Comment: At its September 3, 1987, meeting, the Plan -

ning and Zoning Commission, a vote of 6-0, recom-
mended vacation of this alley subject to the
reservation of the utility easement over the entire
alley. Information about this request for vacation is
contained in the September 3, 1987, staff report to the
Planning and Zoning Commission. Staff recommends
vacation and disposition of the alley. Expedited con-
sideration of this matter is requested.

Comment: On September 17, 1987, the Planning and
Zoning Commission recommended, by a vote of 7-0, ap-
proval of the preliminary plat of Rochester Place.
This recommendation is generally consistent with that
of staff included in a report dated September 17, 1987.
A revised plat addressing the sidewalk issue, storm -
water management, and the use of Lot 22 has been sub-
mitted. This resolution was deferred from the Council
nmeeting of September 29, 1987.

ITEM NO. 9 - CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE
CITY CLERK TO ATTEST. AN ADDENDUM TO THE AGREEMENT BETWEEN
THE CITY OF IOWA CITY AND HANDICARE, INC. FOR THE USE OF
*8%' a.oS COMNMITY DEYELOPIEITT BLOCK GRANT (COOG) FUNDS TO COMPLETE
CONSTRUCTION OF. THE HARRISON STREET POCKET PARK FOR HANDI-
CAPPED CHILDREN.
Comment: On August 18, 1987, the Committee on Community
Needs unanimously recommended that Handicare, Inc. receive
a grant of an additional $25,000 to complete Phase I of the
construction of Harrison Street Pocket Park. A public
hearing on this proposed grant of additional funds to
Handicare, Inc. was held at the September 29, 1987, Council
meeting. No comments were received. A background informa-
tion memo was enclosed in the September 8, 1987, Council
packet and copies of the resolution and contract amendment
were enclosed in the September 29 Council packet for your
review.

ITEM NO. 10 - CONSIDER A RESOLUTION AUTHORIZING AND DIRECTING THE CITY
ENGINEER TO EXECUTE AN APPLICATION TO THE IOWA DEPARTMENT
OF TRSTA E HIION GHWAY T IGHT OF-VAY.AND AUTHORI FOR PERMISSION To ING THE CITY ENGIM
NEER TO EXECUTE ALL SUCH APPLICATIONS ON THE CITY'S BEHALF
IN THE FUTURE, AND TO APPROVE SUCH APPLICATIONS BY THIRD
PARTIES.
Comment: The City often has occasion to perform work in
Statehighway rights-of-way within the City for purposes of
maintaining storm and sanitary sewers, watermains, traffic
controls, and the like. On such occasions, the City must
make application and obtain the approval of the Iowa De-
partment of Transportation before performing such work.
This resolution authorizes the City Engineer to execute one
such application on the City's behalf for certain drainage
work to be done in the north ditch of Highway 6 adjacent to
Crescent and Broadway Streets, to make and execute all such
future application Son the City's behalf, and to endorse
the City's approval of such applications that are made by
others.
