Recently, the Departments of Parks and Recreation and Public Works combined their efforts to provide for an improved parking situation at the Scott Boulevard soccer fields. We had received complaints con- cerning parking along Scott Boulevard during the soccer games. The Department of Public Works provided a curb cut and through the coop- eration of the soccer volunteers, parking is now provided off-street on the field immediately south of the soccer field playing area. To take this opportunity to aleted to date we have received a rtryou to the�vrecentchangeents ndif you happen to hear concerns or complaints, please let us know. It is our intent, for the foreseeable future, to continue to provide this off-street parking. 2. Senior Center. Attached is a copy of the Senior Center policy concerning Council candidate campaigning in the Center. 3. Chamber Small Business Council. In cooperation with the Chamber of Commerce, a number of City staff will participate in a workshop on October 20 at 8:00 a.m. The purpose of the workshop will be an opportunity to question and discuss with City representatives the various regulations, ordinances, etc., perti- nent to small businesses.. . tp3/7 .o. Y City of Iowa City MEMORANDUM Date: September 28, 1987 To: City Manager From: Bette Meisel, Senior Center Coordinator Re: Clarification of N1 Under Policy: Candidates or Officeholders (See Attached) Originally the policy of the Senior Center was that a candidate could greet people in the lobby but not enter a room where an activity was in progress. A former mayor challenged that policy and his opinion was agreed to by the former City Manager and the Legal Department. The policy which we now enforce is that any candidate or office holder may enter any area of the Senior Center where his/her presence will not dis- rupt the ongoing activities. However, we will not allow our participants to become a captive audience. Therefore, we will not provide a microphone, stage or podium for a speech. We will put up a poster announcing the time and date of the candidate's appearance at the Senior Center and we will book a room and set up a mic candidateif the i le want to hear the candidate they can, but Bare ti not forced to hear ftheocandidate if they are not so inclined. tpl/1 poso POLICY: Candidates or Office Holders Purpose: The purpose of this policy is to assure political candidates access to senior citizens while guaranteeing appropriate use of the Senior Center and the Senior Center POST. 1. Candidates for public office, or incumbents, whether elected or appointed, may visit with individuals at the Senior Center. Access to rooms or scheduled activities shall occur at the discretion of the Senior Center staff. The decision will be made based on Senior Center staff's opinion that such visits do not disrupt the activity for which the room was originally scheduled. 2. Staff of candidates or office holders may distribute material in the lobby and/or may leave material in the lobby. 3. Candidates or incumbents who visit the Senior Center may be interviewed by a Senior Center reporter for the Senior Center POST. The reporter will be assigned by staff and the article resulting—Frm the interview printed in the POST at the discretion of the staff. The decisions to run the article wilT—e based on space available and timeliness of news. 4. As the Senior Center POST is supported by city and county funds, it would be inappropriate for it o serve as a forum for political debate or press releases which may appear to endorse a political candidate or position; • therefore, press releases will not be accepted. /*trio .o• 4 City of Iowa City MEMORANDUM Date: October 2, 1987 To: City Council From: City Manager Re: Energy Grant Application I have authorized submittal of an application for an energy conservation grant from the Exxon Overcharge Funds administered by the Department of Natural Resources Energy Bureau. The project to be funded by this grant would involve the production of a 30 to 60 minute videotape documenting: I. The Iowa City Energy Conservation Program 2. Energy Code Requirements 3. Construction Techniques for Meeting Energy Codes. The estimated cost of the project is $24,547 to be funded entirely from the grant. The project would be carried out by the Energy Coordinator and this would necessitate that position being made full-time for one All associated wages, fringe benefits, etc., as well as all other costs for the project would be year. contribution from Iowa Cit covered by the grant funds. I believe that successful completion of this project would serve not only Iowa City but citizens throughout the State in terms of knowledge and awareness of energy, conservation. It provides an opportunity for Iowa City to take the lead in this area and would certainly result in some enhancement of the public image of Iowa City and the Iowa City government as a leader in this area. The videotape produced would be available not only for broadcast on the local cable channels, but would be made avail- able, at cost, to all interested parties. It is anticipated that it will be a few weeks before a response to this application will be forthcoming from the Ener gy objections on the part of Council to this proposal, the application may any be withdrawn. If you have questions or comments regarding this matter, please raise these at your October 5, 1987. informal meeting on bdw5/3 /*5, .Y' v City of Iowa City MEMORANDUM Date: October 2, 1981 To: Charles Schmadeke Director of Public Works From: James Brachtel, Traffic Engineer9 Re: Muscatine Avenue/Court Street - Request for Additional Pedestrian Protection The City Council has received requests for additional pedestrian protection at Muscatine Avenue/Court Street from Longfellow School. The first request is for an all -walk phase. The second request is for an adult guard. CURRENT CONDITIONS: The current intersection control is a three-phase, full -actuated with pro- tected left turn movement for left turns "south" to east. The pedestrian signals are push button actuated, running concurrently with parallel vehicu- lar movements. The AM peak presents the most conflict between vehicular and pedestrian traffic. Westbound to "north"bound right turn vehicular traffic is a heavy movement. This vehicular movement is often in conflict with westbound pedestrian traffic on the north side of Court Street. Court Street and Muscatine Avenue intersect at an angle requiring pedestrians to look through 135 degrees to check for right -turning traffic. ALL -WALK PHASE: A push button actuated all -walk phase will permit pedestrians to cross each approach with no vehicular conflict. (No right turns on red would be permit- ted.) This control strategy will result in delay of vehicular traffic at the intersection. Some increase in external traffic may be noticed on adjacent residential streets. A new controller mechanism and cabinet will be required for the addition of an all -walk phase. The current controller mechanism does not have the capac- ity for a fourth phase. A new control device with capacity for four phases will cost an estimated $4,500 and will take 90-100 days for delivery from the time the order is placed. Additional annual maintenance and energy costs would be minimal. ADULT GUARD: The traditional role of an adult crossing guard has been to create gaps in the vehicular stream, ensure orderly behavior on the part of.queuing students and assist them in crossing. Adult crossing guards are present only during relatively short periods of the school day. /4-S x 2 An adult crossing guard would not be present on weekends, vacation days, holidays or after extra curricular events occurring after the normal school day. The annual cost for an adult crossing guard is estimated to be $2,900 Per school year. RECOMMENDATION: A push button actuated all -walk phase would be in place at all times during the year. The push button actuated all -walk phase is the appropriate choice for increased pedestrian protection at this intersection. Gibson RE: Newspaper Vending achines Steve, I noticed on the list of items pending consideration by the City Council an item for newspaper vending machines. The purpose of this memo is to let you know that I am reasonably confident the University would be willing to cooperate with the City Council in any manner possible to bring this matter into some semblance of control. I noticed recently when I was in Los Angeles that at least the city of Santa Monica has this problem under control. All newspapers are vended from the same kind of machine. I believe it's one similar to that used in Iowa City by USA Today. Basically it is a box mounted on a pedestal which is in turn mounted on a base fastened to the pavement. If there is nothing that can be done to control the quantity and location of these items, it might be helpful to at least control and unify their appearance. If I can be of any assistance in this matter, please let me know.
