Re: Public Access Equipment Replacement Reserve
Your FY87 budget amendments include a transfer of $13,710 from the Broadband
Telecommunications equipment replacement fund to the Iowa City Public Li-
brary. This is being submitted in accordance with the provisions of the
attached memorandum dated October 20, 1986, from the Broadband Telecommunica-
tions Specialist.
Some equipment purchased with proceeds from the original National Telecommu-
nications & Information Agency (NTIA) grant in 1980 was acquired for use
exclusively by the Library. It was recognized that this equipment would be
available to the public and would facilitate use of the local access capacity
of the cable system. Since the replacement reserve for all grant funded
equipment was committed from the cable franchise fee revenue, it is appropri-
ate that funding for replacement of that equipment exclusively controlled by
the Library be transferred so as to allow the Library Director to determine
priorities for replacement and thus relieving the Broadband Telecommunica-
tions Specialist of this responsibility.
At the time Council originally received a copy of the attached memorandum, it
was indicated that formal action would be required through approval of this
budget amendment. Additional allocations of $3,540 annually for the fiscal
years 1988 through 1990 will be budgeted. The grant agreement, which in-
cludes replacement of equipment as necessary, expires in FY90 and determina-
tions regarding further funding of maintenance and replacement should be made
at that time.

Following Connie Tiffany's memo to Drew Shaffer and Dale Heliing dated
January 20, 1986, and subsequent meetings between the four of us and Bill
Terry, this memo attempts to set out the terms of an agreement between the
City and the Library concerning the care and maintenance of certain NTIA
equipment until FY1990.
The Library, given the agreed upon sum of $13,710 for FY87 and $3,540
starting in FY88 and yearly thereafter through FY90, agrees to replace the
NTIA funded equipment as specified in the attached list. The BTS's and
City's responsibilities associated with this equipment will become the
Library's upon execution of this agreement. The monies to be given the
Library for this purpose will come from the cable budget special account
#1191.0 DBT Equipment Replacement Fund. The BTS budget (1123.0) will not
assume any further financial responsibility for re1p acement of the equip-
ment specified on the attached list.
Since the City has always been interested in supporting the access en-
deavor, this agreement may be renegotiated in FY90 for possible continued
support for these equipment items.
If this meets with your approval, please contact me at your earliest
convenience.

Iowa City has been zoned for high density, multi -family use for over 10
years. In 1974 it was part of an R - 3A Area study which evaluated the
appropriateness of R -3A (high density multi -family) zoning in various
parts of the City. It was determined at that time that the high density
zoning was appropriate there. Again in 1982 during discussions of down -
zoning the College Hill area, the City Council decided to delete this area
along with Johnson and Van Buren streets from consideration for lower
density zoning In 1983, during the time when multi -family units were in
high demand, a number of houses along Dodge Street which back on the alley
in question were demolished and replaced with multi -family structures. The
Primary means of access to many of these units is the alley between Dodge
and Johnson streets.

Duties: To exercise all the payers granted to
cities and towns under Chapter 330 of the Code of
Iowa, except the power to sell said airport. To
annually certify the amount of taxes within the
limitations of the Statutes of the State of Iowa, to
be levied for airport purposes. All funds derived
from taxation or otherwise for airport purposes
shall be under the full and absolute control of the
Airport Cirmission, deposited with the City Treas-
