As President of The Downtown Association and the Old Capitol Center Merchants Association. I have always had more respect for my members who don't ,lust criticize, but criticize with suggestions of how to improve and involve themselves with the planning processes. On this note I would like to offer several suggestion that I hope will help you deal with your formidable budgeting tasks. pl. Make a self imposed rule that a City Council member be required to spend at least one day obse- rving each of the Cities Departments and Funded agencies prior to the budget process each year, for the purpose of finding ways to economize and to better acquaint themselves with the departments and agencies we fund. 02. Create an ongoing committee of elected and appointed representatives from Iowa City, Coral- ville, University Heights, Johnson County, The Iowa City Community School System, The University of Iowa and possibly the surrounding communities. The addenda; to find ways to save money through the consolidation of departments and services. These could include Fire, Law Enforcement, Administration, Legal, Parks, Recreation, Engineer- ing, Inspections, forestry, Library , Parking and Transit. 83. Review Employee Scheduling, often schedule fine tuning may result in considerable savings. 04. Look into what possible economic advantages there would be in privatizing of our more labor intensive departments. 85. Look into a program that gives monetary rewards to employees who offer cost saving ideas that are implemented. IV? .1. 06. Look further at City inspections and City Planning to see if codes and overly restrictive zoning regulations may be undermining our Economic development efforts (New business means more tax revenues). 47. Only all -volunteer departments that do not pay their members at all will escape heavy costs in this area. This is a saving grace for them, since it is on pre- cisely these communities that other, fixed expenses will weigh most heavily. Another factor in smaller communities, particularly those with all -volunteer departments, Is the spread of the inci- dent's impact across more jurisdictions. In volunteer departments especially, where personnel often can not afford to be away from their regular jobs for hours or days at a time, extensive mmu. al aid must be enlisted. Of this, $46,000 represented the cost of heavy equipment which wns contracted to divert Bear Creek away from the pollution at the accident site. This amount was reimbursed by CSX almost immediately. Nearly 60 percent of the remainder, or $142,000, was for wages and benefits of fire and police personnel. This was by far the largest single item: the others each accounted for less than eight percent of the total. These included charges for use of the city's heavy equipment: purchase of protective and safely, gear; health care costs involved in follow-up pulmonary screening foremployees; a varietyof op- erational supplies from food to spare parts, canopies, and plywood: commu- nications equipment; and fuel. H.B. 19 applies to all municipalities, counties, townships, and regional civil de. fense organizations in the state of Ohio with jurisdiction over spills of hazardous ma- terials. In addition to the direct, immediate costs reimbursed by the railroad, there have been ongoing expenses and strains on Miamisburg's budget that cannot be recovered or even given a dollar value. The follow-up to an incident of this magnitude places continuing demands on the time resources of city staff mem. bers. Miamisburg's city manager and as- sistant city manager found that, during the year following the incident, nearly 50 percent of their time was devoted to derailment -related matters. The fire chief, similarly, estimates that Ilia de- railment occupied at least half of his time for the first six months afterwards. The city's law director and one secre. tary also committed significant amounts of time, as did three line fire personnel. Some of these commitments, such as presentations and training sessions about the derailment, were voluntary: most were not. What is important to remember Is that titles do not necessarily have to bear the entire financial burden that arises out of such events.
