Consider setting a public hearing for October 20, 1987, on an ordinance to amend the Zoning Ordinance to permit accessory apartments in residential zones. Comment: At its September 17, 1987, meeting, by a vote of 5-2 the Pnninand Zoning Comni Comark mission recomnendedDierks iapproval approval of the ordinance permitting accessory apartments within theRR-1, RS -5, RS -12, RM -12, RM -20 and RNC -20 zones. At the Commis- sion's recommendation, accessory apartments, which are temporary accessory dwelling units located within an owner -occupied single-family dwelling, have been re- stricted such that one of the units must be occupied by either an elderly person 62 years of age or older or a handicapped individual. Public hearing on an ordinance to vacate the north - south alley between Davenport and Bloomington streets, east of Reno Street. (V-8703) Comment: At its September 3, 1987, meeting, the Plan- ning and Zoning Commission, by a vote of 6-0, recom- mended vacation of this alley subject to the reservation of a utility easement over the entire alley. Information about this request for vacation is contained in the September 3, 1987, staff report to the Planning and Zoning Comnission. Staff recommends vacation and disposition of the alley. Action: _hg &nt9 C. Consider an ordinance to vacate the north -south alley between Davenport and Bloomington streets, east of Reno Street. (first consideration) Comnent: The applicant and the staff request that Council give expedited consideration to this matter. Action: Co d/,. • n�(yln /�,i 7i d. Public hearing for the disposition of the north -south alley between Davenport Street and Bloomington Street, east of Reno Street and west of Hickory Hill Park. Comment: This 16 -foot wide alley right-of-way is adjacent to six properties, including the Nicholas Peet residence at 1225 East Davenport Street. The Peets are the only property owners using the alley for garage access. The alley is not needed to provide public access. The Peets have submitted a request to purchase this alley and have agreed to pay $500 for the acquisi- tion of the entire alley. In turn, the adjacent prop- erty owners have agreed to accept title by quit claim deed to half the portion of the alley abutting their property; A public utility easement should be reserved over the entire alley. Public hearing on a resolution authorizing the Mayor to sign an agreement between Coralville and Iowa City regarding annexation and subdivision review. Comment: In June of 1986, an agreement between Coral- ville and Iowa City prescribing the limits of annexa- tion for each City expired. An amended agreement is proposed which sets new limits for annexation and requires the inclusion of Iowa City's findings in the subdivision approval for any subdivision which is located in Coralville's statutory extraterritorial jurisdiction and in Iowa City's agreed area of annexa- tion. The Coralville City Council discussed this agreement at its September 22 meeting and deferred the item to their October meeting. The staff recommends that the hearing be deferred indefinitely. Action tl OOa� f. Consider a resolution consenting to the extension of 1 a�l(o Boyrum Street to Highland Avenue. Comment: At its July 14, 1987, meeting, the City Council deferred consideration of the Boyrum Subdivi- sion, Part 3, pending completion of a traffic signali- zation study for Highway 6. In order to make a decision regarding the development of property abutting the proposed Boyrum Street extension, the subdivider has requested a decision from the City Council on the extension of the street prior to October 1. The reso- lution before the Council addresses only the concept of extending Boyrum Street and does not approve the subdi- vision. Dependent upon the outcome of the vote, the subdivision will be considered at a later date after all legal papers are received and approved. Comment: At its August 20, 1987, meeting, the Planning and Zoning Commission recommended, by a vote of 5-o, to approve the final plat of Prairie View Estates, Part 2, subject to the submission of the required legal papers providing for the future improvement of the north and east ends of Devon Drive and stipulating that Devon Drive shall remain open to the public and accessible to adjacent properties to provide for its continuation. This recommendation is generally consistent with that of staff included in a report dated September 17, 1987. One of the lots within the proposed subdivision is severed from the other lots by the stormwater manage- ment basin serving the subdivision. Staff recommended that, in order to avoid future land use decisions regarding this property, the subdivision be redesigned to integrate this lot with the balance of the subdivi- sion. Comment: On March 12, 1986, the Iowa City Crisis Interven- tion Center entered into an agreement with the City of Iowa City to use CDBG funds to acquire, rehabilitate and utilize a facility for their crisis intervention and food bank services. The Crisis Center needs an additional $26,000 to complete the renovation of the acquired property located at 321 East First Street. Approval of this amendment will allow the Crisis Center to occupy the building and continue their agency operations. Action: ... ITEM NO. 28 - CONSIDER A RESOLUTION AMENDING THE 8U06ETED POSITIONS 1N THE TRANSIT DEPARTMENT AND THE EQUIPMENT DIVISION. *51100 Comment: This resolution provides for the correct number of full -and part-time positions in the Transit Department and Equipment Division reflective of the decrease in Tran- sit service levels. Based on preliminary projections, the FY88 budget provided for 14 permanent full-time and 17 permanent full-time equivalent part-time Mass Transit Operator positions. Upon completion of the rescheduling and associated changes in personnel assignments, the actual number needed is 17 permanent full-time and 12 full-time equivalent permanent part-time positions. One Mechanic I position was also eliminated. These cuts were accomplished with no individuals being involuntarily laid off.
