ITEM NO. 3 - PLANNING AND ZONING NATTERS.
a. Consider setting a public hearing for December 13,
1988, on an ordinance to vacate a portion of excess
right-of-way on the south side of U.S. Highway 6,
immediately north of Robo Car Wash. (V-8807).
Comment: On November 17, 1988, the Planning and
Zoning Commission recommended to approve the proposed
vacation by a vote of 4-0. The owner of ROBO Car
Wash expressed interest in acquiring a portion of the
excess right-of-way adjacent to their north property
line to increase their parking area. The Commission's
recommendationisconsistent with that of staff.

b. Consider a resolution to amend the 1983 Comprehensive
Plan Update to change the land use classification of a
3 % 16.95 acre parcel southeast of Highway 1 North between
Dubuque Road and Hickory Hill Park from Residential at
a density of 2-8 dwelling units per acre to Office,
Research and Development Center. (V-8811)
Comment: At its November 3, 1988, meeting, the
Planning and zoning Commission recommended to approve
the proposed amendment by a vote of 6-1 (Hebert voting
against). The Commission's recommendation is
consistent with that of staff.

c. Consider an ordinance to rezone a 16.95 acre parcel
located southeast of Highway 1 North between Dubuque
Road and Hickory Hill Park from RS -5 to RDP. (V-8811.
First Consideration)
Comment: By a vote of 6-1 (Hebert voting against) the
Planning and Zoning Commission at its November 3,
1988, meeting, recommended to approve the rezoning
subject to: 1) the site's improvement in accordance
with the Development Standards and Conceptual Master
Plan, 2) submission and approval of grading and
erosion control plans prior to site development, and
3) submission of a legal description and deed to
dedicate 40 feet of right-of-way on Dubuque Road. The
recommendation includes improvement on Highway 1 North
that need to be approved by the Iowa Department of
Transportation. The Iowa City Press -Citizen has
agreed to the recommended conditions included in the
Conditional Zoning Agreement. The Commission's
recommendation is generally consistent with that of
staffThe applicant has requested Council consider
expedited consideration of this item.

d. Consider an ordinance to vacate Loos Street, an
unimproved local street, extending between Black
Springs Circle and Rocky Shore Drive. (V-8806.
Second Consideration)
Comment: Dr. Jack Moyers requests the City to vacate
the unimproved right-of-way to permit acquisition by
abutting property owners. At its October 6, 1988,
meeting, the Planning and Zoning Commission
recommended to approve the vacation by a vote of 7-0.
The Commission's recommendation is consistent with
that of staff. A public hearing was held on November
1, 1988; with comments received from Marlene (Perrin).
Action:
e. Consider an ordinance to amend the accessory uses
section of the Zoning Ordinance to permit
manufacturing uses in commercial zones to have
accessory uses. (Second Consideration)
Comment: The Planning and Zoning Commission, at its
October 6, 1988, meeting, recommended to approve the
proposed amendment by a vote of 7-0. The proposed
amendment provides for accessory uses to manufacturing
uses in commercial zones where manufacturing is
permitted. This recommendation is consistent with
that of staff. No comments were received at the
public hearing

f. Consider a resolution setting forth reasons for the
denial of rezoning of property located at 528 & 530
Iowa Avenue and 15 North Johnson Street.
Comment: At its November 15, 1988, meeting, the City
Council acted to deny the proposed rezoning of 528 &
530 Iowa Avenue and 15 North Johnson Street from RNC -
20 to CB -2 by a vote of 6-0. The attached resolution
sets forth the reasons for denial as expressed by the
City Council at the November 15, 1988, meeting.

Comment: The City Council held a public hearing on the
proposed considerProgram and
edcitStatement November
izen comments on the Community Development
Block Grant (CDBG) funding allocation for 1989. Passage of
the resolution will permit filing of the Program Statement
and Budget with the Department of Housing and Urban
Development, and will indicate Council's approval of
projects to be funded through the 1989 CDBG program budget.
A copy of the proposed 1989 CDBG Program Statement and
Budget are attached to the agenda.

ITEM N0. 10 - CONSIDER A RESOLUTION AWARDING PROFESSIONAL DESIGN SERVICES
CONTRACTS FOR THE ADDITION AND REMODELING OF THE POLICE AND
FIRE STATION AT THE IOWA CITY CIVIC CENTER.
Comment: This resolution authorizes contracts for the
coordination of design services with three local firms:
Janice E. Sweet (contract documents production manager) -
$14,000; Howard R. Green Company (mechanical/electrical
engineering services) -521,812; and IIW Associates/Van
Winkle & Hart Engineering (structural engineering

Metro Pavers, Inc. of Iowa
City, Iowa.

CONSIDER A RESOLUTION RECLASSIFYING POSITIONS IN THE
PARKING DIVISION AND THE ACCOUNTING

Comment: By Letter of Understanding with AFSCME Local 183,
the parties have
agreed that AFSCME positions will be
reviewed by a joint Job Evaluation Committee to determine
their correct classification. The Committee has reviewed
two positions based
on current job duties.
Due to the change in duties of one Maintenance Worker I -
Parking Systems it
position is recommended that one
position be reclassified from grade 01 to grade 03 and be
retitled Maintenance Worker - Traffic. The additional cost
for FY89 is $302.
Due to the expansion of duties involving grant amounts and
reporting requirements,

ITEM NO. 13 - CONSIDER AN ORDINANCE AMENDING CHAPTER 9.1, ENTITLED •CITY
PLAZA' OF THE CODE OF ORDINANCES OF THE CITY OF IOWA CITY,
IOWA, BY AMENDING SECTION 9.1-7(a) THEREIN TO PROVIDE FOR
AN ADDITIONAL PERMITTED USE OF THE CITY PLAZA TO BE USED
FOR THE SOLICITATION OF FUNDS FOR THE BENEFIT OF NON-PROFIT
ORGANIZATIONS. (First Consideration)
Comment: The proposed amendment to the City Plaza
Ordinance adds a permitted use to Section 9.1-7 to allow
the Plaza to be used for the solicitation of funds for the
benefit of non-profit organizations. This will legitimize
a use which has been permitted in one location on the Plaza
(north of thekioskkiosk facing Washington Street).
