a major intersection and has heavy traffic use; therefore, it

The undersigned being owners of businesses and/or real
property located in the commerical area north of Highland
Avenue respectfully request the Council to give favorable
consideratioci to the extension of Boyrum Street to connect
Highland Avenue directly to Highway 6 By -Pass for the

1. They believe it would substantially reduce
the congestion which presently exists at the

To Iowa City City Council:
I wish to state my personal opinion regarding the Boyrum Street
Subdivision matter to which you will be giving your attention
during your meetings the 29th and 30th of June.
I am the owner of the house at 1405 Plum Street. It appears
that with the approval of the Boyrum Street Subdivision, Boyrum
Street will be extended from Highway 6 through to Highland Avenue.
This means that a potentially busy street will be running directly
behind my property. I strongly feel the construction of this
road and the increased traffic to the area will alter the quiet
atmosphere of the existing family neighborhood and will greatly
take away from my enjoyment of the house as a residence. I
further feel the value of the house and neighborhood will
decrease due to the alteration of the area.

Dear Council Members=
I am a resident of Iowa City and keenly interested in
any
and/or storing ofrevision
recreation vehicles. Ase Iowa City code nI writg the e parking
letter, there are 4 or 5 boats, trailers, mobile homes
Parked on the streets or driveways in our small neighbor-
hood. Considerable visual hazzards occur for traffic and
side walk use and more autos are parked in the street as a
result of such "storage." These 6-11 feet high machin
create a metal fence for all; es
often the next door neigh-
bors bear the brunt of such obstructions.
I am surprised that Iowa City allows this. It deterio-
ates.the value of the whole area. I urge the council to io
allow storage and parking of recreation vehicles council
ONLY in
the owner's side and bank yards, not to extend beyond the
front of the house and a 48 hour driveway parking for guests
and trip preparations. This compromise, I belie
accomodate all residents. Please consider it. would

Re: Yield Sign Installation on Van Buren at Bloomington Street
As directed by Secton 23-16 of the Municipal Code of Iowa City, this is to
advise you of the following action:
ACTION:
Pursuant to Section 23-160 of the Municipal Code of Iowa City, the City
Traffic Engineer has direct the installation of a yield sign on North Van
Buren Street at its intersection with Bloomington Street so at to cause
vehicles on Van Buren Street to yield prior to entering Bloomington Street.
This action took place on June 12, 1987.
COMMENT:
This action was taken to protect the right-of-way of Bloomington Street at
its intersection with Van Buren Street.

Offer to Purchase Alley Property
Dear Members of the Council:
On June 24, 1987, 1 wrote Marianne Milkman and offered to
purchase that portion of the City alley lying between Parcels
A-2 and A-3 for a total price of $500.00. I am now willing to
amend that offer by increasing the purchase price to $1,667.00.
Our original offer was subject to us also purchasing Par-
cels A-2 and A-3. That contingency must remain in effect since
this alley parcel would be of no use to us unless we completed
the purchase of the adjacent land.

Re: Determination of Fair Market Value for the Disposition of a Portion
of the North-South Alley between Benton Street and Ralston Creek,
West of Gilbert Street
Resolution No. 84-318 which deals with the disposition of minor parcels of
public -owned land states that the value of said parcels shall be based on a
price per square foot reflected in a sale within the past year of adjacent
properties, or the assessed value of adjacent properties, whichever is
greater.
Adjacent to this alley segment are urban renewal Parcels A-2 and A-2, which
the City is in the process of selling. A comprehensive appraisal has been
completed to determine the fair market value of Parcel A-2 and Parcel A-3.
According to this appraisal, the market value of these two parcels has been
determined as follows:
Parcel A-2: $21,000 or $1.75 per square foot
Parcel A-3: $48,000 or $2.70 per square foot
It should be noted that the Iowa City Law Building Partnership has submitted
a bid to purchase Parcels A-2 and A-3. The purchase price as submitted by
this Partnership is as follows:
Parcel A-2: $21,001
Parcel A-3: $48,001
In the disposition of this alley segment, the recommended fair market value
is $2,572 or $2.70 per square foot (the same as adjacent Parcel A-3). As the
attached letter indicates, the Iowa City Law Building Partnership has submit-
ted a bid to purchase this portion of the alley for $500 or $.52 per square
foot. According to their correspondence, the Iowa City Law Building Partner-
ship contends that since the property has a sanitary sewer running throughout
its entire length, it makes it entirely unbuildable. As stated in their
letter, the Iowa City Law Building Partnership may incorporate this alley
segment into their parking plan.
However, if the fair market value of the alley segment is determined by the
value of the other adjacent parcel (A-2), the value would then be $1,667 or
$1.75 per square foot. The appraisal for Parcel A-2 states that the use for
this parcel would also most likely be oriented toward some type of parking
facility due to the fact that it is encumbered by a 20 -foot permanent mainte-
nance easement and that the buildable portion of subject site is rather
limited.
