Unfortunately, the recently passed swimming pool.,bond issue, which I voted for, will ruin much of what I like about the City Park pool. 1) No longer will I be able to sit on the benches in the changing room alter a long swim and look up at the beautiful trees and blue sky. The reasons the changing rooms will be coveredi goodbye,fresh air. 2¢ No longer will I enjoy saying "hello", "how's the water?' or other strands of human contact with the young men and women who check the swimmers' clothesbasketso. The reasons the'teenagers will be replaced by metal lookers. Nice and impersonal. (And,all the while, the city scurries around trying to find jobs for kids every summer. Makes a lot of sense, eh?) 3) No longer will I enjoy a litter -free swimming pool area. The reasons In place of the clothes -checking area, there will be a concession stand. Hooray! Kids screaming for ice cream and pop, parents trying to decide between dental bills and temporary peace and quiet, and food wrappers, ice cream sticks, abd assorted garbage all over. Don't. think that will happen? dant to bet on it? I have two question4f the city council? �1) Did anyone bother asking the 500 adults who bought season swimming passes what they thought about •the plans for the CityPark Pool?%)Is it too late to change these plans? Inwe S235f9 October 20, 1986 City Council City of Iowa City Iowa City, IA 52240 Dear Council Members: oLE OCT211986 CITY CLERK Arrangements for re -marking the Herbert Hoover Highway between Iowa City and Lowden are now complete. Agreements concerning installation of signs to be provided by the Hoover Library Association have been finalized with the Iowa Department of Transportation, the Cedar County Board of Supervisors and the cities of West Branch, Tipton and Iowa City. In addition, utility firms that own poles along the route have agreed to allow selected poles to be stenciled with the triple -H logo that will be used to mark the 42 -mile route. IDOT will be constructing the 32 signs required to mark the route. In addition, four cast aluminum historical markers that explain the origin and significance of the Highway are being ordered for placement near Highway 30 at Lowden and in the Tipton, West Branch and Iowa City central business districts. These 36 signs will cost the Library Association more than $4,000. The process used to manufacture these cast aluminum historical markers won't allow delivery before December 1. As we feel it is important for the route not to be marked in stages, we have decided to wait until Spring 1987 to actually install the signs. Waiting until next spring will also spare the new highway signs being made by IDOT from the ravages of winter. Besides, as this project is designed to assist tourists in traveling through Cedar and Johnson counties, the new signs wouldn't be of much use until the next tourist season begins next spring. The Association will accept delivery on the signs before the year's end and will store them for distribution next Spring to the jurisdictions that will be involved in installing them. For now, let's plan on April 17, 1987, as a deadline for installation, so that the Association can plan a "re -dedication ceremony" for Saturday, April 18. CLERIC City of Iowa City Iowa City, Iowa 52240 Since its inception in 1972, Youth Homes, Inc., has provided housing for young people who must be cared for out of their homes for any number of emergency reasons. While the larger share of these youngsters come from Iowa City, we also serve Johnson County. Youth Homes was founded with its costs being underwritten by the City of Iowa City, Johnson County, and Coralville, and University Heights also made small contributions. Recent years saw pass-through money from the federal refugee program for the Viet Namese youngsters as providing a source of funds so that city resources were no longer necessary, and were not requested. As this program wound down, this money was no longer available so we are again turning to you for support. At the present time we have been evaluated, and are in the process of re- furnishing our house on Washington Street, and are making the extra effort to to meet an increasing demand for our services. Since we serve this community on an emergency basis, we must prepare for wide varience in our needs. However we hope to acquire new housing, and with a variety of community sources, some used furniture, for immediate use, in what promises to be a long cold winter for some of the youngsters in this community. Without parental guidance there is no one to speak for them. For this reason, the Committee on Cummunity Needs voted to recommend that the Iowa City Council endorse a loan of $100,000 for the purchase of a house to be used as a group home for these youngsters. (Presently we rent in a high -rent location.) If you will cast your vote to sustain the allocation, we can make the future one of greater promise, both for the youngsters and alsosave the grefe.r expense of sending them out of the area for care. As you well know these youngsters are expensive to feed and house and transport. Keeping them here will slow them to avail themselves of our local resources designed to help them, such as United Way, the library and Recreation center. Because of the significant aggravation and safety hazard caused to my clients by the frequent use of the alley by motorists cutting through the alley from Bloomington Street to Davenport Street, I had initially requested by letter dated July 24, 1985, that the alley be barricaded in some way so as to prevent this. However, this request was denied upon the recommendation of the Public Works Department. I then informally requested by letter dated September 11, 1985, that the northerly 150 foot portion of the alley which abuts the Peets' property be vacated by the City, so that the Peets could purchase it. However, this request was also denied in a letter to me from Don Schmeiser dated October 18, 1985, for the reason that the City was opposed to only a portion of the alley being vacated and disposed of. As was suggested in Mr. Schmeiser's letter, the Pests have talked with their neighbors to the south to determine their willingness to purchase the southerly portion of the alley at fair market value. However, none of the other abutting owners are interested at this time in purchasing any of the alley if vacated.it is bors have indi atedthat they rwould on have any objection tone of the o hallowing the Peets to purchase the entire alley when and if it is vacated. Having exhausted all other means of trying to alleviate the alley problem, my clients have decided that they would like to acquire the entire alley, and they are hereby offering to purchase said alley for the sum of $500,00. I am particularly apprehensive about its effect on Lhe rental residential business in Iowa City. I received an increase of nearly 10% on my rental properties this year, and a similar increase in times of declining and -- - competitive rents seem ill-advised. Additionally, economic conditions in Iowa and the new tax law do not dictate an increase in taxes. I think we have pushed too far. I urge you to find other means to balance the budget. Clinton St. #20 Iowa City, Iowa October 28,1986 To Whom It Concerns, In regards to the insurance liability required by the City of Iowa City on taxi cabs, I would like to request the council to re-evaluate the high costs of this liability. For the insurance required now for taxi service, the premiums have reached the high cost of $2000.00 per car. For a driver with one ticket, there is a surcharge of $266.00 and with two tickets the surcharge goes to $1093.00, putting the cost per car to $3093.00. At these high costs, it has become highly impossible to operate. For a five car fleet the costs have reached over $15,000.00. The City of Cedar Rapids has only a $20-$50,000.00 Liability. These lowered liability rates would greatly reduce the rates for which we now are required. The City of Iowa City needs this public transportation which we serve. But to maintain this service, the liability must be lowered before we are forced to close our doors. City and Yellow Cab submitted a letter on April 8,1986 requesting this same preposal. I hope this request will be reviewed and consideration will be taken for our sake and for the City of Iowa City. Thank -You for time and please help us to continue our service. Below is a list of the budgeted traffic signals and the schedule for their installation. MORMON TREK BOULEVARD/BERTON STREET This intersection was scheduled for signalization in FY87. Materials for this intersection are on order and will be received in late October/early November. The site preparation work will proceed during the month of Dcto- ber. The traffic signal hardware will be installed in November. IOWA HIGHWAY #I/SUNSET STREET This intersection was budgeted for FY87. All equipment has been ordered and will be received in November of 1986. Site preparation work will be made during the month of October 1986. The hardware will be installed in November of 1986. SUMMIT STREET/ BURLINGTON STREET This intersection was budgeted for FY87. Plans and specifications will be developed in November and December of 1986. Materials will be ordered in January of 1987. Site preparation work will commence as weather permits in the spring of 1987. The signal hardware will be installed in the late spring/early summer of 1987. FIRST AVENUE/ROCHESTER AVENUE This intersection had been budgeted for FY88. At Council's direction it has been moved up to FY87. Plans and specifications will be developed in Novem- ber/December of 1986. Materials will be ordered in January of 1987. Site preparation will be made in the spring of 1987 with the traffic signal hard- ware to be installed in the spring of 1987. DODGE STREET/KIRKWOOD AVENUE This intersection has been budgeted for FY88. Assuming Council approval of this project in the FY88 CIP discussion, plans and specifications will be prepared in April of 1987. The materials will be ordered in July of 1987. Site Preparation will be made in the late sunnier/early fall of 1987. The traffic signal hardware will be installed in the fall of 1987. -I T z SUNSET STREET/BENTON STREET This intersection was budgeted for FY88. Assuming Council approval of this project in the FY88 CIP discussion, plans and specifications will be devel- oped in June of 1987. Materials will be ordered in July of 1987. Site preparation will occur during September of 1987. Traffic signal equipment will be installed in November of 1987 contingent upon the coordinated con- struction effort made by Iowa -Illinois Gas 6 Electric. These installations will take place in the spring of 1987 in conjunction with the designation of the Herbert Hoover Highway between Iowa City, Iowa, and Lowden, Iowa. COMMENT: The Hoover Presidential Library Association has been working with the Iowa Department of Transportation to install guide signs along the Herbert Hoover Highway. A portion of Iowa City's streets will be used in this recreation of the Herbert Hoover Highway.
