IOWA CITY, IOWA 52240 (319) 356-500D NOTICE THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENTS TO THE FOLLOWING COMMISSION: PARKS AND RECREATION COMMISSION Two vacancies - Unexpired terms January 14, 1986 - January 1, 1987 and January 14, 1986 - January 1, 1988 The duties of members of the Parks and Recreation Commission are to recommend and review policies, rules, regulations, ordinances and budgets relat- ing to parks, playgrounds, recreational 'centers and cultural functions of the city and make such reports to the City Council as the Commission deems in the public interest; to exercise broad responsibility for the development of parks, recreation centers, playgrounds and cultural facili- ties to serve the City, including the creation and 1 appointment of advisory groups to make studies. ! February 1983 f City of Iowa City MEMORANDUM Date: January 9, 1986 To: City Council From: }1 Jim Hencin, CDBG Coordinator Re: _ 1CCN Recommendation to the City Council The Committee on Community Needs recently forwarded a recommendation to the City Council regarding the use of the 1986 CDBG Contingency Fund. The CCN wishes to use a portion of the $110,240 Contingency Fund for projects which were not initially recommended for funding, as well as new project requests. However, the staff suggests that the City Council defer action on the CCN recommendation until the City receives formal notification from the Department of Housing and Urban Development (HUD) on the 1986 CDBG entitlement amount. In December, Congress approved the 1986 HUD appropriations bill which,pro- vided for a 10% reduction from 1985 CDBG entitlement grants. However, the Gramm- Rudman -Hollings Balanced Budget Act, signed by President Reagan, may result in further grant reductions. Although HUD will not be able to advise cities of their'1986 entitlement amounts; the City anticipates an additional 3% to 5% grant reduction. Additionally, HUD cannot authorize cities to incur costs prior to final grant approval as they have in the past. However, the City may continue to assist projects with funds avail- able from prior grants (such as we are now doing with funds originally set aside from congregate housing). I am experienced in all phases of fire administration, including fire suppression, fire service training, and fire prevention. As a Division Chief, I am directly involved in problem solving, planning, budgeting, and public presentations to citizen groups and elected officials. I can offer over thirteen years of broad based experience to the City of Iowa City with over aix years as a chief officer. In addition, I am in the process of completing a Masters's Degree in Political Science and Public Administration from Colorado State University. The Fort Collins Fire Department and the Poudre Valley Fire Protection. District merged to form the Poudre Fire Authority in January 1981. Utilizing 106 paid personnel and 20 volunteers, the Authority serves an estimated population of 108,000 in northern Colorado. The Authority operates 9 fire stations and a fire prevention bureau. As the Fort Collins Training Chief, I helped develop the Fort Collins Urban Fire Master Plan, which resulted in the consolidation of the two fire departments and provided a long range plan for area fire protection. I also designed the training program to integrate the departments into one unit. Subsequently as a Battalion Chief, I managed a shift consisting of 9 stations, 30 paid firefighters, and 20 volunteers. In my current position as Fire Marshal, I direct the Poudre Fire Authority's Fire Prevention Bureau. The Prevention Bureau inspects all existing commercial properties and reviews new building plans to insure compliance with the Uniform Fire Code.
