(2) Consider motion to adopt a payment standard for
the Housing Voucher Program to be effective July
1, 1987.
Comment: In the voucher program the Payment
Standard is utilized to determine the Rental
Assistance Payment that may be paid on behalf of
the eligible family. A Payment Standard is
adopted at the time the first payment is approved
by HUD and is normally the Fair Market Rent in
effect at that time. Only two adjustments may be
made during any five (5) year period. The initial
Payment Standard for the Iowa City Housing Author-
ity was adopted June, 1985 and implemented in
January, 1986. Changes in Federal Regulations
dictate adoption of a new Payment Standard and
this new standard was utilized to develop the
financial
tractfor the 45fVouchers nrecently apps ved utions This
Payment Standard will be utilized for all Vouch-
ers. Staff recommends adoption. Proposed payment
standards are:
Efficiency - $305.00
1 -bedroom - $371.00
2 -bedroom - $436.00
3 -bedroom - $546.00
4 -bedroom - $611.00
(3) Consider motion authorizing the City Engineer to
sign an application for approval to do grading
within the State highway right-of-way near the
intersection of North Dubuque Road and Highway 1.
Comment: This work is associated with the North
Dubuque Road Improvements Project and will provide
better sight distance at the intersection.

(1) Consider a resolution affirming an employee sus-
pension.
Comment: Since January 14, 1987, employee 852610
has been given an oral warning, a written warning
and a one -day suspension for repeated tardiness.
Each time the employee was warned that further
instances would result in more severe discipline.
On May 8, 1987, employee 852610 again reported
late for work. As a result, employee "852610 was
suspended without pay for five days.

ITEM NO. 5 - PLANNING b ZONING MATTERS.

a. Consider setting a public hearing for June 16, 1987, on
an ordinance amending Section 27-44 of the Large Scale
Non -Residential Development (LSNRD) Regulations.
Comment: At their May 7, 1987, regular meeting, the
Planning and Zoning Commission recommended to approve
the amendment by a vote of 4-1 (Dierks voting no). The
amendment would allow minor deviations in the size and
siting of existing buildings shown on approved final
LSNRD plans. The amendment would apply only to exist-
ing developments approved prior to May 6, 1986, when
the LSNRD ordinance was amended deleting provisions for
minor deviations. The Commission's recommendation is
consistent with that of staff.

b. Consider setting a public hearing forJune 16, 1987
an ordinance to amend Sections 36-62(c)(3)b.2 and
36-62(c)(6)b.2. of the Zoning Ordinance concerning
signs permitted in the CH -1, CC -2 and CI -1 zones and in
the I-1 and I-2 zones.

Action:
Comment: While the above -referenced sections of the
Zoning Ordinance allow two monument signs or two free-
standing signs on a single lot in the applicable zone
where a minimum distance between the signs can be
achieved, the regulations do not expressly permit the
use of a combination of one monument sign and one
free-standing sign. The proposed ordinance amends the
sign regulations to allow two monument signs, two
free-standing signs or a combination of one monument
sign and one free-standing sign on lots with a minimum
frontage of 160 feet. The ordinance also eliminates
the retention of minimum distances between two monument
signs or between a monument sign and a free-standing
sign located on a single lot. At its May 21, 1987,
meeting, by a vote of 6-0, the Planning and Zoning
Commission recommended approval of these amendments.

an ordinance to rezone 84.73 acres from ID -RS and RR -1
j to RS -5.
Comment: At their May 21, 1987, meeting, the Planning
and Zoning Commission recommended by a vote of 4-1-1
(Clark voting no, Hebert abstaining) denial of the
application submitted by Frank Eicher for the rezoning
of 84 acres, known as Southwest Estates, from ID -RS and
RR -1 to RS -5. This recommendation is based on the fact
that the requested rezoning is contrary to the Compre-
hensive Plan and development policy for this area.
Revision of this policy would be necessary before
consideration of RS -5 zoning for the area could be
given. A memorandum concerning this matter is
attached.

d. Consider setting a public hearing for June 16, 1987, on
a resolution to amend the 1983 Comprehensive Plan
Update to change the land use classification of prop-
erty located within the northeast corner of Iowa City,
north of Interstate 80 from Highway Commercial and
Office Commercial to Office, Research and Development
Centers.
Comment: At its May 21, 1987, meeting, the Planning
and Zoning Commission, by a vote of 6-0, recommended
approval of an amendment to the 1983 Comprehensive Plan
Update to delineate the northeast quadrant of the
intersection of I-80 and Highway 1 North as Office,
Research and Development Centers. The purpose of this
amendment is to clarify the land uses proposed for this
area of the city. The Commission's recommendation is
consistent with that of staff.

Prentiss Street from CC -2 to CI -1. (first considera-
tion)
Comment: See item f.

h. Consider an ordinance to amend Section 36-65 of the
Zoning Ordinance regarding the regulation of fences and
hedges. (first consideration)
Comment: The proposed ordinance amends the fence and
hedge requirements to allow fences and hedges in loca-
tions and at heights which have been determined not to
obstruct visibility or to affect the use and enjoyment
of property. This ordinance also provides for a spe-
cial exception procedure which specifically modifies
the location and height requirement of the fence regu-
lations. At the March 19, 1987, meeting, the Planning
and Zoning Commission, by a vote of 5-1 (Clark voting
no), recommended approval of the location and height
requirements and the special exception provisions in
the proposed ordinance. This recommendation is consis-
tent with that of staff. By a vote of 6-0, the Commis-
sion recommended that a provision proposed by staff
which would require that permits be obtained for the
construction or erection of all fences be excluded from
the ordinance. The ordinance included in the Council
packet did not contain the permit provision. The
staff's version of the amendment is available from the
City Clerk. A public hearing was held on this item on
April 21, 1987; no comments were received.

Consider an ordinance to amend the Research Development
Park (ROP) Zone. (passed and adopted)

Comment: At its meeting of April 2, 1987, the Planning
and Zoning Commission recommended approval of this
amendment, The term "fitness centers and health spas"
is used in the amended ROP Zone and is not defined in
the Zoning Ordinance. The proposed definition distin-
guishes fitness centers from other commercial recrea-
tional uses. A public hearing was held April 21, 1987;
no comments were received.

k. Consider an ordinance to amend Chapter 22 of the Iowa
City Code of Ordinances, concerning elimination of the
Sara requirement for licensing manufactured housing parks.

Comment: On March 19, 1987, the Planning and Zoning
Commission recommended approval of amendments to the
Manufactured Housing Park Ordinance, Chapter 22. As
the result of recent changes in State law, the regis-
tration and licensing of manufactured housing parks is
now prohibited. A second change in Chapter 22 would
require any alteration or addition to an existing
manufactured housing park to be brought into compliance
with all the provisions of this ordinance. A public
hearing was held April 21, 1987; no comments were
received.

1. Consider a resolution approving the preliminary plat of
Dean Oakes Second Addition.
_lRi IIS Comment: By a vote of 6-0, the Planning and Zoning
Commission, at its May 21, 1987, meeting, recommended
approval of the preliminary plat of Dean Oakes Second
Addition, a 14 -lot subdivision located north of
Quincent Street extended, subject to provisions for a
temporary turnaround at the northern terminus of
Quincent Street. In a report dated May 7, 1987, staff
recommended denial of the subdivision citing, among
other things, the inconsistency of the proposed align-
ment of "Foster Road" within the subdivision with the
preferred alignment for "Foster Road" adopted by Coun-
cil in September, 1983. The subdivision has been
redesigned to address this inconsistency and to resolve
the deficiencies and discrepancies listed in the May 7,
1987, staff report. A memorandum concerning the turna-
round is attached.

m. Consider a resolution approving the preliminary and
final Large Scale Non -Residential Development (LSNRD)
Plan for Hy -Vee Food Store No. 2 located on the south-
east corner of First Avenue and Rochester Avenue.
Comment: At its April 16, 1987, meeting, the Planning
and Zoning Commission recommended, by a vote of 6-0, to
approve the preliminary and final LSNRD Plan for Hy -Vee
Food Store No. 2. This recommendation is consistent
with that of staff included in a report dated April 2,
1987.

n. Consider a recommendation of the Planning and Zoning
Commission concerning a request submitted by Clifford
Bell to rezone a tract located in the County from A-1,
Rural to RS, Suburban Residential.
Comment: At its April 16, 1987, meeting, by a vote of
5-0, the Planning and Zoning Commission recommended
that a request to rezone an 11.36 acre parcel located
approximately 1.8 miles east of Iowa City from A-1 to
RS be denied. The Commission found that this request
is inconsistent with the policy adopted for Area 5 of
the Johnson County/Iowa City Fringe Area Policy Agree-
ment. This recommendation is consistent with that of
staff. Consideration of this request was deferred by
the Council to its June 2, 1987, meeting, pending
discussion of the development policy for Area 5 by the
Fringe Area Committee. The Fringe Area Committee will
resume discussion of this policy on June 4. The John-
son County Board of Supervisors will consider this
rezoning request at its June 4, 1987, meeting.

Comment: At its May 21, 1987, meeting, the Planning

(2) That the City Council use the remainder of the
$10,000 originally allocated for handicapped
accessible doors at the Old Capitol Mall ramp, to
install handicapped accessible doors at both
entrances of the Iowa City Recreation Center and,
if funds permit, at the Civic Center.
(3) That $3,000 in 1987 COBG funds be allocated toward
the disposition of two parcels located in the
Lower Ralston Creek Area. The $3,000 will be used
to update appraisals, prepare bid packets and for
related expenses.

(4) That $70,000 be allocated to United Action for
Youth (UAY) to be used for the purpose of acquir-
ing and renovating a structure to house a joint
Youth Center Agency.

Comment: The above CCN recommendations regarding
the allocation of additional 1987 COBG funds are

included in this Council packet. Public comment
regarding the proposed amendment will be made at
the June 2, 1987, City Council meeting. More

mendations is contained in the minutes of the

City Council does not amend the non-discrimination
ordinance as requested by Mr. Simon.

ITEM NO. 20 - CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AND
THE CITY CLERK TO ATTEST A TENTH RENEWAL OF A 28E AGREEMENT
BETWEEN IOWA CITY AND JOHNSON COUNTY FOR TRANSIT SERVICES.
Comment: This is the tenth renewal of the agreement be-
tween the City of Iowa City and Johnson County for the
SEATS transportation system to provide elderly and disabled
service in Iowa City. The City will pay the County $2.93
per trip. The total cost for this service will not exceed
$90,850 for FY88. The cost per trip in FY87 was $2.84 and
the total cost was $95,000.

ers/Big Sisters of Johnson County requesting a reduction in

to $24,800. This reduction to a funding level below
$25,000 would remove Big Brothers/Big Sisters from the
status of "secondary recipient of federal monies" and would
save the agency the added expense of a secondary recipi-
ent's audit performed according to the standards prescribed
in OMB Circular A-128, Uniform Administrative Re uirements

JOHNSON COUNTY AGRICULTURAL ASSOCIATION.
Comment: For the past 12 years, Public Works has leased
the swine barn at the Johnson County Fair Grounds to store
equipment, particularly during the winter months. The
lease provides for 7,500 square feet at $350 per month, for
a total of $3,500 per year. The one-year lease runs from
September 1, 1987, through June 30, 1988, with an option to
renew for one additional year. Rent has not increased on
the building since September 1976.

HANDICAPPED PARKING SPACES ON PRIVATE PROPERTY, (first
consideration)
Comment: On April 24, 1987, the Iowa Legislature amended
9601E.6(2), Code of Iowa, to provide that it is unlawful
for unauthorized vehicles to park in handicapped parking
spaces on private property, as well as on public property.
The propose amendment is 923-253 of the City Code incorpo-
rates this change in State law.
Action:

Comment: The Board of Examiners has reviewed the 1985
Uniform Plumbing Code (UPC) and has suggested several
amendments to accommodate local conditions and practices.

Comment: The Board of Appeals has reviewed the 1985 Uni-
form Mechanical Code (UMC). The Board recommended Code
changes substantially similar to existing amendments pres-
ently in force. The 1985 UMC is to replace the 1982 UMC.
