Parking iter Fees (a) The city traffic engineer is hereby author- ized to establish or rerove parking meter zones upon those streets or parts of streets where it is determined, on the basis of an engineering and traffic investigation, that the installation or renoval of parking meters will be necessary to regulate park - Ing. Within such zones the parking of vehicles upon streets shall be regulated by parking meters betvmeen the hours specified by the city traffic engineer on any day except Sundays and legal holidays as desig- nated by the city council. (b) The fees to be charged for parking in me- tereshall Viking spaces in parking mete- zones as provided in the Schedule o Fees, section 32.1-63. SECTION 3. (c) Comiercial trucks may park in the parking zone to load or to unload merchandise, without depositing coins, for a period of not to exceed fifteen (15) minutes. Should any truck or delivery car be parked longer than fifteen (15) minutes, such violator will be subject to the penalties hereinafte prescribed for the violation of this cha te�. There is hereby established in the city a parking permit systen for city lots designated for such parking by the city manager. The duration and fee for such Permits shall be as provided in the Schedule Of Fees, Sec. 32.1-63. A permit shall entitle the holder thereof to park in the city parking lot designated for such purpose by the city manager. Such permits shall be issued by the city finance director or his/her designate. PaUlties for Parkiry Violations - PaymEnt Nrsrent to Notice of Fire. The penalties for violations of parking regu- lations shall be as provided in the Schedule of Fees, Sec. 32.1-63. Parking violations may be charged on a notice of fine and if the person charged adnits the violation, payment of the scheduled penalty shall be paid to the traffic division of the deparbnent of finance. If the person charged desires to contest the violation, the violation shall then be charged and fil with the district court on a standard traf c citation pursuant to the Ioa Code. SECTION 7.
