Dear Council Members,
As many of you are aware I am a local retail business
owner, and as many of you are aware I was an active opponent
to local option sales tax.
As President of The Downtown Association and the Old
Capitol Center Merchants Association. I have always had more
respect for my members who don't ,lust criticize, but
criticize with suggestions of how to improve and involve
themselves with the planning processes.
On this note I would like to offer several suggestion
that I hope will help you deal with your formidable budgeting
tasks.
pl. Make a self imposed rule that a City Council
member be required to spend at least one day obse-
rving each of the Cities Departments and Funded
agencies prior to the budget process each year, for
the purpose of finding ways to economize and to
better acquaint themselves with the departments
and agencies we fund.
02. Create an ongoing committee of elected and
appointed representatives from Iowa City, Coral-
ville, University Heights, Johnson County, The Iowa
City Community School System, The University of
Iowa and possibly the surrounding communities.
The addenda; to find ways to save money through
the consolidation of departments and services.
These could include Fire, Law Enforcement,
Administration, Legal, Parks, Recreation, Engineer-
ing, Inspections, forestry, Library , Parking and
Transit.
83. Review Employee Scheduling, often schedule
fine tuning may result in considerable savings.
04. Look into what possible economic advantages
there would be in privatizing of our more labor
intensive departments.
85. Look into a program that gives monetary
rewards to employees who offer cost saving ideas
that are implemented.

Planning to see if codes and overly restrictive
zoning regulations may be undermining our Economic
development efforts (New business means more tax
revenues).
47. Please give serious consideration to the list

Re: Parking Prohibition on Lowell Street
As directed by Section 23-16 of the Municipal Code of Iowa City, this is
to advise you of the following action:
ACTION:
Pursuant to Section 23-234 of the Municipal Code of Iowa City, the City
Traffic Engineer will direct the installation of NO PARKING ANYTIME on the
east side of Lowell Street from its intersection with Morningside Drive
south to its intersection with Wilson Street. This action will take place
on or shortly after 23 October 1987.
COMMENT:
This action is being taken after completion of a postcard survey. Seven-
teen questionnaires were sent to the affected property owners; nine of the
respondents favored the removal, four were opposed to the removal and four
chose not to respond. Of those individuals responding, six preferred to
have parking prohibited on the east side, four preferred the west side and
three respondents had no preference.

Pursuant to Section 23-234 of the Municipal Code of Iowa City, the City
Traffic Engineer will direct the installation of NO PARKING ANYTIME signs
on a portion of the south side of the 200 block of East Prentiss Street.
The no parking anytime zone will run from the north -south alley at the
mid -point of the block east to a point approximately five feet east of the
westerly drive into Hawkeye Medical Supply, This action will take place
on or shortly after October 21, 1987.
COMMENT:
This action is being taken at the request of Hawkeye Medical Supply to
facilitate access both into the alley and into the western drive for
Hawkeye Medical Supply.The zone described will include the westerly drive
entry into Hawkeye Medical Supply and a 15 foot length of curb between the
west drive into Hawkeye Medical and the alley. Under present conditions,
cars may park in this small parking space and severely restrict access to
both the alley and the western drive into Hawkeye Medical.

ACTION:
Pursuant to Section 23-287 of the Municipal Code of Iowa City, the City
Traffic Engineer will direct the removal of the loading zone on the north
side of the 200 block of East Market Street. The City Traffic Engineer
will authorize the installation of a parking meter in this parking stall.
This action will take place on or shortly after 21 October 1987.
COMMENT:
The City had created a small loading zone on the north side of the 200
block of Market Street for the business that was located in the northwest
corner of the intersection of Market Street and Linn Street. Recently
that appliance store requiring a loading zone has changed use and has
become a bar. It no longer serves as a retail outlet requiring on -street
loading and unloading of large TV and radio consoles. Based upon this
change in the use of the abutting property, it is appropriate that the
loading zone be converted to metered parking.

The Zoning Ordinance contains a provision which a

36-69(1). Special exceptions generally are used to permit the establishment of a
use in a zone where that use may or may not be compatible with other uses permit-
ted in the zone, depending upon certain conditions of the site. For instance, a
drive-in bank (auto and truck oriented use) may be acceptable in a CC -2 location
if proper provision is made for traffic circulation on the site and to and from
the site. The Board provides the opportunity for public and administrative review
before the building permit is issued. With these types of special exceptions, the
overriding concern is the affect the use may have on adjacent properties and there
is sthe Board ome presumption that if all the criteria of the Code (Section 36-91) are met,

Attached is a redraft of the amendment to the CI -1 zone. This draft
reflects the discussion of the Commission and the Council at the September
28 joint meeting. The first change underlined on page one is intended to
clarify the fact that the 5,000 square foot limitation relates to the
entire business entity. Therefore, a company which engaged in manufactur-
ing and had 2,000 square feet of warehouse and 5,000 square feet of manu-
facturing could not locate in the zone without a special exception
approved by the Boar of Adjustment.
The second change on page two provides for a special exception appeal
process for companies which fall between the 5,000 and 10,000 square foot
parameter. Any company which is engaged in manufacturing to any extent
and which requires a total of more than 10,000 square feet of floor area
for its operation would not be permitted in the zone. Thus a company with
5,000 square feet of mann acturing, 4,000 square feet of warehouse, and
2,000 square feet of office space could not locate in the CI -1 zone even
under the special exception provision.

The duties of members of the Resources Conserva-
tion Commission will include serving as an advisory
body to the City Council of Iowa City. They shall
research, review, and recommend policies, rules,
regulations, ordinances, and budgets relating to
matters of energy and resource conservation and
provide recomendations and reports to the City
Council on the activities of the Commission. The
Commission shall exercise broad responsibility for
development of resource conservation policies and
shall pay special attention to lag -range planning
and programning. The Commission shall, for the
public welfare, make recammendaticns on anergy
netters. these recamvdations may relate to local
governmental and quasi -public agencies, private
residences and investment properties, ad office,
commercial and industrial properties.

same. Only all -volunteer departments
that do not pay their members at all will
escape heavy costs in this area. This is a
saving grace for them, since it is on pre-
cisely these communities that other,
fixed expenses will weigh most heavily.
Another factor in smaller communities,
particularly those with all -volunteer
departments, Is the spread of the inci-
dent's impact across more jurisdictions.
In volunteer departments especially,
where personnel often can not afford to
be away from their regular jobs for

Ohio passes legislation on recovering costs
of haz-mat incidents
On June 25, 19137, the Ohio stale legislature passed and sent to Governor Richard Ce.

The bill was sponsored by Representative Ronald Carberry of Austintown. In 1986,
Austintown Township, a small community In northeast Ohio, spent $48,000 han-
dling hazardous materials spills. The township was able to recover only S13,00o of
that amount, because no legal basis existed at that time for collecting such funds.
H.B. 19 applies to all municipalities, counties, townships, and regional civil de.
