P R O C L A M A T I O N
WHEREAS, the Board of Directors of the Mayor's Youth
Employment Program has designated a week in
April as Youth Employment Week to heighten com-
munity awareness of the importance of training
and employing our young people of Johnson
County, and
WHEREAS, MYEP, funded by the State of Iowa, local units
of government, the Iowa City Community School
District, and United Way, has a major goal to
assist disadvantaged youth in their development
of occupational skills in order to overcome
barriers to employment and become self sufficient
adults, and
WHEREAS, the selection committee of MYEP annually recog-
nizes student enrollees and worksite supervisors
for outstanding performance during the academic
school year, awards to be given at the City
Council meeting on April 23, 1985, 7:30 P.M., in
the Council Chambers of the Civic Center,
NOW, THEREFORE, I, John McDonald, Mayor of the City of
Iowa City, Iowa, do hereby proclaim the week of
April 21 - 27, 1985, as YOUTH EMPLOYMENT WEEK
in Iowa City and urge all residents to become
more aware of and more involved in the efforts to
train and employ our youth.

WHEREAS, a sense of caring and desire to share have moti-
vated hundreds of men and women to volunteer their
time and services to the needs of others in the
community, and
WHEREAS, Iowa City volunteers possess many skills and
talents which they generously and enthusiastically
apply to a variety of community tasks, and
WHEREAS, the people of Iowa City have benefited consider-
ably from the deeds of these selfless and dedica-
ted individuals,
NOW, THEREFORE, I, John McDonald, Mayor of the City of Iowa
City, Iowa, do hereby proclaim April 22 - 26, 1985,
as VOLUNTEER WEEK in Iowa City and I call upon all
citizens, individually and in their many organi-
zations, to recognize this as a special period
during which the goodness of volunteers is appre-
ciated and extolled, and their example followed.

WHEREAS, in 1872 J. Sterling Morton proposed to the Nebraska
iBoard of Agriculture that a special day be set aside
for the planting of trees, and
I
WHEREAS, this holiday, called Arbor Day, was first observed
with the planting of more than a million trees in
I Nebraska, and
WHEREAS, Arbor Day is now observed throughout the nation and
the world, and
WHEREAS, trees can reduce the erosion of our precious topsoil
by wind and water, cut heating and cooling costs,
moderate the temperature, clean the air, produce
oxygen and provide habitat for wildlife, and
WHEREAS, trees are a renewable resource giving us paper, wood
for our homes, fuel for our fires and countless other
wood products, and
WHEREAS, trees in our city increase property values, enhance
the economic vitality of business areas, and beautify
our community, and
WHEREAS, trees, wherever they are planted, are a source of
joy and apiritual renewal, and
WHEREAS, Iowa City has been recognized as a Tree City U.S.A.
by the National Arbor Day Foundation and desires to
continue its tree -planting ways,
NOW, THEREFORE, I, John McDonald, Mayor of the City of Iowa City,
Iowa, do hereby proclaim April 26, 1985, as ARBOR DAY
in the City of Iowa City, and I urge all citizens to
support efforts to protect our trees and woodlands
and to support our city's urban forestry program, and
FURTHER, I urge all citizens to plant trees to gladden the
hearts and promote the wellbeing of present and future
generations.

WHEREAS, May 1 through May 7 has been designated by the Sunrise
Optimist Club of Iowa City as Respect for Law Week,
and
WHEREAS, the Sunrise Optimist Club and other Optimist Clubs and
their members continue to sponsor and participate in
programs encouraging support of law enforcement and
good citizenship, and
i' WHEREAS, all citizens of Iowa City and Johnson County can be
secure in the knowledge that their local law enforce-
ment agencies are diligently working to ensure the
protection of the rights of everyone, and
WHEREAS, those citizens who value liberty recognize law enforce-
ment, the judiciary, prosecution, defense and correction
as integral portions of the process of justice that con-
tribute to our respect for law,
NOW, THEREFORE, I, John McDonald, Mayor of the City of Iowa City,
Iowa, do hereby proclaim the week of May 1 - 7, 1985, as
RESPECT FOR LAW WEEK in Iowa City and urge all citizens
to give careful thought and attention to those officials
and institutions that guard our personal freedoms and
1 liberties through the application of and respect for
the 'law of our City, State, and Nation.

WHEREAS, on January 21, 1839, the Iowa Territorial
Legislature in session at the temporary capitol
in Burlington, elected three of its members and
charged them to select a permanent site for the
Territorial Capitol of Iowa, for the capitol city,
to be named Iowa City, and
WHEREAS, Chauncey Swan of Dubuque County, John Ronalds
of Louisa County, and Robert Ralston of Des Moines
County were the three legislators selected by
ballot, and
WHEREAS, on May 4, 1839, Chauncey Swan, as chairman of the
Commission, drove the stake officially marking the
�., site of the permanent territorial capitol building,
and the City of Iowa City; and Swan was appointed
Superintendent of Public Buildings for the new
capitol building by Governor Robert Lucas,
NOW, THEREFORE, I, John McDonald, Mayor of the City of Iowa
I City, Iowa, do hereby proclaim May 4, 1985, to be
observed as CHAUNCEY SWAN DAY in Iowa City, and
call upon all citizens to be mindful of the dynamic
leadership and sterling character of the man often
referred to as "The Father of Iowa City."

WHEREAS, one of the most precious rights we have is the right to
acquire real property and to own it, use it, or transfer
it as we see fit, without interference, as long as we do
not infringe upon the rights of others, and
WHEREAS, the Iowa City Board of Realtors, together with realtors
and realtor-associates throughout the country, are ob-
serving Private Property Week, a tradition established
in 1956 to mark the celebration of private property own-
ership, and the protection of the rights that attend
this ownership, and
WHEREAS, during this year's celebration in Iowa City, we wish to
focus attention on a program supported by the Iowa City
Board of Realtors which involves students in the Home
Construction classes at West High, City High, Regina
High, and the Community Education Center, and
WHEREAS, under this program, students put their efforts together
with the goal of completing and selling a house during
the school year and by doing so receive ten hours of
credit toward graduation for each trimester in the class
as well as learning skills which will enable them to
gain employment, and
WHEREAS, this year, the student home is located at 904 Aspen
Court, and the profits from the sale of this home and
of those during past years provide scholarships for
students involved in the project, and
WHEREAS, we wish to commend the Board of Realtors for the assis-
tance provided for this very worthwhile program,
NOW, THEREFORE, I, John McDonald, Mayor of the City of Iowa City,
Iowa, do hereby proclaim the week of April 28 through
May 4, 1985, as PRIVATE PROPERTY WEEK in Iowa City, and
encourage all residents to ,join the Iowa City Board of
Realtors and all members of the National Association of
Realtors during this special observance.
