Re: No Right Turn on Red at Washington Street/Gilbert Street
Pursuant to Section 23-16 of the Municipal Code of Iowa City, this is
to inform you of the following action.
ACTION:
Pursuant to Section 23-30 of the Municipal Code of Iowa City, the
City Traffic Engineer will direct the installation of a variable
message sign fpr traffic westbound right turning to become northbound
at the intersection of Washington Street/Gilbert Street. The sign
will prohibit .right turns on red during the 'time that the Fire
Station personnel is responding to an emergency call and returning
from a call. This action will take place on or shortly after
September 30, 1987.
COMMENT:
At the present time, the traffic signals at the intersection of
Washington Street/Gilbert Street display red to all directions except
southbound at this intersection when the Fire Department responds to
or returns from an emergency. This signal control is affected from
the fire station. It has been the observation of fire personnel that
increasingly more vehicles are right turning on red from Washington
Street and driving north on Gilbert Street, interfering with their
departure from the station and their return to the station. The
variable message sign which will prohibit right turns on red during
the fire station operation will enhance the safety of the fire
station's operation.

COMMENT
This action is being taken to facilitate student pickup and drop-off
at Lincoln School. Currently this area is signed "No Parking 8 AM -
5 PM Monday through Friday. The school feels that the student pick-
up and drop-off should occur on Rider Street as the use of Teeters
Court for this purpose creates very congested traffic conditions and
an unsafe mix between school -aged

to apply for one of the two vacancies on our Senior Center

ordinance which lists the criteria used by the Design
Review Committee in evaluating proposals.
The tenant at 116 East College Street (The Linen Closet) has
requested that the awning above its space be of a somewhat
different pattern and color from the awning across the front of
the left side of the building where Jackson's Gifts is the
tenant. This strategy was selected to give the tenant
individuality and identity separate
previously occupfrom Jackson's, which
ied the entire first floor of the building,
The majority of the Design Review Committee members were o

let Permanent and temporary structures- The city manager,
upon approval of city council. may enter into an agreement for
the sale or lease of public right -of --way in the City Plaza for the
construction of an addition to an existing store front or for the
temporary or seasonal use of Zone 1 by the owner or operator
of abutting property. Said lease or sale shall only be entered into
after careful consideration and assurance that the following con•
ditions have been or will be met:
(1) Buildingdesign:
It- Additions to buildings shall be harmonious in scale and
design with permanent neighboring structures and with
the City Plaza.
b. Materials shall be suitable for the style and design of
buildings in which they are used.
c. Materials which are architecturally harmonious shall he
used for all building walls and other exterior building
components wholly or partly visible from public ways.
d. Selection of materials shall be guided by the following:
1. Harmony with adjoining buildings;
2. Relationship to the brick and wood theme of City
Plaza;
3. Materials shall be of durable quality.
e. Building components, such as windows, doors, eaves,
and parapets, shall have good proportions and relation•
ship to one another.
f. Colors shall be selected for their harmony and/or ability
to complement the color scheme of the City Plaza.
g. Mechanical equipment nr other utility hardware on roof,
ground or buildings shall he screened from public view
with materials harmonious with the building, or shall be
located so as not to be visible from any public ways.
h. Exterior lighting shall be part of the architectural can.
cept. Fixtures, standards, and all exposed accessories
shall be Itermonious with building design.
(2) Signs:
a. All signs shall be part of the architectural cnnrept. Size,
color, lettering, location and arrangement shall he her-
monious with the building design, and shall be compat.

Dear Sir:
It has come to my attention today that the awning I am
planning to put in front of my place of business has not
been approved after allf contrary to my belief that it was cleared.
To review the situation: I moved into the location at
116 E. College September 5. This location was formerly
part of Jackson's. The space has been permanently divided
into two separate stores with no connection with each other.
I believe there was a misunderstanding on the part of the
Design Review Committee, thinking that both our awnings
would be the same design. There is no way that this can be
a possibility. This would preclude me from having my own
identity and conduct my business as a private and separate
business from Jackson's.
I hereby respectfully request that you call a special meeting
of the council to expedite and consider the recommendations
of the Design Review Committe which will meet October 8.
I had intended to have a grand opening about October 19,
and until I have a separate identity, I cannot do so. The
awning company needs two weeks to make up the awning. In
addition, until I have my own identity, I continually lose
potential sales.
