7 - STATE OF THE CITY ADDRESS PRESENTED BY: WILLIAM J. AMBRISCO, MAYOR AT THE REGULAR MEETING OF THE CITY COUNCIL OF IOWA CITY FEBRUARY 24, 1987 "It is a gloomy moment in the history of our country. Never has the future seemed so incalculable as at this time. The domestic economic situation is in chaos... Prices are so high as to be utterly impossible. The politi- cal caldron seethes and bubbles with uncertainty. Russia hangs like a cloud, dark and silent upon the horizon." The above account probably describes the feelings of many people about conditions as they currently exist in this country. It is not surprising that this quotation was found in a magazine article widely distributed in the United States. Not surprising, that is, until one considers the date of that publication. It comes from the edition of Harper's Weekly pub- lished in October, 1857. Without the historical knowledge of our nation's progress, one might conclude that nothing of significance has occurred during the ensuing 130 years since this article was first read by Americans. Of course, we know that nothing could be further from the truth. Progress has been over- whelming. We live longer. We live better. We work fewer hours. We enjoy more personal freedoms and more leisure activities. We experience greater participation as individuals in those activities and decisions which structure our present and shape our future. Indeed, we have more control of our destiny, both as individuals and as a society, than we ever have before. Few people would quarrel with the observation that we have progressed tremendously in the past 130 years. Yet I suspect that nearly every American, at one time or another, has made the same observation as did the author of the above quotation. The history of our country is replete with "gloomy moments", but it is equally rich with those instances where individuals and societies have overcome the defeatist inclination and have built upon it a resolve to achieve greater goals and make their lives richer and more enjoyable. This notion of a state of gloom is especially relevant to the problems faced by local government in the United States today. Federal funding for local projects and municipal services is rapidly diminishing. Likewise, federal dollars earmarked for state programs have been substantially reduced and this has placed state assistance to City's in greater jeopardy as well. Coupled with these circumstances is the overall poor economy now plaguing the State of Iowa and its rippling effect on local economic pres- ervation and development. Every city and county in Iowa has felt the sting of recession and the agony of slow recovery during the past few years. I have frequently observed my friends and neighbors lamenting the present condition of our state and local economy. I must confess that I have likewise been inclined at times to question the apparent futility of it all. As this Council addressed the many complex issues associated with the FY88 operating budget and Capital Improvements Program, it might have been easy to conclude that our economic situation is indeed "in chaos." Like many others, however, we are not content to simply suffer from our malady 0734 Page 2 ut veryrather negative situationdetermined into a form offind its positive So how we transform a focusing on the positive. We count our blessings, if you will. And there are many. Iowa City's solid economy, bolstered by the presence of the University of Iowa as this area's largest employer and by very stable local industrial reand oo rcial which haseplagued Iowahas a d the midw sployment t. We will attempt to stabilize or even build future ridership so that we can continue our transit service and perhaps gradually improve it in the future. We can see the desperation faced by other cities in Iowa. Some are pre- paring for severe personnel reductions and service cuts which may even involve essential services such as fire and police. A few years ago we learned that no federal funding would be available until the 1990's for our wastewater facilities improvement project. That news was rathto er devastating because we had come to rely on the prospect of that allow thatifederralomoney wouldour lnotlberavailableowithin aetimeframe whichewould reviewedralternativesbandhselectedea course of action whic19w811 We then timely project completion at local expense, while user rates, though significantly increased, will be comparable to other similarly situated cities in Iowa, This is the kind of positive approach we must take in the future to manage our local affairs with confidence and determination. .334 Page 3 Trends the federal level are toward more localized policy determination and f',:ncial responsibility for governmental services. We can view this in one cf two ways. We can lament the loss of federal subsidies, conclude that the sky is falling in, and look for a place to hide from the impact of increased local responsibility, on the other hand, we can accept this trend as not only a challenge, but further, as an opportunity to establish new trends, to make decisions more directly responsive to the unique needs of our own citizens, and to effect fiscal policies which will best serve our constituents at the local level. In response to this charge, this Council has pledged to form a blue ribbon committee to review the City's current revenue program and make recommendations concerning that program and possible alternate revenue sources, including local option taxes. Our goal is to not only make the best decisions about spending tax dollars but also to examine and select the best alternatives for generating necessary revenues. City government, while not perfect, is the most directly accountable, most visible, most easily monitored, and I believe the most efficient and effective of all levels of government. In the future, cities will neces- sarily become more self-sufficient. We in Iowa City have the advantage of a solid economic base upon which to build our new direction. We enjoy a solid core of basic services, an aggressive economic development program, attractive surroundings, a conviction that growth should be measured and well planned, and a population consisting of intelligent, honest, dedi- cated citizens determined to preserve the quality of life we now enjoy. It is the charge of this City government, and the pledge of this Council, that with your support we will provide that new direction and move forward with confidence to assume a greater role in the shaping of our own destiny as a community. At first I was not going to get involved in this, since I do not own any property in the area. However, I am enclosing'a copy of a recent guest editorial in the Iowa City Press Citizen,in case you have not seen it or read it. This article expresses many of my thoughts and concerns in an extremely concise manner,and I must say that I agree with Iva Hilleman's comments and position. It seems to me that this proposal is again trying to be rushed through without adequate notification to many property owners in the area &with a somewhat arbitrary and capricious boundary designa- tion that is far larger than a local neighborhood. In addition many of the signatures on the petitions appear to be those of individuals who are only renting, or transient, in the neighborhood. In addition, some signatures appear to have been obtained by overzealous individuals using misleading presentations. I would therefore strongly urge that this proposal be postponed and not acted upon until all of the property owners in the proposed area have been definitely notified as to what is being proposed. In addition I would suggest very careful scrutiny of the petitions,and, in my opinion, weight should be given primarily to property owners in the area. Also, I would suggest a reduction in the area proposed, so as to stay within a small or regional neighborhood, and not pick out a few selected properties,in a particular block,just because someone feels a particular structure ought to be preserved for ascetic reasons. Again, I have no particular hostility to a Historical Preservation District if: 1) the majority of property owners are strongly in favor and: 2) the area involved is a small or localized neighborhood of contiguous properties. However, I do not feel that the present proposal meets these criteria and therefore I would urge postponement of any action until it does. KARR CITY CLERK (3) Please permit this letter to supplement my oral comments and letter of January 27, 1987, at which time I requested on behalf of the Sigma Chi Fraternity that its properties at 703 and 629 N. Dubuque Street, be excluded from the boundaries of the proposed North Side Residential Historic District. It -is my understanding that yesterday an informal work session of the council was held and talk did center upon redrawing the boundary lines of the proposed District. Had I known of your meeting for this purpose, I would have come to lend my assistance and voice. Never -the -less, I would once again urge you to exclude the Sigma Chi properties from the proposed District. I have spoken with Jim Jacobson, the National Register Coordinator at the Iowa State Historical Dept. (515-281-4137) He advised me that when his office did a survey of the north side area approxi- mately 6 years ago for purposes of evaluation for inclusion within the National Register, the fraternities on Dubuque Street, and specifically the Sigma Chi properties, were specifically excluded as notllbeing compatible with the theme, use, density, architecture, and style of the other properties. The district was indeed much smaller and more cohesive which would of course have lended itself to categorization as a real district as opposed to a body of un- related properties. Inclusion of the fraternities, it was con- cluded, would have resulted in fragmenting and weakening the over- all cohesive character of the region surveyed. Moreover, the State's approval of the. City s proposed boundaries was nothing more than a deferral rather than real approval of the thesis the boundaries created. The fraternity row, if you will, can and will stand on its own merits and should not be included with a district whose primary Purpose is purely residential. I really do not know what all the fuss is about. This proposal doesn't do all that much. It doesn't mean you can't change your building or dd on or tear it down? (Although I'm not sure about terior .1 it means is that if you want to make some changes to the exterior of your present building or build a new building, it somehow must fit in or blend in with the other buildings. As far as density or what you can build that is covered by zoning regulations and I believe the maximum density is only for duplexes. When I brought my house, the people who sold it to me were getting out because of the large apartment building being built on the corner of the block. And other property owners have also sold out and moved out of the area. Several houses (beautiful older houses)were scheduled for demolition, but one of the neighbors, Bill Eckhardt heard about it and purchased them and now lives in one. It's a beautiful old house and absolutely no reason (except probably greed) to destroy it. Since we are so near to the U. of I campus, developers want to tear down all these houses and put up big apartments. So without the present zoning probably all the houses on our block and every house that a developer could get ahold of would be torn down and large apartments put up. What will the Historic Preservation Status do? It will help some to preserve the integrity of the neighborhood. For example someone tore down an old house in the neighborhood last year and has erected a large duplex, it's nice looking but has a large garage under the duplex and a wide driveway. So it sort of lot in front. looks like a mini parking We live in an era of great change. It would be nice to preserve these older homes and neighborhoods, maybe more people would move back to the inner city if they knew there was more protection from the bulldozer. You are only too well aware that I still believe that present service levels should be maintained. However, I also feel it is my duty as a citizen to give you credit for the positive decisions you have made in response to community outcry. All too often citizens only express criticism, rarely making time to show appreciation. I am most grateful that you gave the matter of Transit fiscal problems a reasonable length of time for review. Had you ignored the possibility that other options might be available, you would have passed the proposal made in late 1985. Due to your far- sighted approach, I believe the current service reduction proposal will have less of a negative affect on the system. To be fair, Transit employees, in concert with the Tranist Manager, have made the greatest contribution. Without their study of how best to reduce service, the end result would have changed not at all in one year's time. I also find it significant that better consideration is now being given to the needs of the truely transit dependent. From my understanding of the comments made at the meeting of February 3, a voucher system will help substitue for reduced service. Another step in the right direction is the proposed expansion in the maintaince accounting system. Detailed information is always vital for cost containment. Finally, revenue sources for city services will continue to be important in the years to come. Forming a citizen committee to study our options is a move that I know will be worth the effort. I look forward to your continued support of Transit. As Mr. Courtney noted at the last meeting, all things flow in cycles. Washington St. Iowa City, Iowa 52240 Dear Mr. Mayor and Councilors: As a citizen of Iowa City who enjoys the benefits of living close to downtown, and also as a car owner who is well acquainted with parking in this neighborhood, I would like to offer an alternative to parking supervisor Joe Fowler's meter proposal. It is my understanding that you are concerned with parking congestion in the Iowa Avenue and surrounding area. In order to solve this problem you are considering placing parking meters in those areas (2 blocks further south, east and north of areas now metered). As a resident of the area I have often resented commuters parking in front of my house and for blocks all around, preventing me from parking anywhere near my place of residence. To this end I am also interested in decreasing the parking congestion. I would suggest that the street parking in question be made "Permit Parking Only", with thoses residents who live on that street or in that neighborhood being the ONLY people allowed to park there. I would be willing to pay a reasonable sum for a parking permit to ensure parking close to my place of residence. I consider it a luxury of sorts to live downtown and would have no problem with paying to park, as is the case in many cities, as long as I was somewhat asssured of a place to park for that money. In fact, I would see this as much preferable to the present parking situation in my neighborhood. Other advantages to the city of such a plan include: 1. Decreased cost of "parking by permit only" signs as opposed to installation, surveillance and maintenance of parking meters. 2: Increased revenue from parking permit holders on streets in question. 3. Increased revenue from illegal parkers of $10 for lack of parking permit as opposed to $2 for a parking meter violation. 4. Increased revenue due to forcing commuters to park in city ramps or at existing meters already in place or perhaps ride the bus. d%w 1 5. Decreased citizen dissatisfaction because residents in the area would prefer this alternative to fighting for meter space and continually plugging coins into meters. It is my experience that the parking on my block of Iowa Avenue and the surrounding neighborhoods is much lighter on the weekends when there are no commuters. Therefore, allowing only residents to park on this block would indeed decrease the number of cars parked there on any one day. Finally, installing parking meters would not ensure parking for residents of the neighborhood, would not entirely discourage commuters and would in all liklihood solve no problems and result in angry neighborhood residents and commuters alike. I look forward to participating in your discussion on this matter. I would gladly address the council on this issue or make myself available to assist you in any other way. Washington Street Iowa City, Iowa 52240 Dear Mayor Ambrisco & Members of the Iowa city City Council: As budget decisions for the City agencies and offices are being made, I wanted to write to you and let you know that the Department of Elderly Services (the Elderly Services Agency) has been of great help in certain matters regarding the administration of conservatorship accounts through the Iowa State Bank & Trust Company Trust Department. On several occasions, there has been a need to obtain the services of an individual or individuals to help in providing home health care to individuals for whom we manage funds. Mr. Art Anderson of the Elderly Services Agency has been extremely cooperative and very helpful in working with the families to find qualified help, and to maintain contacts with both the family and the individual. He has been of great assistance when there has been a problem with a regularly scheduled individual not being able to work at a given time and he has gone out of his way to arrange for another individual to be present. Ms. Jeanne Snow has also been of great assistance to us. In some cases, we deal with accounts which rely on the Department of Social Services of the State of Iowa to provide funds for care providers' salaries. Due to busy schedules, the care provider funds have on occasion not arrived at the time that they were expected or should have, and Ms. Snow has come to our rescue by lending us small sums of money so that we can at least pay the care provider something until the money comes from the State. She does not make a practice of this I am sure so that it would Jeopardize her own budget, but she is a source to which we can turn for a very humanitarian need.
