Most commercial trucks only park in the residential area during time off work. They would be covered by the 48 hour restriction. The reasons for the ordinance are ridiculous! Cto ensure adequate visibility For safe and efficient movement of traffic and diminish the amount of air and light to adjacent properties) -there is a thousand groups of trees and hedges For every RU. in Iowa City blocking air and light and restricting the view of traffic. One example is the trees and shrubs on Washington Street by the civic center blacks the view ❑f vehicles on Washington j St -to the traffic on Dubuque St. I could show places, You gave a Permit to my nIcouldiaghbor show you hundreds of other i Pence on my lotline This restricts light and to pair ut utoam Pro ft, high solid is OK it allows you to be inconsistent in the wa y property but that dont you let people do what they want on their y you do things Why lifetime paying for? Property they spend a Where do you expect the RV -owners to park their Vehicles there is not any place in Iowa City to park them even if there was a place it would be costly, inconvenent and subject to theft and vandalism of very expensive vehicle. I think this is an unfair burden on RU, owners. I understand most of the complaints are From two letters with a total OF about sixity signatures. You must Feel strongly that a hundred signatures is very meaningful. If I bring in a letter with 200 signatures asking For the impeachment of all of you, will you resign? I'll bet I could easily Find enough kooks in town to do that I am retired and I am against additional living cost's as you will be when you retire. There is a lot of them lately State income tax, increased gasoline tax, property tax ,sewer & water rate increases and many more. I Feel the Mayor and Council could better spend their time finding ways to reduce costs to the people of the overstaffed ofFicI.C. Are we to tell our visitors they are not I welcome to park in our driveway for the week or two they are visiting. Not everyone has an alley -so canit park in the rear, Separating RV's from vans is also discriminatory -Vans also block traffic views. Make your ordinance on clearing snow with as much bite behind itor enforce it.Too many sidewalks are rough and slippery from unshoveled snow. To ua a broken leg or arm 6y causedIslick sidewalks would be more of a"nuisance"than being unable to see down the block or unable to see our nieghbors come and go. There is at present no place available to handle the amount of units involved. 2. The security providedif a place were found, would be questionable considering the value of the vehicles, 3. I prefer that the police department be allowed to protect the contents of my home and yard rather than spend time measuring recreational vehicles. 4. A number of people are leaving the state of Iowa for homes elsewhere. Perhaps high taxes and ordinances like the one concerning RV parking could be two of the reasons. Many senior citizens are finding homes in the south where the cost of living is lower and there is no state tax. To be burdened by high property taxes, highgasoline taxes, state incoma taxes, high utility bills, etc, may;force them to move to areas where travel vehicles are not only welcome, but are FRIENDS, appreciated; But THEY ',TILL MISS THEIR CHILDREN AND IOWA CITY 7. This ordinance discriminates against Recreational Vehicles that are expensive, attractive, and the pride of their:Owners. Compare them to 2 or 3 junk cars setting in the yard - or to 4001. I I x other unsightly articles that accumulate in some yards. If the state of Iowa wants to attract tourism, we must remember that 3ecreational Vehicles are a part of tourism. Trailer Life Magazine, January 1986, states that 10% of the nation's families are recreational Vehicle owners. And the number is.increasing every year. I pray that before such an ordinance against recreational vehicle owners is passed, you Will consider the above; plus the cost of enforcement of the ordinance by an already overburdened police force; plue the cost of any lawsuits that may be forth coming. Clifford Bell Clifford Bell has filed an application with Johnson County requesting that a 11.36 acre tract, which is part of a 120 acre tract, in Area 5 of the Fringe Area be rezoned from Al, Rural, to RS, Suburban Residential. The site is located approximately 1.8 miles east of Scott Boulevard along the north side of County Road F-46 and north of old Highway 6. The attached map depicts the location of the subject parcel. The policy adopted for Area 5 encourages agricultural uses to continue on land which is considered "prime" agricultural land. Although residential uses for farm family purposes will be considered within Area 5, non-farm development is to be confined to existing zones within one mile of the east- ern corporate limit of Iowa City and must be consistent w th the annexation policy for this area. Permitting the use of prime agricultural land for purposes other than agri- adopted for cultural uses, as proposed in this application, runs counter to the policy 1983 a 5. When treated and managed using acceptable farming methods, prime farmland soils produce a sustained high yield of crops with minimal inputs of energy and economic resources, and farming these soils results in the least damage to the environment. Conver- sion of prime farmland soils to industrial or urban uses puts pressure on marginal lands which generally are more erodable, droughty and difficult to cultivate than prime farmland. The soils within the southern half of the tract are not regarded prime farmland soils. IOWA CIN, IObVA 52240 (319) 356-5CCO May 6, 1987 Betty Dckenfels, Chair Members of the Board of Supervisors 913 South Dubuque Street Iowa City, Iowa 52240 Dear Betty and Members of the Board: The City Council has received a request from Mr. Clifford Bell to rezone an 11.36 acre parcel in Scott Township from A-1, Rural, to RS, Suburban Residential. The property, located approximately 1.8 miles east of Scott Boulevard along the north side of County Road F-46 and north of old High- way 6, is located within Area 5 of the Johnson County/Iowa City Fringe Area. At its April 16, 1987, meeting, the Planning and Zoning Commission found, by a vote of 5-0, that the subject application is inconsistent with the Area 5 policy to restrict non-farm development beyond one mile of the eastern corporate limit of Iowa City and to restrict residential develop- ment in the Area for farm family purposes only. The Council, therefore, advises that the request to rezone this property from A-1 to RS be denied. The Planning and Zoning Commission and the Council recognize, however, that proposed improvements to Scott Boulevard and Local Road and construc- tion of the City's new municipal sewage treatment facility may place development pressures on Area 5. In light of these anticipated pressures, the Council suggests that the Fringe Area Committee reconvene to discuss development policies for Area 5.
