactive contaminants are involved and prevent people from returning to their homes for an extended period of time. This spring ETF and the Coalition for Recyclable Waste initiated a campaign opposing the "plastic can" that was introduced by Original New York Seltzer in Michigan, New York and Massachusetts. The plastic can is a composite container with a clear plas- tic body (polyethylene terephthalate — PET), a colored plastic label (polyvinyl chloride — PVC) and an alumi- num lid. Why is it a problem? The can poses a serious threat to recycling efforts because it is an aluminum can look- alike, making it nearly impossible to separate from alu- minum cans. When the plastic can gets into the alumi- num recycling process, it can cause fires. Aluminum companies have warned recyclers that they may begin rejecting loads contaminated with plastic. The plastic an is currently being sold only in bottle bill states be- cause the deposit subsidizes the collection of the plastic for recycling. Without the subsidy, plastic recycling is not economic. Even with the bottle bill subsidy, plastic is recycled at much lower rates than either aluminum or glass. Even if the market for recycled plastic grows dras. tically, most plastic would be landfilled. Only 1% of all plastic is currently recycled. Don't be footed. And don't !et it in your state! Without consumer protest, use of the plastic can will expand rapidly. In only 10 years the plastic 2 -liter bottle took over 22% of the soda market. Already plastic can manufacturers are planning to move into the beer market which represents over 40 billion cans per year. WHAT YOU CAN DO. Write to Original New York Seltzer and tell them you are boycotting their product until they withdraw the plastic can. (19445 E. This inspection was conducted with complete cooperation and assistance of the Executive Director and staff. Please extend our thanks to them for their time and courtesy. The PHA's maintenance staff appears to be capable in their job performance and workmanship. The aesthetics of the project in general, look good; however, there are items which need attention. The PHA is required to resolve the findings as listed below within 60 days after the review or submit an "Action Plan" within 90 days if the issues are not resolved. Please refer to HUD Handbook 7460.7 REV, Page 8-5, Paragraph 8-3. Following are the findings and recommendations: Findings 1. 1215 Louise St. --Replace the excerior rear storage room door. 2. 3312 Washington - Caulk where siding meets trim at the side entrance door to garage. Check all units in this area for caulking and caulk where necessary. 3. 1316 Dover St. - Fasten the vinyl siding to the right of the front door where it is falling off. Also check all newly installed vinyl siding for proper nailing. 4. 1417 Franklin - Scrape and paint the rake boards where peeling paint'occurs. /Da6 B 2 Recommendations 1. Recommend the carpet be replaced in units where it is torn, or where it shows severe wear. Mr. Seydel and his staff are doing an excellent job in maintaining this project. The project is very neat, clean, and a credit to the neighborhoods and community. We recognize this does not come easy on family projects and congratulate them on their efforts. We are enclosing a copy of the Project Engineering Rating Form (HUD -52414) for your information. As you can see, this project has been rated above average. Keep up the good work. 4c.erelyM. Iowa City, Iowa 52240 RE: Keokuk Street - Highway 6 Intersection Construction Dear Company Representative: The City of Iowa City Public Works Department in a joint effort with the Iowa Department of Transportation is planning the reconstruction of the Keokuk Street and Highway 6 By -Pass intersection. The design includes adding a right turn lane to both east and west bound lanes of Highway 6, widening of Keokuk Street north of Highway 6 to Plum Street and south to Hollywood Boulevard to accommodate a left turn lane, and the replacement of storm sewer. Keokuk Street from Highway 6 south to Sandusky Drive will be marked as four driving lanes. There will be no parking any time on both sides of Keokuk. This is a change from the existing condition that allows parking on the west side of Keokuk Street between Highway 6 and Southgate Avenue. Construction is scheduled for this construction season with completion this fall. More defined dates will be published as the project proceeds. The total time to complete all construction is estimated to be 30 days. We anticipate the closure of Keokuk Street at the north and south intersection with Highway 6 as well as the closure of Hollywood at Keokuk through a portion of the project. Highway 6 will have the outside lanes for either east or west bound traffic closed when the right turn lanes are constructed. If you have any questions, please do not hesitate to call me at 356-5145. City Engineer /DoG City of Iowa City MEMORANDUM Date: June 22, 1988 To: City Council From: City Manager Re: Reconstruction - Gay's Locker Patt Cain has been meeting with representatives of the Gay family to discuss the rebuilding of their meat locker operation. As you may be aware, they are also planning an expansion of the retail portion of their operation. They currently have four full-time and two part-time employees, and it is their desire after the rebuilding to increase their employment to six or seven full-time plus four part-time employees. Patt has advised them of all the various economic development assistance programs either from local resources or the Iowa Finance Authority. All in all, it does appear that their reconstruction efforts are moving ahead on schedule. bi/pc2 /tool 9 City of Iowa city MEMORANDUM Date: June 21, 1988 To: City Council From: City Manager Re: Mercer Park Aquatic Center I wanted to take this opportunity to inform you that we have, as of this date, not received a request from the School District for pool usage in the upcoming school year. We have advised the School District of the urgency in receiving their request as soon as possible. We are about to prepare our fall program schedule and school usage of the pool will be critical to our allocating time to other activities. The School District has also been informed, that there appears to be some confusion among School District personnel as to how much time will be available at the pool. Some of the examples being brought to our atten- tion include: 1. Following a meeting with School District employees, our Aquatic Supervisor was advised by one teacher that they would need the pool every school day throughout the year, in other words, exclusive school use of the facility every day during the school year. We advised them while it was possible to provide exclusive use at times, it certainly could not be on a daily basis. 2. Our Aquatic Supervisor was also informed that the teachers were "looking forward to free lap swimming" during their lunch hours. The School District was again advised that if they wished to utilize the pool in this manner, as an official school function, we would need a formal request and an admissions procedure agreeable to both parties. 3. Another teacher advised the Aquatic Supervisor that she would bring her student to the pool at specific times on specific days for her classes. Again, however, we have received no formal request for such usage. //; 9 Q We are very concerned about the level of expectation the School District may have with respect to pool usage and we have advised them that we needed to receive a formal request immediately. I suspect you may hear some squawking about this issue. As an aside, you may recall many months ago we questioned the billing of overtime to the City as a result of the City's use of school facilities.
