The current solid waste disposal practice in all of the six counties (Tama, Benton, Linn, Jones, Iowa, Johnson) included within the study area, is landfilling. Increasingly stringent regulations for landfill construction, operation, leachate monitoring, closure and post closure maintenance, and limitations on wastes that can be landfilled, necessitate an evaluation of waste disposal alternatives. The solid waste management options to be considered in the study include those in the Iowa Department of Natural Resources hierarchy: 1) Waste reduction at the source 2) Recycling 3) Energy recovery (incineration and/or refuse derived fuel) 4) Incineration for volume reduction 5) Landfilling The most desirable alternative or option may best be developed through centralized or regionalized facilities. In addition, the study of some alternatives, fcr example, recycling, will be useful whether or not rogionallzation is implemented. If, after alternatives have been developed, regionalization is desired by the political subdivisions responsible for landfilling operations, a comprehensive solid waste management plan will be developed by the consultant. If, on the other hand Iowa City decides not to participate in a regional approach, a comprehensive solid waste management plan must be developed for the Iowa City service area. The electronic transit information center has been installed in the north entrance of the Old Capitol Center. A kick-off celebration has been scheduled for 11:00 AM on Monday, December 19. I invite all of you to attend. Attached is a press release describing the Transit Telly. 2. A cooperative project between the City, Iowa DOT, and Hy -Vee Food Stores has resulted in the installation of a new bus passenger waiting shelter adjacent to the Rochester Avenue Hy -Vee Food Store. The shelter was purchased with State funds and Hy -Vee installed the concrete pad and sidewalk and have agreed to help maintain it. I would like to thank the State and Hy -Vee and hope that this will serve as an example of future public-private ventures. 3. Using funds provided by the Iowa DOT, I have entered into a coopera- tive promotional campaign with KCRG-TV which will begin early next year. Iowa City Transit will sponsor Denny Frary's 'Weather Word" contest for the month of February. Through this campaign I have been able to leverage a considerable amount of exposure for Iowa City Transit. Thank you, happy holidays, and please feel free to contact me with any questions or comments. bc4-1 /S8� CITY OFIOWA CITY PRESS RELEASE December 15, 1988 Contact Person: John Lundell, Transit Manager 356-5154 TRANSIT INFORMATION CFNTER INSTALLED Iowa City Transit is excited to announce that a state of the art elec- tronic information center has been installed in the north lobby of the Old Capitol Center. The unit, called the Transit Telly, provides route, schedule, and much other information on behalf of the area transit systems. Transit Manager John Lundell believes that this is the first such application of this technology in the country. By using a keypad, the transit patron is able to select the specific route or schedule they wish to learn more about. The Telly is designed to provide information to the first-time transit user as well as those who are already familiar with the system. Lundell indicates that an information center in the downtown transit interchange has long been a high priority for Iowa City Transit. The Telly displays more information in a dynamic fashion than an ordinary display case of transit schedules. However, it 1s much lass expensive than locating an employee in the interchange. Besides the transit application, other aspects of the Tally make it unique. The Telly was mad* ictally in Coralville by the TVL Corp. This company is a spin-off from the University of Iowa Technology Center on the Oakdale Campus. Lundell indicates he is pleased to be able to support local business and TVL's location is convenient for any necessary main- L4n3nce or updating. The federal and local funding of the Telly is also unusual. Lundell said using the Booster Club money to purchase the Telly was appropriate since it benefits all users of the transit system, not just an individual route or bus stop. Lundell indicated he wanted to take this opportunity to thank all the contributors to the Booster Club. He also wants to thank the Old Capitol Center for allowing the Telly to be located in the Center. Experience has shown us in the Fire Department that heeding the following sugges- tions is well worth the trouble to ensure a safe holiday: If you buy a real tree, make sure it is fresh and leave it outside until you are ready to decorate it. Make a fresh cut in the trunk to facilitate water movement into the tree. Place the tree away from a fireplace, radiator or heat register, Add water daily to keep moisture in the tree. Before using lights on the true, make sure they are UL listed. Never put lights on a metal tinsel tree. Make sure there are no loose bulbs or frayed wires. Do not leave the lights on if you leave the house or when going to bed. Make sure that all decorations are flame resistant. Never light real candles on a Christmas tree. City of Iowa City Newsletter, page 3 November/December 1988 Drug Prevention Videotapes Available Two videotapes have recently been acquired by the Iowa City Police Department dealing with the topic of drug prevention. These videotapes are available to the public and may be used for group presentations, personal review or any other appropriate use. Titles of the videotapes are "Three Ways to Keep Your Kids Off Drugs" (Running time: 46 minutes) and "High On Life - Not on Drugs; A Guide for Teens" (Running Time 40 minutes). If you are interested in borrowing either of these tapes contact Detective Mike Goldberg at 356-5275. Library Hospice Team Wine Awards By Ed Arensdorf Participants in the Iowa City Public Library's Hospice Road Race Team numbered about 40 and ranged from a babe -in -stroller to a sub -2:50 maratho- ner, with runners or walkers in every distance from the 1 mile fun run to the half -marathon. Various team runners set personal best times or placed in the awards. We were successful in our challenge to the University of Iowa Main Library, and were proud to receive the Bill Rogers Traveling Shoe award for the team raising the most money in pledges ($2,330.00). The trophy is currently on display in the staff lounge and we'd be happy to show It off - Just askil Our fleet -of -foot leader, Lally E99ors, won a drawing at the awards ceremony and soon will be heard spinning plotters on KCRG radio as guest DA, (quita ap- propriate for the staff librarian in charge of selacting the LA recordings and CD's for the library's collection). We all had a great time and limped away feeling we'd done something worthwhile. Discussion regarding E911: Myers said that an ad hoc committee has studied emergency communications within the City and County for the last three months. Myers explained the committee has representatives from Iowa City, University of Iowa, Coralville, Johnson County Emergency Services and rural areas. Myers stated the ad hoe committee will meet again on Monday, December 19, at 4:00 PM which may result in a recommendation to the Iowa City Council and Johnson County Board of Supervisors regarding hiring a consultant. Myers noted that the County is required by law to appoint an E911 service board, In response to McDonald, Myers stated that the ad hoc committee will try to reach a consensus regarding hiring a consultant. Myers stated he believes that the present structures should be able to handle a county- wide cowaunication system. In response to Balmer, Myers stated that a consultant would advise on o uipa�ht, location and options. MCDohiid agreed that the time is right for considering options. Myers stated that one question to be resolved is the contribution of the University to the County communications system and the f911 system. Ockenfels said the biggest hurdle is the location of the communications system. Burns stated that the location is not in issue for him, the main thing is to get a c(M.Unications center built. Myers stated the committee members, Police Chief Miller, and Fire Chief Donner all want to see the problem resolved. Myers stated that the 25 -cont foe called for in the law will solve the capital needs. Myers stated the PSAP (Public Service Answering Novi) will lost about I3+0.000 plus the WINte to back It up. Courtney stated that he is concerned about the efficiency of any proposed s stein If the system is not located it the command canter, Courtney slated that commanders being able to talk face•lo•fice with radio -2 - operators is different than phone conversations. In response to Horowitz, Myers said that a new system will not call for fewer personnel. Myers said the idea for a joint facility originally came from the Johnson County Sheriff's Department because they are concerned about coordination of two or three PSAP. Myers stated that the Iowa City, Coralville, Lone Tree, North Liberty and all other area emergency volunteer fire departments need to be considered. Myers noted that savings will not come through less personnel, but rather through the economy of scale and delivery of service and the type of hardware used. Myers stated that such systems have worked in other places. Johnson County Sheriff Elect Carpenter said that his main concern is that Johnson County is different from Scott County which has one major city. He stated the real problem is how the system can work when backups are 20 miles apart rather than three miles apart as in Iowa City. Carpenter noted that Johnson County currently has two full-time dispatchers on duty out of a staff of seven. Carpenter stated he would see the need for an additional two dispatchers on duty if Iowa City is added. Carpenter stated that it is important that a common bond be maintained and that bond is currently the county jail. Carpenter stated that his primary concern is taking away from the safety of officers in the service to the people. In response to Courtney, Carpenter agreed that being on different radio frequencies is a problem in Johnson County and that it is impossible to talk between Johnson County and Iowa City patrol cars. Carpenter stated Johnson County handles all the county communications through their dispatcher, except for Iowa City Police and Fire Departments. Myers stated if joint communications is tied in with E911, cost of the consultant could be recovered from the 25 -cent fee. in response to Horowitz, Myers said that a state law authorizes a 25 -cent charge per telephone line in a county to pay for the capital costs, if approved by voters in a regularly scheduled election, Myers said a plan must be in DDlace and the charge for a consultant can also come from the 25 -cent fee. 1(yers stated that there are approximately 45,000 phone lines in the county, excluding the University. Myers stated negotiations are proceed- ing with the University. Myers stated it is felt that the 25 -cent fee would generate more than enough money to cover capital costs. Traffic on South Oubuaue Street: s_ehr stated that people go down the street the wrong way almost hourly on South Dubuque Street near the County Administration Building. Myers noted that people use the lot as a short -tut through the County Administration Building because of the traffic pattern. Atkins said that when the Benton Street bridge is widened, it could complicate the problem. Atkins stated the Traffic Engineer can prepare a report, Sehr said that a larger slap might help direct traffic. In response to Atkins, Peters said the bill was for painting the entire area. Atkins stated that under the agreement, there is an obligation by the County government to pay for repair or replacement of furniture, appliances, fixtures or objects if such repair or replacement results from the negligence, act or omission by employees or officers. Atkins stated if the repairs in question are routine, he sees no problem with the City just paying for it. Ockenfels said that she was particularly thinking of the painting of the Congregate Meals kitchen area. Atkins stated that a vandalized spot on the assembly area floor needs repair. Atkins noted the Health Department said a closet in the Congregate Meals area had to be cleaned. Myers said that the County, according to the contract, is responsible for 20% of the repair of the building. Atkins replied that he understands that the County government pays 20% as a basic policy, but a separate agreement controls the Congregate Meals program. Sehr suggested that Peters and Atkins decide how the matter should be resolved. Peters stated there is also a need for additional storage area because the federal government is now disbursing commodities on a quarterly basis. Atkins stated the Senior Center is spacious, but there is very little specific storage area. Councilmembers and Board of Supervisors discussed the need for storage. Atkins stated he will meet with Peters to consider the storage issue. Ambrisco suggested that staff consider the idea of suspending storage racks from the ceiling. In response to Horowitz, Myers explained Slothower Road is located on the west side of the County Home and the south part of the eoad is owned by the County and the north part of the road is owned by the City. Ockenfels said the County would like the road opened and the City does not want it opened. McDonald stated the City engineers estimated it would cost $100,000-5125,000 to make the improvements to open Slothower Road. Myers stated that the road just needs a tube and a couple loads of rock. Councilmembers and Board of Supervisors discussed repair and use of the road. Sehr said the County road crews and area farmers would like to use the road. Horowitz asked if the County could repair the road, then fence off the road and only allow County employees to use the road. Iowa City Attorney Timmins stated Slothower Road is an isolated road and if the road is not significantly improved, people are bound to get stuck. Timmins said Slothower Road could be a private lane the City could allow the County to use, and if the County wants to take the risk, the City could draft in agreement. Myers stated the County could consider establishifig a Level B road system. Councilmembers and Board of Supervisors discussed the April 1984 City -adopted resolution that does not allow development in the area for 12 years. McDonald stated Iowa City is not in a position to spend 5100,000-5120 000 to Improve the road. McDonald said the City could vacate the road and give It to the County. Sehr said the County already has some liability because of the two houses located on the road. Atkins said the Senior Center Commission hes endorsed the recom- mendation to expand the Volunteer Coordinator position by 20 hours. -4 - Landfill Update: Horowitz reported that the Technical Advisory Committee of ECICOG has hired a consultant to look at a six -county area to develop options regarding management of solid waste. Horowitz cautioned that everyone will need to educate themselves to the potential of solid waste manage- ment. Ambrisco stated he monitored the University of Iowa public hearing regarding the incinerator at Oakdale. Horowitz asked if the issue was raised regarding how there can be a research park located near the incinerators. Ockenfels said the University of Iowa feels there will be no problems. Burns said only 1,600 pounds per day will be incinerated. j Myers reported on the proposed incineration process and said that he would recommend the air emitted from the chimney be scrubbed because of the potential for acid rain. Myers raised concerns regarding the University of Iowa keeping the County informed about their solid waste management proposal. Myers stated he has requested the University send project inspection reports to the County. Councilmembers and Board of Supervisors discussed the need for information from the University regarding their incineration plans. Balmer said the University should coordinate the disposable medical waste from all area hospitals. Myers said there seems to be a new spirit of cooperation from the University.
