Dear Mrs. Nowysz and members of the Historic Preservation Commission,
We wanted to voice our endorsement of the North Side proposal. While
we can not attend the meeting for a variety of reasons, our thoughts are
with you. We were glad to hear that at your first meeting thirty North Side
residents supported the proposal and only three people spoke against it.
Please count our voices with those who spoke in favor of the plan. We
support this proposal and hope your Commission is successful in
confirming the North Side as a Historic District.

Re: North Side Residential Historic District
Dear Monica:
I am sorry but my schedule will not permit my presence at the second public
hearing to be held on Wednesday, April 23, 1986, on the matter of comments
on the proposal to designate the North Side residential area a local historic
district. I also doubt whether any of my associates on the Corporation Board
of the Sigma Chi Fraternity will be able to attend.
Despite our absence, I think Mr. Pete Vanderhoef and I made the position of
our Board quite clear at the first public hearing on this issue. Our position
zinc the. same, to wit: That the Sigma Chi properties of 629 and 703 N.
Dubuque St. should NOT be included within the proposed historic district's
boundaries. We again would request that our property be excluded from the
district's boundaries.
I will continue to keep you advised of my efforts to discover whether any
fraternities or sororities on other campuses have ever faced a similar sit-
uation as the one which we now find ourselves in. if you have questions
please feel free to call.

Re: Proposed North Side Residential Historic District
Dear Iowa City Historic Preservation Commission Members:
We own an apartment house located at 328 N. Dubuque Street
which is within the proposed North Side Residential Historic
District. We believe the house has historical and architec-
tural significance, at least partially due to the turret on the
northwest corner of the building. However, we are opposed to
the proposed North Side Residential Historic District overlay
zone.
We are opposed to the ordinance for the following reasons:
1. The time and money required to implement the program
would be tremendous.
2. The building department is already overworked.
3. The Council has enough to do without listening to
appeals.
4. A property owner should be free to make exterior al-
terations in a building without City approval provid-
ing the Building Code is .complied with.
5, in many cases it is very expensive for a property
owner to historically preserve his or her building.
The end result may be that the buildings are allowed
to deteriorate rather than spend huge sums of money
in order to comply with historic preservation.

ing to it.

covers a large section of Iowa City.
6. The City should give careful consideration as to
whether it is prudent to exercise such expansive con-
trol over property owners.

To Whom It tday Concern:
This letter is a follow-up to my appearance at your last community meeting. I am
opposed to this proposal. I feel this way for several reasons.
One,.no one has been able to provide me with a concise answer as to why the boundary
lines for this district are as they are on the proposal. I do not feel that any one
has any business doing this map if they are not a member of this community ( and a
member who plans on remaining so for some time into the future). Iowa City has already
suffered enough from the self-serving opinions of those who have served on various
boards, commissions and councils who are no longer any where to be found in our city
today. This area seems to be rather indiscriminately drawn up. To only take ? of the
block of Linn' Street between Davenport and Bloomington, to take 41( of the east side
of Johnson between Ronalds and Church Sts, to Lake only 3- of the west side of Dodge St
north of Brown St or:to take all but the southeast corner of the intersection of Church
and Gilbert Sts are but just a few illustrations of the lack of continuity of this plan.
Two, there are already too many regulations from too many quasi-goverernmental organi7.n tions
now. We do not need more. I should have the right to do with my property as I see fit,
as long as I keen it safe as per present regulations. I do not even want the thought of
facing another committee when 1 went to do something to my property.
Three, we live in an ever changing environment. Progress is what this country is all
about. Styles of construction change with the times, and if I prefer a style of
building different from that of my neighbors, that is my business. I own the land!!!
If any individual feels that their property should be preserved on a historical registry
of some sort, fine, let them get is so listed. But do not include me with your wishes,
I will take care of my own property.
To repeat, for these reasons and many more, I am opposed to this proposal. Thank you for
your time and consideration in reading this.

lie: Space needs
Please be advised that I have received recent approval from the building
dept. of Iowa City to construct an office -apt. building at 430 Iowa Ave.
I bring this to your attention as the ground floor will be composed of
office space. Total interior area will be somewhat over 3000 sq. ft.
I plan to start construction within the next two weeks with a completion
date set for September. As an alternative Lo lucating Lhe Planning and
Zoning offices in the old Elks Building, I am offering to the City of
Iowa City, the space in my building.
Advantages of my building -
I -Parking on Site. My site will include a 21 space parking lot. Nine
of those spaces could be reserved for staff parking or for visitors to
the planning and zoning dept.
2. Handicap Accessibility. handicapped persons could find direct access
to my building from the parking lot located at the rear of the building.
3. Location directly across from City Staff parking lot. Staff personnel
would find much easier access to the City owned staff parking lot directly
across Iowa Ave.
4. heating and Cooling. Each office area in my building will be equipped
with individually controlled heating and cooling.
5. I feel that the office area in my building will be visually and
asthetically superior upon completion of consLruction. Use of glass area
inside as well as outside will permit an abundance of natural lighting to
filter through the building. The first floor of my building will be totally
above grade, not at a sub -grade level. These facLurs arc of course 'ingx:rtant
to the staff people who spend most of their daylight hours at their workplace.
6. Cost. I am offering the space in my building for $10.00 per foot
which is the equivalent of $2500 per month. Savings to the City of
Iowa City would be $6300 annually. The savings over a 5 or 10 year lease
would be substantial.
7. I would provide an option to purchase Lhe building in the lease
agreement if the City would be interested in Such an agreement. Such an
option might become beneficial and favorable to the City in the future
as space needs become more evident.

PETITION TO CITY COUNCIL
We, the undersigned, are citizens of Iowa City who are
concerned about a house which has been moved onto a lot at
the corner of Governor Street and Kimball Road in Iowa City.
This house was moved onto the lot by Max Yocum. The house
and property is an eyesore and also constitutes, we believe,
a potential health hazard. We strongly urge the City Council
to take appropriate steps to protect us from this nuisance
and hazard.

Dear Mayor Ambrisco and Council Members:
The Board of Directors of the Greater Iowa City Area Chamber of Commerce
urges the Council to proceed with the compliance project at the Iowa City
Airport. Careful consideration should be given to the following items
before reaching a decision on this project.
1. An adequate and safe general aviation airport is a significant
factor in both industrial expansion and location decisions.
The exciting potential for economic development in the Iowa
City area would be influenced by less than adequate air service.
2. It is important to focus not on the actual number of pilots
and/or businesses that rely on the airport, but the economic
impact these significant industries have on the area economy
and the number of people they employ.
3. If the Council decides to not bring the airport into compliance,
the financial obligation that will be required of the citizens
of this community to keep the airport operational would be
unrealistic. According to the Airport Manager, it would require
expenditures of $200,000 per year for six years to make the
necessary runway rehabilitations to keep the airport operational
and open. if we are in compliance, we would be eligible for
$180,000 per year from FAA funding making the city obligation
of $20,000 per year. The total city funding requirement over
the six years with FAA funding would be $80,000 less than that
required for just one year without FAA funding.
4. The Chamber understands that even if the airport is brought into
compliance, FAA funding is not absolutely guaranteed. However,
it is absolutely guaranteed there will be no funding if we remain
out of compliance.

Dependable, safe and adequate general airport facilities are necessary, both
for the successful operation of existing industries and the University, and
for the future economic development of the area. If the Council feels a
public debate on the future of the airport is necessary, this debate should
take place after the airport is brought into compliance with PAA regulations.
Compliance gives us the option to move on airport improvements if we choose.
Compliance gives us the option to have federal funding help on the necessary
maintenance of the existing facilities. Non-compliance makes both of these
options difficult, if not impossible, in light of the realities of budget
constraints.
The Chamber is not calling for the expansion of airport facilities or the
endorsement of any specifics of the Master Plan at this time. We are
simply urging the Council to proceed on compliance so this community has the
realistic financial option of proceeding if we choose.
The Greater Iowa City Area Chamber of Commerce commends the Council for
facing the difficult decisions surrounding the airport. We are confident
you will make the decision only after viewing the potential long-term
consequences of that decision.

Dear Council Members:
On behalf of Sheller -Globe Corporation, Iowa City Plant, and as a member of
the Iowa City Relations Committee, I would like to express our need for a
Community City Airport.
The Sheller -Globe, Iowa City Plant requires the services of the City
airport to conduct our business. Over the last twelve months, we have
chartered plant personnel from the Iowa City Airport to various
destinations out -state, a total of 35 trips. In addition, to out -state
charters, our plant has numerous visitors who visit our plant from other
states frequently and require the use of the Iowa City Airport.
Aside from visitors, the Sheller -Globe Iowa City Plant requires the
services of the City airport to charter products from the plant to our
automotive customers. Within the last year the plant has chartered 66
flights from Iowa City to destinations as far away as Linden, New Jersey,
St. Thomas, Ontario, Canada and Newark, Delaware, in all twelve different
cities, six states and two countries. These chartered flights amounted to
a total of 48,964 pounds of finished automotive products.
In summary, it is essential to Sheller -Globe that a local airport service
be present to serve our business needs.
