IOWA CV, IOWA 52240 (319)356-500C) P R O C L A M A T I O N WHEREAS, Governor Terry Branstad has proclaimed October 5 - 11 as Mental Illness Awareness Week, and WHEREAS, mental illness, a problem of grave concern and con- sequence in our society, is widely but unnecessarily L feared and misunderstood, and WHEREAS, clearly diagnosable mental disorders plague up to 41 million Americans annually, creating serious disabili- ties in employment, school, and independent living, and WHEREAS, at least 12 million children are disturbed by mental illnesses preventing normal development and maturation, and WHEREAS, mental disorder -related deaths are estimated to be 33,000 with suicide accounting for at least 29,000, and WHEREAS, appropriate treatment of mental illness has been j demonstrated to be cost-effective in terms of restored productivity, reduced use of other health services and less social dependence, NOW, THEREFORE, I, William J. Ambrisco, Mayor of the City of Iowa City, Iowa, do hereby proclaim the week of October 5 - 11, 1986, as MENTAL ILLNESS AWARENESS WEEK in Iowa City to promote understanding of this illness and also to recognize those people in our community who are working with the chronically mentally ill. IOWA CfiY, IOWA 52240 (319) 356-5000 P R O C L A M A T I O N WHEREAS, October 15, 1986, is designated by Iowa State Law as "White Cane Safety Day" in Iowa, and WHEREAS, the 1985 Code of Iowa provides that every blind citizen has the right to carry a white cane or use a dog guide which demonstrates and symbolizes the ability to achieve a full and independent life and the capacity to work productively in competitive employment, and WHEREAS, Iowa law provides that every motor vehicle operator who encounters a blind pedestrian is required to come to an immediate stop and exercise appropriate caution to avoid accident or injury, and WHEREAS, both State and Federal Law prohibit discrimination based on blindness and support equal opportunity and affirmative action programs to encourage employment of blind persons in the competitive labor force, and i WHEREAS, the National Federation of the Blind of Iowa has for years been at the forefront in securing the rights of blind Iowans to live independently, through public education, legislative advocacy, and active support for the principle that the blind themselves are the persons best suited to determine their own future, NOW, THEREFORE, I, William J. Ambrisdo, Mayor of the City of Iowa City, Iowa, do hereby proclaim October 15, 1986, as WHITE CANE SAFETY DAY in Iowa City and call upon our citizens to recognize the individual worth and productive talents of our blind neighbors and to observe the laws applicable to their use of our streets, highways and public facilities. IOWA C W, IOWA 52240 (319) 356-5000 CIVIC CEN ER CITY P R O C L A M A T I O N WHEREAS, in May 1980 MADD (Mothers Against Drunk Driving) was organized to promote tougher anti -drunk driving laws in order to remove impaired drivers from our roads, streets and highways, and WHEREAS, MADD has also organized an assistance program to help the victims of drunk driving accidents, and in WHEREAS, these victims include not only the person involved DIY in the accident, but their families and society as I�1 a whole because of the loss of human lives, and WHEREAS, during the past decade 250,000 people have died because of alcohol-related crashes; presently over 25,000 people are killed each year; about 500 people are killed each week; nearly 70 people are killed every Y; da one person dies every 21 minutes, and WHEREAS, we want to put an end to this tragic waste of human life and untold suffering of the survivors and their j families, i NOW, THEREFORE, I, William J. IOWA CITY, IOWA 52240 (319)356-500C) P R O C L A M A T I O N WHEREAS, President Ronald Reagan has proclaimed October 5-11 as Minority Enterprise Development Week, and WHEREAS, this week is proclaimed annually to honor the Nation's more than 600,000 minority business men and women and the contributions they have made to the country and its - economy, and WHEREAS, Iowa City recognizes that it has a responsibility to promote the growth of minority business enterprises, and .J WHEREAS, the City of Iowa City understands that promoting the participation of minority businesses strengthens the overall local economy, NOW, THEREFORE, I, William J. Ambrisco, Mayor of the City of Iowa City, Iowa, do hereby proclaim October 5 - 11, 1986, as MINORITY ENTERPRISE DEVELOPMENT WEEK in Iowa City and urge all residents to join in recognition of this significant event. . f I! IOWA CITY, IOWA 52240 (319) 356-50C)D P R O C L A M A T I O N WHEREAS, many Americans are working, attending school, caring for families, or resuming normal life in their com- munities after receiving a transplanted organ or other tissue, and WHEREAS, many others still wait for such transplants in order to improve or even to save their lives, and WHEREAS, the need for donors far surpasses the supply and it is important that the public be educated so that we know what to do to become organ and tissue donors, and WHEREAS, the Boy Scouts of America and our local Hawkeye Area Council are working to promote greater and more wide- spread awareness and acceptance of this humanitarian practice, and WHEREAS, we are a caring and giving people, so it is fitting that the citizens of Iowa City should encourage organ and tissue donation and increase public awareness of the possibility of the need, NOW, THEREFORE, I, William J. Ambrisco, Mayor of the City of Iowa' City, Iowa, do hereby proclaim the months of October, November, and December 1986, as BOY SCOUT DONOR AWARENESS EMPHASIS PERIOD in Iowa City and urge all residents to join me and the Hawkeye Area Council of the Boy Scouts of America in promoting this cause.
