"Bill" Terry, BTC Chairperson Re: Recommendations Concerning Council Resolution No. 85-354, so as to Allow for Liaison Contact Between the Broadband Telecommunications Commission (BTC) and the Johnson County Broadband Telecommunications Commission (JCBTC) Dear Councilpersons: In Resolution No. 85-354 the Council clearly outlined a policy to disallow persons from sitting simultaneously on a City and County board or commission unless dual or joint memberships are provided for in a resolution, ordinance being made. or statute which creates the board or commission to which the appointment is Currently a member of the BTC is also a member of the JCBTC. This member's term expires on March 18, 1986. At its February 18, 1986, meeting the BTC expressed an interested in seeing this kind of arrangement continue. It is believed that in this particular case there is no conflict of interest and Potentially a considerable amount to gain with closer communications struc- tured through a joint membership. Mr. Sherwood Wolfson, Chairman of the JCBTC, has also expressed his support of this liaison approach. ' The BTC recommends that Council waive the resolution and make an appointment to the BTC on March 11, 1986 with the understanding that the process for amending the cable ordinance to conform to Council's resolution is underway. Since the amendment process requires at least 30 days and the current BTC appointment expires March 13, 1986, waiving the resolution and making an appointment will allow for continuity on the Commission while the appropriate changes are being made.
