These buildings add to the visual character of our city and provide a tangible link between the present and the past. This evening, the City of Iowa City is recognizing the efforts of six groups of individuals who have preserved and rejuvenated six local historic buildings to the benefit of the entire community. Arthur Koffron of KNV Architects is the recipient of a 1986 Preservation Award for the restoration and attractive reuse of Brewery Square at 117 North Linn Street. The owner of the property is Towncrest Investment Associates. (PRESENT AWARD) 7 'Irp'`/ wot.r representing Southgate Development Company, is the recipient of an award for the ingenious adaptation and renovation of a stately historic structure, Commerce Center at 325 East Washington Street. (PRESENT AWARD) John Loomis is recognized for the successful restoration and attention to architectural detail of the Marvin Dawson house at 922 East Bowery Street. (PRESENT AWARD) Richard Kruse of Rust 8 Kruse Associates, Architects, is the recipient of a 1986 award for the elegant renovation of a commercial facade for Ewers Men's Store at 28 South Clinton Street. The owner of this property is Duane Noser. (PRESENT AWARD) 302. a1 2 queli a Peterson is the recipient of a 1986 Preservation award for the Arthur Hillyer Ford residence at 228 Brown Street where conscientious stewardship in maintaining and improving an historic structure is demonstrated. The owner is Alfred M. Friedrichsen. (PRESENT AWARD) Beverly Whiting is recognized for the sensitive maintenance, repair and conservation of an historic property at 1011 East Washington Street. This property is owned by Dwight Hunter. Many entry level jobs in the Iowa City area are service area positions in restaurants, motels and janitor services paying near minimum wage at odd hours or with split shifts. Increasingly my clients are tryinq to jugole two or three i part-time jobs due to the paucity of full time work available. This means juggling bus connections. The group to whom I refer - - those with mental illness, i alcoholism, epilepsy, back impairments and similar chronic health problems - - are the core of the "working poor." They may be "transit dependant" but buying a car is not realistic at minimum wage. Several of my clients, even one who collected cans for bus fare to my office, have told me they prefer fare increases to diminished service. Please adopt transit alternatives which maintain mid-day and evening service to allow these people to get and keep employment. The stoke is,,not just the personal convenience of those, who depend solely on it for transportation. The larger picture is still our dependence upon foreign oil. We moan and groan about balance of payments, yet insist on driving every place we go, even if the bus is passing right by our door. What about joining forces with the county to use the SEATS busses during their off hours. It is only by these kinds of "car pooling" that we can conserve energy and at the some time save tax dollars. cc. QBY n4a Oki 33i", FILE MAR 5 1987 CITY CLERK Dear Members of the City Council: 2431 Crestview Ave. Iowa City, IA 52240 March 3, 1987 Relating to the February 24 public hearing which I was unable to attend, I would like to express my opinions regarding the Iowa City Transit system. Rather than adopting temporary solutions to the financial problems of the bus system, why not focus on the central issue of eroding ridership? The problem is, simply, that too many people drive instead of taking the bus. This is evident not only in the financial problems facing the bus system, but also in the traffic congestion downtown. The difficulty of crossing streets, the lack of parking, and the danger to bicyclists are only several of the symptoms, and these all make the downtown less pleasant. If the bus ridership of six or seven years ago could be reclaimed, the parking shortage, the traffic congestion, and the financial problems of the bus system could be solved. Trying to keep up with current trends by decreasing bus service and by building more parking facilities is, I believe, a mistake. This will only damage the bus system in the long run (by taking away the option, for some, of riding the bus) and thus put more cars on the road. Long-range planning, then, is of utmost importance. Short-term solutions to the financial situation should only be applied if they are consistent with the long-range goals. Perhaps the least damaging temporary solution would be to apply parking revenue to the bus service, or to absorb deficits in light of long-range strategies to increase bus ridership. Advertising campaigns, encouragement of businesses to sponsor "Bus and Shop" instead of "Park and Shop" -programs, and publicity -generating marathons to generate revenue are several possibilities that could be employed. In light of the above, cuts in bus service should not be made, and fare increases should only be put into effect as a last resort. This action will take place on or shortly after March 16, 1987. COMMENT This action is being taken in compliance with the Manual on Uniform Traffic Control Devices which stipulates warrants for the installation of multiple -way stops. The second warrant for multiple -way stops deals with accident experience at a location.
