HomeMy WebLinkAbout1987-10-21 Recommendation41 City of Iowa City MEMORANDUM Date: October 15, 1986 To: Members of the City Council From: Monica Moen, Associate Planner ll� Re: FY88-FY92 Capital Improvements Program At its October 2, 1986, meeting, the Planning and Zoning Comnissioh re- viewed the FY87-FY91 Capital Improvements Program (CIP) and recommended, by a vote of 6-0, that consideration be given to revising five projects for the FY88-FY92 program, I. Eliminate the signals on Sunset and Benton Streets. Due to the grades of Sunset and Benton Streets in the vicinity of this intersection and the volume of traffic on these streets, a signal located at this intersection may produce congested and hazard- ous conditions during the winter months. The Commission, therefore, recommends that the signals scheduled for installation in FY88 for the Sunset/Benton intersection be eliminated. 2. Add a deceleration lane on the westbound Highway 1/Sunset Street intersection in addition to the planned signal. In order to accommodate northbound movement from Highway 1 onto Sunset Street and to facilitate the flow of westbound traffic on Highway 1, the Planning and Zoning Commission recommends that, in addition to the installation of signals at this intersection, a deceleration lane be added to the westbound lane of Highway i at the point where the highway intersects with Sunset Street. 3. Reconsider the appropriateness of the signal at Benton Street and Norman Trek Boulevard in relation to its impact on traffic flows and on Malden Ridge and QuikTrip. Commission member Wallace, however, supports installation of traffic signals at this intersection in order to facilitate turning movements at this T -intersection and to protect pedestrian access to Willow Creek Park. fIl z 4. Move the construction phase of Rohret Road to FY91. The Commission recommends that the Rohret Road improvements between Mormon FY89 be rescheduled arelocated cis for FY91to coincide with the futures forwhich develop- ment of the Southwest Estates subdivision. 5. Move signalization of the Kirkwood Avenue and Dodge Street intersec- tion from FY88 to FY89. A study which will examine and evaluate appropriate north/south traffic routes within the City is expected to begin this winter.
