Mayor William Ambrisco will present Youth Leadership Awards given by
Terry Branstad, Governor of Iowa, to three students who were selected as
Outstanding Enrollees for the Summer Iowa Youth Conservation Corps
project.
These Individuals were selected by staff and peers for having exhibited
a number of excellent Youth Corps traits, including perfect attendance,
dependability, leadership, and superb quality of work, during the
completion of the Napoleon Park restroom project, the fitness trail
project at the University of Iowa softball complex, and work accomplished
for the Riverfront Commission.
It has been very rewarding for me to have worked with these three (3)
fine young individuals. I feel proud to have been associated with them
In completion of these projects.

RE: Iowa City Public Library reduced hours of operation.
Dear Councilors:
I am shocked to learn that the Iowa City Public Library staff levels
have been frozen to the point whore they are forced to cut back
hours. Especially In Iowa City, where all of us are directly or
Indirectly affected by the learning process, to see a public Institution
such as our fine library closing because of your refusal to budget funds
for proper staffing is unconscionable.
I am sure you realize from the swimming pool bond Issue, that the
taxpayers of Iowa City are not afraid to support essential public
services. A library that's accessible to the public at reasonable times
Is certainly an essential public service and I hope you will have the
courage to provide the necessary funds to do so.

Dear Sirs:
I
Recently in the Iowa City PRESS -CITIZEN a staff editorial was written directed at the lack
of pedestrian and bicycle traffic enforcement. The editorial staff is concerned about j
students and others ignoring traffic lights whether as a pedestrian or bicyclist.
A news article in the Des Moines Register recently discussed actions taken by the Ames
Police Department (APD) aimed at bicyclists who flaunt traffic rules without fear of the. '..
police. The APD is tired of reckless students on speeding bicycles and aims to combat the
problem with bicycle cops. The Bicyclists of Iowa City is not advocating the same method, j
although it is a novel Idea, only better law enforcement in Iowa City.
BIC has presented this bicycling Issue to the Iowa City Police Department (ICPD) many times
In past years. In March 86, 1 met with assistant Police Chief Ken Stock, expressing concern
about the flagrant violations of student bicyclists throughout Iowa City. Stock's reply was
simple, he did not feel that the problem was serious for the police force to address. This
Is contrary to what I and members of BIC have observed. Apparently Ames, Iowa has enough of
a problem that they have decided to confront the issue on the bicyclist's home court. I've
not lived in Ames, but I would find It hard to believe that the problems Ames have beenI
having are any different than those in Iowa City. !
I'm eta loss to explain why the APD is meeting the Issue head an, while the ICPD refuses to
acknowledge that a problem exists. Perhaps the Council can supply an explanation. 1, and
many members of BIC, have witnessed atrocity after atrocity of student bicycling behavior.
I'm sure many members of the Council have likewise. Bicyclists should be treated in the
same light as motorists who break traffic laws, after all we do have the same rights and
responsibilities.
My view of Iowa City is that of a progressive community, one that Is willing to make a trail
for others to follow. In this situation, Ames has made the trail and I hope Iowa City will
follow. Our past efforts to work through the Chief of Police have been futile. Perhaps
this is a situation where a little Council intervention can result in a better pedestrian -
bicyclist -motorist mix in Iowa City.

reside in Iowa City.
The City Council announced Advisory Board/Commission vacancies 90 days prior to
