One vacancy - Three-year term

It is the duty of members of the Committee on
Community Needs to coordinate communication
channels between groups and citizens of Iowa
City and the City Council and staff and then to
responsibly respond to program proposals as
solutions designed to meet the community's
needs.

Iowa City.

HOUSING_ COON
Three vacancies - Three-year terms
May 1, 1986 - May 11 1989
Duties of the Housing Commission members include
investigating, studying, reviewing, and analyzing
the housing needs and the meeting of such needs
within the City of Iowa City and investigating
and determining if slum areas exist or other
areas where there are un safe unsanitary or over-
crowded housing conditions, and studying and
investigating and making recommendations relating
to the clearing, replanning and construction of
slum areas and providing dwelling places for
elderly persons and persons of low or medium
income.
The persons appointed to these positions also
will serve either as a member or alternate member
of the Housing Appeals Board.
Iowa City appointed members of boards and commis-
sions must be qualified voters of the City of
Iowa City.
These appointments will be made at the March 11,
1986, meeting of the City Council at 7:30 P.M.
in the Council Chambers. Persons interested in

Commission (BTC) and the Johnson County Broadband Telecommunications
Commission (JCBTC)

In Resolution No. 85-354 the Council clearly outlined a policy to disallow
persons from sitting simultaneously on a City and County board or commission
unless dual or joint memberships are provided for in a resolution, ordinance
being made.

As director of the Department of Residence Services at The University
of Iowa I have administrative responsibility for all housing and
food services in the residence halls and family housing apartment area.
This includes the vending operations for most of the campus. The
annual budget is 19+ million dollars. There are approximately 6,600
students living in the residence halls. There are 799 family housing
apartments. My experience in budget development, capital project
Planning, employee/union relations, conflict resolution in a wide
variety of areas and general administration provides me with a sound
background for the fact finding and review process that is required of
the Planning and Zoning Commission.

The duties of members of the Resources Conservation
Commission will include serving as an advisory body
to the City Council of Iowa City. They shall re-
search, review, and recommend policies, rules,
regulations, ordinances, and budgets relating to
matters of energy and resource conservation and
provide recommendations and reports to the City
Council on the activities of the Commission. The
Commission shall exercise broad responsibility for
development of resource conservation policies and
shall pay special attention to long-range planning
and programming. The Commission shall, for the
public welfare, make recommendations on energy
matters. These recommendations may relate to local
governmental and quasi -public agencies, private
residences and investment properties, and office,
commercial and industrial properties.
Iowa City appointed members of boards and commis-
sions must be qualified voters of the City of Iowa

Individuals serving on Boards/Comnissians play an important role in advising the
Council on matters of interest to our community and its future. Applicants must
reside in Iowa City.
The City Council announced Advisory Board/ Conn iss ion vacancies 90 days prior to
the date the appointment will be made. This period provides for a 30 -day advertis-
ing period and a 60 -day training period for new members. The training period allows
new members to become familiar with the responsibilities and duties of the advisory
board/connission before becoming a full voting member.
After a vacancy has been announced and the 30 -day advertising period has expired,
the Council reviews all applications during the informal work session. The appoint-
ment is announced at the next formal Council meeting. Appointees serve as unpaid
volunteers.
Council prefers that all applications must be submitted to the City Clerk no
later than one week prior to the announced appointment dates. PLEASE USE A BLACK
INK PEN.
