(2) Consider setting a public hearing for February 24, 1987, to consider the adoption of the 1985 edition of the Uniform Building Code, as amended. This code shall be known as the Iowa City Building Code, The Board of Appeals has reviewed the 1985 Uniform Building Code (UBC) and has suggested several amendments to accommodate local conditions and practices. The 1985 UBC is to replace the 1982 UBC. Included in the Council packet is a memo explaining the establishment of a "sunset" provi- sion for all building permits. F&I". PublichearingFY88 Iowa DOT State Transit I I I f II I -- - -- Johnson County Council of Governments 410 EWczshing[Cn&. bAo City, bn-n 52240 irr i� Date: February 9, 1987 To: City Council and City Manager, City of Iowa City From: Jeff Davidson, Transportation Planner Re: State Transit Assistance Public Hearing Change Each year JCCOG completes an Iowa DOT State Transit Assistance application in behalf of Iowa City Transit. In conjunction with this application, we are required to hold a public hearing which must comply with very strict State publication requirements. In lieu of holding the March 24 City Council meeting, we can comply with the publication requirements and have the application submitted on time by staff holding the public hearing. Iowa DOT has approved our handling the public hearing in this fashion. With your approval, the Iowa City City Clerk and I will conduct a public hearing on Friday, March 20, 1987, at 10:00 a.m. in the City Council Cham- bers, on Iowa City Transit's FY88 Iowa DOT State Transit Assistance applica- tion. Accordingly, item 3d(1) should be deleted from the February 10 Consent Calendar agenda. Feel free to contact me if you have any questions regarding this matter. cc: Don Schmeiser John Lundell bjl/4 Agenda Iowa City Council Regular Meeting February 10, 1987 Page 3 (3) Consider setting a public hearing for February 24, 1987, to consider the adoption of the 1985 edition of the Uniform Fire Code, as amended. This code shall be known as the Iowa City Fire Code. Comment: The Board of Appeals has reviewed the 1985 Uniform Fire Code (UFC). The Board recom- mended Code changes substantially similar to existing amendments presently in force. The 1985 UFC is to replace the 1982 UFC. (4) Consider a resolution setting a public hearing on February 24, 1987, on the Iowa City Transit Sys - 4 tem's service reductions and fare increases as proposed in the FY88 budget; these reductions are to be implemented March 16, 1987. Comment: The City Council has reviewed the pro- posed service reductions for the Iowa City Transit System. A public hearing will be held on February 24, 1987, to receive public input on the proposed reductions and fare increases. The Council is scheduled to give final approval to the reductions on March 10, 1987. (5) Consider a resolution setting a public hearing on February 24, 1987, on the operating budget esti- B-1•�� mate for the fiscal year July 1, 1987, through _ June 30, 1988, the proposed use of Federal Revenue Sharing monies for the fiscal year July 1, 1987, through June 30, 1988, and the proposed five-year Capital Improvements Program for fiscal years 1988-1992. Comment: The City Council has reviewed the FY88 Operating Budget, the use of Federal Revenue Sharing monies for FY88 and the Capital Improve- ments Program for fiscal years 1988-1992. The Federal Revenue Sharing monies being expended were received in previous years. A public hearing will be held on February 24, 1987,to receive public input on the proposed budgets. Public hearing on an ordinance to rezone certain lots in Southwest Estates Subdivision, Part Two, from ID -RS to RR -1. (Z-8609) Comment: By a vote of 6-0, the Planning and Zoning Commission recommended to approve the rezoning of a portion of Southwest Estates Subdivision, Part Two, from ID -RS to RR -1, at its meeting of January 15, 1987. After final plat approval in July 1986, it was discov- ered that the northern tier of lots extended into the ID -RS zone. At the time of subdivision approval, it was assumed that the entire subdivision was within the RR -1 zone. The applicant, Seville Corporation, seeks i RR -1 zoning to permit the development of the subdivi- sion as platted. The Commission's recommendation is consistent with that of staff's included in a report dated January 15, 1987. Action: yv) em,,v b. Public hearing on an ordinance to rezone Lots 94 and 95 of Ty'n Cae Subdivision, Part Two, from PDH -8 to RS -8. Comment: At its January 15, 1987, meeting, the Plan- ning and Zoning Commission, by a vote of 6-0, recom- mended approval of the request to rezone Lots 94 and 95 of Ty'n Cae Subdivision, Part Two, a 2.17 acre tract, from PDH -8 to RS -8. I c. Consider an ordinance to rezone Lots 94 and 95 of Ty'n Cae Subdivision, Part Two, from PDH -8 to RS -8. (first consideration) Comment: (See above item.) Action: ih��_ / �)— Pe, U n Agenda Iowa City Council Regular Meeting February 10, 1987 Page 6 Consider an ordinance designating the North Side Resi- dential Area an Historic Preservation Overlay (OHP) zone. (first consideration) Comment: The Planning and Zoning Commission held four meetings for public discussion concerning the designa- tion of the OHP zone. On December 4, 1986, the Commis- sion recommended, by a vote of 6-1 (Wallace voting no) that the district north of Church Street be approved, including additions on North Dubuque Street and at the north end of North Johnson Street, and on December 18, 1986, recommended that the area south of Church Street be approved, including two lots at the southwest corner of Davenport and Dubuque streets, and a two -block square area south of Church Street and east of Gilbert Street, by a vote of 7-0. The district is generally described as being bounded on the north by Brown Street and Kimball Road, to the south by Davenport Street, to the west by Clinton and Dubuque streets, and to the east by Johnson and Dodge streets. The Iowa Office of Historic Preservation has recommended in favor of the establishment of the district. A public hearing was held on this ordinance on January 27, 1987, and numer- ous property owners presented their views to the Coun- cil in reference to the formation of the district. Consider a resolu ion to amend the 1983 Comprehensive Plan Update to change the land use classification of Streb South Industrial Park from Industrial to Inten- sive Commercial. Comment: On November 20, 1986, the Planning and Zoning Commission took under consideration an amendment to the Comprehensive Plan which would change the designation of Streb South Industrial Park from Industrial to Intensive Commercial. (See item f.) A motion to approve the proposed amendment failed for lack of a second. Staff has recommended against the Comprehen- sive Plan amendment. (first consideration) Comment: At its meeting on November 20, 1986, the Planning and Zoning Commission recommended denial of the proposed rezoning of Streb South Industrial Park from I-1 to CI -I, by a vote of 2-4 (Terry and Scott voting in the affirmative.) Commission members cited that no compelling reason to change the zoning was expressed by property owners within the subdivision, and expressed concern that Iowa City's small industrial base would be eroded. The Commission also recognized that the subdivision lies along one of the entranceways to Iowa City and felt CI -1 zoning would have a detri- mental impact on the Old Highway 218 corridor. (poles) Comment: Regulations of the Public Employment Relations Board (PERB) require that a collective bargaining tentative agreement be made public and voted on by the employee organization and the public employer. This motion is to approve the tentative agreement which provides for a two- year agreement with a 3% across-the-board wage increase each contract year as well as two other language changes. The master contract will be amended to reflect these changes and will be presented to Council for formal execu- tion by resolution in the near future.
