RE: Downtown Association Recommendation on Sidewalk Cafes
Dear Mayor William Ambrisco and City Council members:
A special Downtown Association subcommittee, after extensive
review of the issue of sidewalk cafes, has recommended that the
Downtown Association, on behalf of its membership, not take a
position either for or against Sidewalk Cafes in the public
right-of-way.
However, on behalf of the membership, the Association shares the
opinion that the existence of Sidewalk Cafes in the Downtown area
would add to the ambiance of the area. With that position in
mind we would like to express_ the following areas of concern and
several considerations that should be met if Che Council should
decide to permit the use of the public right-of-way for Sidewalk
Cafes:

1) Blocking access and visibility of neighboring businesses.
2) Potential conduct problems of clientele.

Dear Mayor McDonald and City Council Members:
My name is Barby Smith and I live on Miami Drive (District B of the
city).
I am the mother of two small children and we spend a lot of time at
Fairmeadows Park. I feel it would be in the best interests of all
the children that play at Fairmeadows if a street light or security
light could be installed at the park.
It is totally dark there at night, (I know, I live across the street
from the park). There are no street lights any closer than two blocks
from the park. I have spent many hours picking up broken beer bottle
pieces, some deliberately set in the sand with the broken edge protruding.
And I think it's safe to say that the ones doing the drinking are not
of legal age. I can't help but feel that a bright light on the play—
ground would curtail such activity.

Dear Ron:
The Iowa City Energy Department, on this occasion only, will be able to
absorb the $160 expenses for Wes Birdsall. We anticipate submitting
this as in-kind services to the Iowa Energy Policy Council grant program
with a possible reimbursement of 50%. We will not be able to absorb
such costs in the future since the FY87 budget is extremely tight.
Since it is the intent of the RCC to request funding from Council for
community focused energy activities, future commitments of this kind
should not be made until a decision on such funding is made by Council.
I am pleased that it is possible to accommodate your request at this
time. I understand that Mr. Birdsall is a very interesting speaker. I
hope this endeavor will be successful.

Attached is a listing of the responses to the March 12, 1986 request for
information on City insurance requirements for licensed taxicab operations.
The responses indicate that most Iowa cities over 25,000 require proof of
insurance coverage at higher levels than specified in the Iowa Code. However,
some responses indicate coverage levels below the requirements contained in
Chapter 325.26 of the Iowa Code. The risk exposure would indicate that the
state standard is very low and would be inadequate in some accident profiles.
The consensus of the inquiry would indicate that the minimum coverage should
be in the area of 100/300/50 thousand. This would provide a more realistic
minimum coverage level.

Dear Mr. Toomer:
At its regular meeting of April 8, 1986, the City Council
received and placed on file your letter regarding the insurance
limits required by the City for operators of taxicabs. You are
correct that Iowa City requirements are higher than the limits
of the State. This is true of most cities in Iowa. It is the
opinion of our insurance advisors that the State standard is very
low and would be inadequate in many instances. Therefore, the
Council is not prepared to lower the limits and place the City at
additional risk.
I can sympathize with your struggle to pay the insurance premiums.
The insurance costs for the City of Iowa City have increased 300
percent within the current fiscal year. If you have any questions
or comments regarding this matter, please contact me.

Dear Council Members:
Regarding the misuse of herbicides or insecticides by those licensed
to apply these in urban areas, I cite Chapter 206 of the Code of
Iowa which prohibits the permitting of such chemicals, upon applica-
tion, to drift to non -target areas.
I am requesting the City Council of Iowa City to set an ordinance
to stop this violation of property rights when it does occur and
give officers on duty the right to file charges on the spot.

Re: Elderly and Handicapped Transit Pass
Dear Ms. Murphy:
I am responding on behalf of the City Council to your April 2 letter
regarding elderly and handicapped transit passes. I am sorry for any
confusion created by the new pass system.
In an effort to offset the inconvenience of requiring elderly persons to
pay 251 to ride the bus during off-peak hours, the Council has extended
the reduced rate time period and lowered the qualifying age limit. The
half rate time period has been lengthened from 9 a.m.-3 p.m. to 9 a.m.-
3:30 p.m. Also, the qualifying age limit is now 60 rather than 62.
Your observation that qualifying for a Medicare card does not necessarily
prove elderly status is correct. However, the City's policy is that
anyone, regardless of age, who possesses a Medicare card is eligible for a
reduced transit fare.
The white pass for elderly citizens which you were issued in 1977 is now
obsolete and has been replaced by your green pass. If you feel that you
may qualify for a free fare handicapped pass, please obtain a doctor's
statement confirming your disability. Present this statement to either
the Civic Center Cashier or Senior Center staff and you will be issued a
beige -colored pass entitling you to ride free on Iowa City Transit during
the off-peak period.
I am sorry for the delay in responding to your letter. As.you probably are
aware, Mr. John Lundell has been appointed the new Transit Manager for
Iowa City, succeeding Mr. McGonagle. I wanted John to review your letter
and each issue raised and to advise me on each before replying. I am
convinced that the pass system as it relates to the elderly and handi-
capped, while not perfect, represents an equitable and consistent practice
while avoiding unnecessary and cumbersome rules and procedures on the
process of determination of eligibility.

Bus Passes
Beginning April 1, senior citizens
using Iowa City Transit will be re-
quired to pay 25e per trip during the
nun -peak hours - 9 AM to 3:30 PM and
after 6:30 PM Monday through Friday
and all day Saturday. Senior citizens
who currently have a white pass should
obtain a new pass at the Civic Center,
410 E. Washington Street, or at the
Senior Center, 28 S. Linn Street,
Monday through Friday between the
hours of 8:00 AM to 5:00 PM.
Senior citizens who qualify under
the City's income guidelines' may
obtain a pass which entitles them to
continue riding for free during the
non -peak hours. Guidelines establish-

COMMENT:
This action is tieing taken at the request of the Pastor of St. Paul's
Lutheran Chapel and University Center. It is consistent with other park-
ing regulations in the area. It will provide additional parking for
Sunday morning church goers,
