Members Present: Kim Hanrahan, Orville Townsend Sr, Joe Coulter, Andrea Cohen, Paul
Retish, Shams Ghoneim.
Members Absent: Eliza Willis, Ali Ahmed, Adil Adams.

Recommendations to Council: Yes, for the Council to adopt the resolution on Freedom from Domestic
Violence.
Call to Order:
Hanrahan called the meeting to order at 5:33 pm.
Consideration of the Minutes from the January 19 2016 Meeting Date:
Motion Coulter, seconded by Ghoneim. Motion passed 5-0. (Townsend not present).
Meeting Business
Resolution Freedom from Domestic Violence
Eglaine presented on the resolution on behalf of the University of Iowa Clinical Law Programs and also
the Domestic Violence Intervention Program (DVIP). The group will be presenting this resolution to the
Council and is asking for Commission co-sponsorship. The reasons for the resolution as opposed to a
proclamation are because domestic violence is a human rights issue and it sends a stronger message to the
state and country that will gather awareness.
Motion Coulter, to co-sponsor the resolution and to make a recommendation to the Council to
adopt the resolution as well, seconded by Ghoneim. Motion passed 5-0. (Townsend not present).
Election of Chair
Townsend participated via the phone. Townsend and Ghoneim tied on the vote to serve as Commission
chair for 2016. Commissioners will vote at the March meeting when more members are present.
Townsend had three votes (Retish, Townsend, Coulter). Ghoneim had three votes (Hanrahan, Cohen,
Ghoneim).
Funding Request for Night of 1000 Dinners Iowa United Nations Association
This event will be held on Thursday, March 3 at 6 pm at the Old Brick. The event is an annual dinner to
celebrate International Women's Rights Month.
Motion Coulter, seconded by Cohen to provide $100 contribution for the event. Motion passed
5-0. (Townsend not present).
Planning Committee for the Sixth Annual Juneteenth Celebration
Bowers will check with Commissioners at the March meeting to see if there is an interest on serving on
this committee.
Reschedule of April 19, 2016Human Rights Commission Meeting
The Tuesday, April 19 meeting is rescheduled to Monday, April 18 so that those Commissioners who
wish to attend the Council Work Session on the ongoing Police Department Disproportionate Minority
Contact Traffic Stop Study by Dr. Barnum of St. Ambrose University can so attend.
Subcommittee Reports
Education Programming & Outreach
Bowers will arrange a time for Ghoneim, Townsend and Ahmed to all meet to arrange a program for
April on housing.
Community Outreach
Ghoneim will follow up with the Iowa City Mosque to arrange a future program as a part of the Council
resolution in Support of Muslim Communities.
Council Outreach
Cohen will accept the Black History Month proclamation at the Council meeting of February 16. Bowers
will submit a proclamation for the Mayor's consideration for Women's History Month.
Reports
Choice Dinner 2016
Hanrahan attended this event and reported it was a great program that was well planned. The program is
the annual fundraiser for the Emma Goldman Clinic to fund the deProsse Access Fund.
Diverse Discrimination Workshop
Hanrahan and Coulter both attended this workshop sponsored by the Human Rights Office. The presenter
was Maria Flores, Program Analyst for the Equal Employment Opportunity Milwaukee, Wisconsin.
Council for International Visitors to Iowa City
Coulter and Investigator Kristin Watson met with 6 visitors to Iowa City. Countries represented included
Sri Lanka, Bangladesh, India and Nepal.
Job Fair
The planning for the job fair will start in June with a fall target date.
Building Communities
No report.
Making Iowa City a Human Rights Community
This initiative has been temporarily suspended and will be placed back as a regular report on the agenda
when active again.
University of Iowa Center for Human Rights
The spring meeting will be held in May.
Education Subcommittee
Retish and Hamahan reported on the progress being made by the Iowa City Community School District's
Equity Committee and how the equity initiatives have been incorporated into the District's strategic plan.
Commission Reports
Coulter reported on a recent trip to Des Moines where he met with John -Paul Chaisson -Cardenas former
Director for the Cedar Rapids Civil Rights Commission.
Cohen reported on a recent visit by Kristi Rudehus-Pahner the Executive Director of the University of
Minnesota's Human Rights Center.
Ghoneim reported on serving on a panel discussion that focused on death and dying as part of a program
sponsored by the University of Iowa's School of Social Work.
Staff Reports
Bowers reported on the status of the amendment to include housing choice voucher and other rental
subsidies in the definition of public assistance source of income under the City's fair housing laws.

OVERVIEW
The Johnson County Affordable Homes Coalition is organizing a conference on affordable
housing policies and programs for June 17, 2016. The conference will provide decision -makers
and citizens concerned about the shortage of affordable housing in Johnson County with useful,
practical information and ideas, presented by housing practitioners from Iowa, the Midwest,
and elsewhere in the United States.
GOALS
Conference presenters and organizers will:
• Provide examples of solutions to housing problems that are working around the region
and country, and are applicable to Johnson County
• Identify local policies and programs that are addressing the shortage of affordable
housing.
• Attract public, nonprofit and private decision makers and concerned citizens to attend
and identify next steps to improve access to affordable housing.
VENUE
The conference will take place at the Coralville Radisson Hotel at 12201�t Avenue, just north of
Highway 80. Starting with breakfast at 8:00am, the conference will feature a national keynote
speaker, break-out sessions, lunch, and opportunities to network. There will be a $20 cost to
attend. Scholarships will be available to students or others in financial need. The conference
venue is fully accessible to people with disabilities.

• Affordable Housing as an engine of equity and growth (morning keynote)
• Engaging major employers in supporting affordable housing (break out)
• Building support for tax credit housing (break out)
• Making Incluslonary Housing work over the long term (break out)
• Equitable Planning linking housing and transportation (break out)
• New and improved affordable housing data for Johnson County (lunch keynote)
• Effective incentives to build affordable homeownership housing (break out)
• Revitalizing older neighborhoods to preserve a mix of incomes (break out)
SPONSORSHIP OPPORTUNITIES
The Affordable Homes Coalition receives generous support from the Housing Trust Fund of
Johnson County. To organize the conference, we are seeking additional funding from
sponsoring organizations. Sponsorship levels range from $250 to $2500 — all levels of support
are welcome! Benefits of sponsorship include: inclusion of organization's name and logo in
conference materials; free admission to the conference (up to 2 slots per organization); the
opportunity to help find solutions to a pressing community issue!

Hi Alit
I hope that you are well. First, thank you to all those who have hung in there with us all
these year and welcome to our new folks! I am excited about the wonderful work and
conversations that Juneteenth has brought to our community but we all know that the
conversation and action steps and accountability must continue. Our community
continues to grow in diversity and its complexity is what makes our community unique
and a great place to live.
I would like to begin the planning process for this summer. I have already followed up
on the requests from the previous wrap up meeting of last year's fantastic event.
The group decided on June 25, 2016 and decided to go back to Mercer Park as it was a
better fit with trees and grass for the little ones to play on and we missed the
playground equipment which I just heard that they are putting up brand new equipment
in the first time in a years. (YAY!)
The day of the week that works best for me is Thursday until March when I am available
on Wednesday evenings as well. We have meet in the past at 6pm. Our meetings are
usually an hour or so and we try to leave with small assignments so that we can all carry
the work forward. I am able to do this as a part of my job so we will get some things
done during work day hours.
Come with ideas for a theme so that we can get the save the date out as soon as we
can. ( My idea: Future Focused)

Re: Iowa City Resolution to Establish Freedom From Domestic Violence as a Fundamental
Human Right
Dear City Council of Iowa City:
We at the University of Iowa College of Law Legal Clinic (the "Legal Clinic") along with our client,
the Domestic Violence Intervention Program C DVIP"), have been working together to create the
attached Iowa City Resolution to Establish Freedom From Domestic Violence as a Fundamental
Human Right ("Resolution"). We now ask the City Council of Iowa City to adopt the Resolution.
Across the nation, other municipalities have passed similar resolutions. For example, cities such as
Chicago, IL, Albany, NY, and Austin, TX have adopted resolutions recognizing freedom from
domestic violence as a human right. It is time for Iowa City to join as a leader in this movement. We
hope that this Resolution will raise awareness of domestic violence in the Iowa City community and
inspire other communities to adopt similar measures.
Members from the Legal Clinic and DVIP would like to attend the City Council's meeting on March
23, 2016 to briefly present this Resolution and respond to any questions or comments that the Council
may have. The Johnson County Coalition Against Domestic Violence, the Johnson County Local
Homeless Coordinating Board, the Consultation of Religious Communities, the University of Iowa
Center for Human Rights, and the Iowa City Human Rights Commission have voiced their support and
are co -sponsoring this Resolution. We very much hope the Council will choose to adopt this
Resolution. If you need additional information, we would be more than happy to provide it. Thank you

We are writing to invite your organization to consider participating in a symposium on criminal justice reform in Iowa on April
22. The event, convened by the University of Iowa Center for Human Rights, will provide an opportunity for stakeholders and
interested parties from the Iowa City community to come together to discuss how we can build a fairer and stronger criminal justice
system. State Representative Helen Miller and other state legislators will be in attendance. The symposium will be structured
around four topics: education & socioeconomics; policing; courts & corrections; and solutions. While we plan to identify a few
primary discussants on each topic, we intend for this to be an open dialogue among all attendees.
The symposium is scheduled to take place from noon-5:00 p.m. on Friday, April 22, in the Lindquist Center on the University of Iowa
campus. We hope that you will consider participating. Please let us know at your earliest convenience whether we can
expect representatives from the Iowa City Human Rights Commission.

the UN refugee agency (UNHCR). In addition, ticket sales generated support for Iowa UNA's
