advise you of the following action.

COMMENT
At the present time, parking on the south side of Harrison Street is uncon-
trolled. Harrison Street is a relatively narrow street and parking on both
sides of the street results in congested traffic movements. The prohibition
as noted above will promote the free movement of vehicular traffic in the
area, with a minimum negative impact on local businesses in the area.

As directed by Section 23-16 of the Municipal Code of Iowa City, this is to
advise you of the following action.
ACTION
Pursuant to Section 23-234 of the Municipal Code of Iowa City, the City
Traffic Engineer will direct the installation of IJO PARKING 8:00 A.M. TO 5:00
P.M. MONDAY THROUGH FRIDAY signs on a portion of the east side of Maiden
Lane. The portion of Maiden Lane in which the prohibition will be placed is
described as follows: From the intersection of the southerly right-of-way
line of Harrison Street north to a point 190 feet north of the intersection
with the south line of the Harrison Street right-of-way. This action will
take place on or shortly after December 2, 1987.
COMMENT
At the present time, this area is used during the day time for long-term
storage. The presence of parked vehicles on this gravel surface has lead to
the congested conditions for vehicles moving in the area. The prohibition as
noted above will have maximum impact on long-term day time storage and have a
minimum impact on local businesses.

In the spirit of cooperation we thank you for extending to Iowa City the
opportunity to review and comment on the preliminary plat of Riverview
Estates, Part Two. Both staff and the Planning and Zoning Commission have
recommended that the proposed plat be approved contingent on resolution of
nine (9) deficiencies outlined in a staff reported November 19, 1987
(attached). At our meeting of December 1, 1987, the Council concurred
with the recommendation of the Commission and requests that the plat be
approved upon resolution of the nine (9) deficiencies. We thank you for
the opportunity to review and comment on subdivision proposals that lie
within this area of material interest to both of our cities.

15, 1986, the Commission recommended that the City Council forward a
recommendation to the Coralville City Council that a 12 -lot subdivision be

The proposed plat is essentially the same as the one that appeared before
the Commission last year. For a more thorough background on this request,
please refer the
attached staff

dividual septic tanks and packaged wastewater treatment systems. The
current proposal for the 12 -lot subdivision shows Lots 1-6 served by
individual septic tank/absorption field systems, and with Lots 7-12 served
by individual septic tank/mound systems. As before, the proposed method
of sewage disposal will need to be approved by the Johnson County Health
Department. Authorization from the Health Department should be received
prior to preliminary plat approval.
Another area of concern has been that of traffic circulation. An interior
private road has been proposed which extends within 266 feet of the south
property line. The abutting parcel is undeveloped, but has the potential
of being developed for residential use. Continuation of the street would
ensure good traffic circulation to this parcel and provide for secondary
access for emergency services. In the May 8 memorandum staff agreed to
the extension of a 50 -foot wide travel easement from the end of the cul-
de-sac which would allow for the future extension of the street when the
abutting parcel is developed. In either event, the absorption field shown
on Lot 6 needs to be relocated out of the alignment of the street.
STAFF RECOMMENDATION:
Many of the deficiencies noted in the May 8, 1986 memorandum still exist
with the current plat application. Staff continues to recommend that the
City of Coralville approve the preliminary plat of Riverview Estates, Part
Two, contingent upon resolution of the following deficiencies.
DEFICIENCIES AND DISCREPANCIES:
I. Acceptance of the proposed method of sanitation by the Johnson County
Health Department.
2. Extend the interior road to the south property line or provide a 50 -
foot wide travel easement from the end of the cul-de-sac to the south
Property line.
3. Identify the name of the internal road.
4. Provide for stormwater management on-site or for a 100 -year channel
to the Iowa River.
5. Identify the radius of the internal road intersection with Stuart
Road as having a 20 -foot radius.
6. Indicate that all telephone and electric utilities shall be placed
underground.
7. Provide for the continuation of the existing road to the north from
Riverview Estates, Part One, between Lots 2 and 3.
B. Provide evidence of 40,000 sq, ft. of lot area above the 100 -year
floodplain for Lots 7-12.

Re: S-8603. Riverview Estates - Part Two
A revised preliminary plat of Riverview Estates - Part Two has been sub-
mitted by the applicant, Mr. Byron Beeler. The plat first appeared before
the Commission on March 20, 1986, and was deferred pending resolution of
deficiencies and discrepancies outlined in the March 10, 1986, staff
report which is attached. Also enclosed is a revised staff report dated
May 12, 1986, by Mr. Jud Te Paske, County Planner. Once again, the pro-
posed subdivision is being submitted to Iowa City for review and comment•
pursuant to an annexation agreement between Iowa City and Coralville. The
subdivision lies within an area which can only be annexed by Iowa City,
although it is within the two-mile extraterritorial limit of Coralville.
The initial plat proposed to establish a 20 -lot, single-family residential
subdivision having an average lot size of 0.46 acres. Included within the
subdivision was 6.93 acres of open space located adjacent to Lower River
Road. A unique feature of the subdivision was a proposed sanitary sewer
and sand filter system. This system was not accepted by the Johnson
County Health Department and necessitated a redesign of the proposed
subdivision.
The revised preliminary plat of Riverview Estates - Part 2 proposes a
12 -lot, single-family residential subdivision with lots ranging in size
from 1.0 to 3.1 acres on individual septic tanks. As a result of the
increase in lot sizes, the open space area was eliminated. Street pat-
terns remain substantially the same, except the principal road no longer
extends through the subdivision to the south property line. The revised
plat shows this street ending in a cul-de-sac, 266 feet north of the
subdivision's south property line. Staff feels that provision for future
street extension to the subdivision's boundary will need to be provided
for access to the abutting property.
STAFF RECOMMENDATION:
A number of the items listed in the March 10, 1986, staff report have yet
to be resolved with the submissionof the revised preliminary plat. There-
fore-, staff continues to recommend that the City of Coralville be advised
that,a recommendation for approval of this item is contingent upon resolu-
tion of the following items:
1. That in lieu of extending the principal street to the subdivision's
boundary, a 50 -foot wide travel easement be extended to the subdivi-
sion's boundary from the cul-de-sac to allow for its future extension
if necessary.

The plan again calls for a significant amount of grading to create a build-
able plateau above the 663 -foot elevation and each of the lots does contain
at least 40,000 square feet above the flood' level . Some question may remain
as to the suitability of these cut or filled areas for adequate absorption
field locations.
The amended plat has one other design change which involves the road. The
new design proposes a cul-de-sac instead of the temporary dead end at the
west boundary of thetract. Since this parcel adjoins an undeveloped prop-
erty, a temporary dead end is permissible and because this tract is virtually
land locked by Jtbx� undeveloped wet lands the staff recommends the extension
of the interior street to the�prdperty boundary. The street system will
require other minor modifications including the provision of a minimum
20 -foot radius intersection curve at Stewart Road and the
naming of bh e t�

for Part One also brings attention to the need for examin-
ing and expanding the developer's agreement and the obligations established
for use and cost sharing of the interior streets. Currently the subdivider's
agreement contains no provision indicating shared responsibilities for the
construction and/or maintenance of this connecting roadway. It should also
be pointed out that the portion of the street extension within Part One is
unimproved at this time and is serving as additional lot area.
RECOMMENDATION
The amended plat satisfies the major deficiencies presented by the original
application. Several minor discrepancies remain to be resolved, however, and
subject to their satisfactory completion, the staff does recommend approval
of this preliminary plat.
DISCREPANCIES
1. Extend road to western boundary.
2. Name interior streets.
3. Provide minimum 20 -toot turning radius at Stewart Road.
4. Interior streets cannot exceed 120. grade.

family residential subdivision.
Location: Approximately one and one-half
miles north of Iowa City an Dubuque
Street, on south side of Stewart
Road at its intersection with Lower
River Road along the Iowa River.
Size: 18.62 acres
ANALYSIS
Riverview Estates, Part Two, lies within the City of Coralville's two-mile
extraterritorial jurisdiction and is subject to the review and approval by
Coralville and Johnson County. The subdivision, however, is located within an
area which can only be annexed by Iowa City as established in an annexation
agreement between the City of Iowa City and City of Coralville, dated August 3,
1976: Iowa City "must have a reasonable opportunity" to examine any subdivision
within an area defined by the agreement and report the City's findings to
Coralville prior to their formal action on the subdivision.
For background information concerning this request, please refer to the at-
tached staff report dated March 10, 1986, prepared by Jud Te Paske, Senior
Planner, JCCOG Rural Planning. Both the City Engineer and Assistant Building
Official for the City of Coralville have reviewed the plat and have recommended
its approval. Also attached to the report is a "LETTER OF INTENT" submitted by
Mr. Beeler regarding the proposed subdivision. The feature unique to this
subdivision is that "[sjanitary sewers and sand filter wastewater treatment
facilities will be provided to serve the subdivision..." This system has not
as of yet been approved by the Johnson County Health Department. If this
system is unacceptable, and an acceptable alternative system cannot be devel-
oped, lot sizes will need to be increased to a minimum of one (1) acre for
individual lot septic systems. The long-range Comprehensive Plan of Iowa City
does not anticipate annexation of this area within the next twenty years.

STAFF RECOMMENDATION
Staff concurs with the findings of the county as listed in the staff report
prepared by Mr. Te Paske, and staff recommends the City of Coralville be ad-
lution of the following items:

Re: An Amendment to the Erosion and Mud Control Ordinance: Adding
Provisions for a Contractor's Continuous Escrow Deposit
The following response is being provided in regard to concerns raised at
the public hearing on an ordinance requiring escrow control deposits as a
condition to the issuance of a building permit.
The City currently obtains a $500 per lot escrow deposit under the terms
of the Subdivider's Agreement executed at the time of platting. This money
is collected by the City as a condition to the issuance of a building
permit in order to cover the costs of clean up of dirt, mud, gravel or
debris from rights-of-way when a contractor does not do the clean up work.
If the proposed amendment is adopted, the escrow will no longer be ob=
tained through the Subdivider's Agreement, but in Chapter 31, entitled
Streets, Sidewalks, and Public Places. The amendment will authorize
collection of escrow deposits for those lots which are not currently
subject to a subdivider's agreement, and will offer the option of a con-
tractor's continuous escrow deposit as an alternative to the per lot
deposit. The resolution included in the Council packet establishes the
amount of the escrow deposit.
