The duties of the members of the Huw Rights
Cannission are to provide for the general welfare of
the citizens of Iowa City by studying the relation-
ships of people of various races, colors, creeds,
religions, nationalities, sexes, and ancestries
living within the camunity. To provide procedures
for the operation of said Cmmission to eliminate
prejudice, intolerance, bigotry and discrimination
in the City of Iowa City, Icwa, by declaring dis-
criminatory practices in the areas of public accan-
modaticns, employment and the leasing, sale,
financing or sharing of real property to be against
public policy and to provide procedures for the
investigation of canplaints and conciliation and to
provide for enforcement.
Iowa City appointed nmbers of boards and caTmis-
sions mist be qualified votes of the City of I04
City.
This appointrent will be made at the August 12,
1986, meeting of the City Council at 7:30 p.m. in
the Council Chambers. Persons interested in being
considered for this position should contact the City
Clerk at the Civic Center, 410 E. Washington. Appli-
cation forms are available from the Clerk's office
upon request.

Duties of the Housing Commission numbers include
investigating, studying, reviewing and analyzing the
housing needs and the meeting of such needs within
the City of Iowa City and investigating and deter-
mining if slun areas exist or other areas where
there are unsafe, unsanitary or over-crauied housing
conditions, and studying, investigating and making
recamendations relating to the clearing, replanning
and construction of slun areas and providing duell-
ing places for elderly persons and persons of low or
moderate income.
The person appointed to this position also will
serve as an alternate member of the Housing Appeals
Board.

Dear Bill:
Doug Allaire, Board Member, has asked me to write a letter to you and
members of the City Council regarding the Council approval of two Board
members representing the County for the Mayor's Youth Employment Program
Board.
Doug Allaire is interested in serving a second term on the Mayor's Youth
Board. However, he was not selected by members of the Board of Super-
visors on July 25. It is evident from the enclosed letter written by
Doug Allaire that he is committed to continuing as an experienced Board
member.
I believe it is in the best interests of the agency that Doug Allaire
receive an appointment for another term, as we have recently experienced
several changes in the Board and it is necessary to retain experienced
Board members, particularly to serve as officers. Bill Casey, Marsha
La Follette, and Bob Miller have been appointed as new members within the
last six months. Also, Keith Kafer has resigned opening another position.
Doug has demonstrated willingness to accept additional responsibilities by
participating in several sub -committees of the board. I am particularly
concerned that he remain a member of the sub -committee examining the
concept of a youth serving agencies merger.
In short, I would request that the City Council consider appointing one new
member as a Johnson County representative and reappoint Doug Allinre for a
second term on the Mayor's Youth Board. Doug represents the University
Heights community and has proven to be invaluable in his assistance as a
commission member of Mayor's Youth. If you have any questions regarding•
this do not hesitate to contact me.
