Side Residential Area an Historic Preservation Overlay
(OHP) Zone.
Comment: The Planning and Zoning Commission held four
meetings for public discussion (November 6 and 20 and
December 4 and 18, 1986) concerning the designation of
the OHP zone. On December 4, 1986, the Commission
recommended, by a vote of 6-1 (Wallace voting no) that
the district north of Church Street be approved, in-
cluding additions on North Dubuque Street and at TFe
north end of Johnson Street, and on December 18, 1986,
recommended that the area south of Church Street be
approved, includin two lots at the southwest corner of
Davenport —and Streets, and a two block square
area south of Church Street and east of Gilbert Street,
by a vote of 7-0. The district is generally described
as being bounded on the north by Brown Street and
Kimball Road, to the south by Davenport Street, to the
west by Clinton and Dubuque Street, and to the east by
Johnson and Dodge Streets. The Iowa Office of Historic
Preservation has recommended in favor of the establish-
ment of the district. Letters and petitions concerning

Action:
e. Consider a resolution to amend the 1983 Comprehensive
Plan Update to change the land use classification of
Streb South Industrial Park from Industrial to Inten-
sive Commercial.
Comment: On November 20, 1986, the Planning and Zoning
Commission took under consideration an amendment to the
Comprehensive
ofStrebSouth laIndustrial uPark hafrom tIndustrgialhe tito
Intensive Commercial. (See Item f) A motion to approve
the proposed amendment failed for lack of a second.
Staff had recommended against the Comprehensive Plan
Amendment.

f. Consider an ordi ante to rezone a 13.83 acre subdiviaed-_1
Sion known as Streb South Industrial Park from I-1 to
CI -1. (first consideration)
Comment: At its meeting held on November 20, 1986, the
Planning and Zoning Commission recommended denial of
the proposed rezoning of Streb South Industrial Park
4 (erry ad Sctt
voting in theCaffirmative). Comnisof sionpmembersnfeltono
compelling reason was cited by property owners within
the subdivision to change the zoning and expressed
concern that Iowa City's small industrial base would be
eroded. The Commission also recognized that the subdi-
vision lies along one of the entrance ways to Iowa City
and felt CI -1 zoning would have a detrimental impact on
the Old
Highway 218
has aso recomended o deni al of h thisrprequest. The
Commissions' recommendations are consistent with that
of staff. Mr. John Rhoades, representing the property
owners within the subdivision, was present at the
public hearing on January 13, 1987, to express their
interest in having the subdivision rezoned.

g. Consider an ordinance to rezone property located at 401
S. Gilbert Street from CC -2 to CB -2. (passed and
x'3309 adopted)
Comment: At its meeting of October 2, 1986, the Plan-
ning and Zoning Commission recommended by a vote of 5-1
(Wallace voting no) approval of a request to rezone
property located at 401 S. Gilbert Street from CC -2 to
CB -2, subject to the condition that off-street parking
for residential dwellings developed in excess of two
dwelling units be provided on an off-site location
within 300 feet of the property. The Commission fur-
ther recommends that the City enter into a covenant
that runs with the land that binds this condition.
These recommendations are consistent with that of
staff. Public hearings on this ordinance were held on
November 4 and 20, 1986, and no comments were received
at either hearing.

ITEM NO. 9 - CONSIDER RECOMMENDATIONS OF THE BOARDS AND COMMISSIONS.
a. Consider recommendation of the Riverfront Commission:
In accordance with the goal of the Riverfront Commis-
sion to improve vistas of the Iowa River and in contin-
ued support of the Urban Environment Ad Hoc Committee's
recommendation to enhance the entranceways to the City,
the Riverfront Commission recommends to Council that 1)
the truncated trees in the airport flight path between
S. Riverside Drive and the Iowa River be removed, and
2) the scrub brush and scrub trees along the Iowa River
south of the Transit Center to Commercial Road be
selectively trimmed back or removed.
Comment: The Riverfront Commission discussion and
recommendation concerning the tree trimming and removal
in the southern entranceway to Iowa City is documented
in the Commission's January 7, 1987, meeting minutes.
Council may wish to refer this matter to the City
Forester. A memorandum from the Airport Manager is
attached and copies have been furnished to members of
the Riverfront Commission. No action is needed by the
Council until the Riverfront Commission has had an oppor-
tunity to review this memorandum.
