117h a re a s , Governor Cerrg Branstad has proclaimed October 4 - 10,
1987, as Mental Illness Awareness Meek, and
Whe r e a s , mental illness, a problem of grave concern and conse-
quence in our sncietg, is widelg but unnecessarilg
feared and misunderstood, and
Whereas , clearly diagnosable mental disorders plague up to 41
million Americans annually, creating serious disabili-
ties in employment, school, and independent living,
and
31)he re a s , persons experiencing mental illness are often denied
these rights and opportunities, especiallg in housing,
employment and access to effective mental health ser-
vices, and
Vhe re a s , despite substantial abbitudinal barriers, persons
experiencing mental illness have made significant con-
tributions to their cammunibies while living, learning
and working there, and
J"h areas , misconceptions and prejudices and discriminaturg barriers
affecting people with mental illness can he removed
through increased public education and involvement on
the part of citizens and leaders, and
Whereas , appropriate treatment of mental illness has been demon-
sbrabed to he cost-effective in berms of restored pro-
ductivity, reduced use of other health services and
Iess social dependence, and

%/hereas the combined commitment of federal, state and local governments with the strength and
ingenuity of private enterprise has brought decent housing to an overwhelming mclOrlty of all Americans;
Whereas the opportunity to own a home and We In decent housing strengthens the family, the
community and the Nation, giving individual Americans a stake in the local community;
Whereas the housing industry has led the Nation to economic recovery following every recession
since World War II by creating millions of productive Jobs for the unemployed, generating billions of dollars worth of
tax revenue, and creating demand for goods and services;
Whereas shelter Is one of the basic needs for all individuals, and the production of affordable housing
Is an Important concern at all levels of government, and
Was it is appropriate to reaffirm the national historical commitment to housing and
homeownership and to recognize the economic opportunities created by the housing Industry;
ow therefore, be it resolved that the week of October 11, 1982 through October 18, 1987, Is
o. designated as "National Housing Week." I call upon the citizens of Iowa City to observe this week
with appropriate ceremonies and activities.
