MEMORANDUM

Re: Reductions in Federal Programs
The United States Office of Management and Budget has proposed reducing or
eliminating several programs that benefit cities, beginning in fiscal ear
1986. Some of the programs which would affect Iowa City are liste
Urban Development Action Grant (UDAG), cut to zero.
Community Development Block Grants (CDBG), cut at least 10%.
Section 108 Loan Guarantees, cut to zero.
General Revenue Sharing, cut to zero.
Urban Mass Transportation Administration (UMTA), unknown, but drastically
cut.
No new infrastructure funding.
No new funding for assisted housing programs.
Although it is not known at this time if any of these proposals will be
enacted, we can assume that the Administration's efforts to reduce the
federal deficit and simplify taxes could result in many of the above budget
cuts. Since the primary purpose of the Committee on Community Needs is to
advise the City Council on programs and activities that benefit the City's
low- and moderate -income residents, the Committee recommends that the City
Council consider the impact of the reductions in federal programs and contact
Iowa's legislators urging them to support continued funding for these
programs, particularly the Community Development Block Grant Program.
Through CDBG funding, the City Council has approved projects that have helped
preserve the City's neighborhoods and provide special programs for the
elderly, handicapped, disabled and disadvantaged residents, including: the
Housing Rehabilitation and Weatherization Program; Ralston Creek improvement
activities; the Nelson Adult Center renovation; Goodwill Industries renova-
tion; Congregate Housing; the Shared Housing Program; the Rental Rehabilita-
tion Program; and park development for the City's low and moderate income
families. Unless funding is continued, these programs that have benefitted
the City's low- and moderate -income families directly will be in jeopardy.
The Committee appreciates the support the Council has given to these programs
and hopes that Council members will consider our recommendation.

The City Council of Iowa City, Iowa, met in regular
session on the 12th. day of February , 1985, at 7:30
o'clock, _.m., at the Civic Center Council Chambers , in Iowa
City, Iowa. The meeting was called to order and there were present
.iohn Akllonald , Mayor, in the chair, and the following named
Counc Mem ere:
Amhrisco. Baker, Dickson. Frdahl, Strait, Zuber
Absent:
Matters were discussed relative to the financing of a project
pursuant to Chapter 419 of the Iowa Code. Whereupon, Council Member
Zuber introduced a resolution entitled "A Resolution
authorizing the execution of a Memorandum of Agreement with Southgate
Development Company, Inc." and moved its adoption; seconded by Council
Member Ambrisco After due consideration of said resolution
by the Council, the Mayor put the question on the motion and the roll
being called, the following named Council Members voted:
Ayes: F.rdahl, McDonald, Strait, Zuber, Ambrisco, Baker, Dickson
Nays: None
Whereupon, the Mayor declared said resolution duly adopted and
approval was signed thereto.
Upon motion and vote, the meeting adjourned.
