Date: March 4, 1986
To: Mayor Ambrisco and City Council Members
From: Margaret Nowysz, Chair, Historic Preservation Commission MN
Re: Presentation of the 1985 Historic Preservation Awards
On January 23, 1986, the Historic Preservation Commission held the 1985
Historic Preservation Awards Program. This was the third annual awards
program sponsored by the Commission. The purpose of the program is to
recognize local preservation projects that demonstrate historically and
architecturally sensitive rehabilitation of buildings' exteriors or to
acknowledge new construction that demonstrates aesthetic concern and
sensitivity toward the surrounding neighborhood. The nominations are
critiqued by individuals knowledgeable in restoration and preservation
techniques and, as a result, the program has become an opportunity for the
public to gain information on the appropriate way to approach and under-
take preservation activities.
Five nominations were submitted for the 1985 program. Applications were
received for the following:

Judges for the program were Todd Mozingo, an architect from Indianapolis,
Indiana; Jim Jacobsen, National Register Coordinator for the State of
Iowa; and Robert Harvey, Professor of Landscape Architecture at Iowa State
University.
Two weeks prior to the program, the judges received copies of the applica-
tions and on the afternoon of January 23, the jury viewed slides of the
buildings and made site inspections of the nominated structures. On the
evening of January 23, jury members critiqued the preservation skills and
techniques demonstrated by each project and recommended that awards be
Hpresented ( the the Eskin
Home, the Milman -Foster s Home, and vthe oMid-Easterrna Iowa Community eMental
Health Center. Comments made by the judges regarding the nominees are
recorded in the January 23, 1986, Historic Preservation Commission minutes
which were included in the February 25 Council agenda packet.
The Commission requests that the Mayor and Council present the 1985 Pres-
ervation Award certificates to the owners of the selected properties at
the March 11, 1986, Council meeting. The Commission is encouraged by the
positive response to the 1985 awards program and feels the event is giving
the historic preservation program the exposure that encourages others to
preserve and rehabilitate local historic buildings.
