MEFEZ, the Off -Street Parking Requirenents are intended to minimize congestion and parking on the street and adjacent properties; and NEMS, the Off -Street Parking Pequirerents established miniaw nurber of parking and stacking spaces to be provided prior to occupation of the building or cannercement of the principal use; and NEFUS, the Off -Street Parking Flequirerents permit the conversion of a use without full carpli- ance with the required nurber of parking or stacking spaces under certain conditions; and MEAEAS, said conditions need to be amended to clarify the nwW of additional spaces provided upon a use conversion; and NEFDS, the City of Im City find the Ikdi- nance anendrent to accurately clarify the intent of this provisions. NOW, NJUORE, BE IT MUD BY TIE CITY OF I%A CITY: SECTION I. AhQOMS. That Section 36-58(b)(4) of Vee omantes shall be awded deleting said Section and inserting in lieu thereof the fol lowing: (4) A use existing prior to the effective date of this Chapter, for vhich the current required nurber of parking or stacking spaces is not riled, rrey be converted to another use without full carpliance with the required number of parking or stacking spaces, provided that: a. If Section 36-58(a) would require a greater nwber of parking or stacking spaces for the converted use than here required for the present use, the increased nudrer of parking or stacking spaces shall be pro. vided in carpliance with Section 36-58(c). b. In addition to the mnber of spaces re- quired under subparagraph a, or if subpara- graph a is not applicable, as rm y additional spaces shall be provided as the lot will accomodate. In no case, shall any other natural features constitute a constraint on the provision of additional parking spaces. SECTION II. REPEALER: All ordinances and parts of 4dinances in conflict with the provision of this ordinance are hereby repealed. SECTION III. SEVERABILITY: If any section, provi- s an or pan of the Hinanice shall be adjudged to be invalid or unconstitutional, such adjudication stall not affect the validity of the Ordinance as a ndale or any section, provision a• part thereof not adjudged invalid or unconstitutional. The City Council hereby finds that, subject to proper conditions, religious institutions are cus- tanarily located within and are in keeping with the character of residential zones. Religious institu- tions are currently permitted in all residential zones accept for the RR -1 zone. Due to the large lot requirenent of the RR -1 zone, religious institu- tions are less likely to conflict with surrounding residential properties than in the other residential zones. 01, THEREFORE, BE IT ORDAINED BY THE CITY COLKIL OF TFE CITY CF IM CITY, IOWA, THAT: SECTION I. AMMENIS. Section 36-6(c) of the Ione City e of OrdinaRes is hereby anendud by the addition of the following subsection: (3) Religious institutions, subject to the require- ments of Section 36-55. SECTION II. REPEALER: All ordinances and parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. SECTION III.
