The concrete work for the Dubuque Street Improvement Project is complete.
It is anticipated that the remaining cleanup work between Bloomington Street
and Church Street will be completed by Friday, November 21, 1986, and opened
to traffic.
The landscaping (sodding and seeding) remaining will be completed in the
spring since the weather will not permit completion this fall. Weather
permitting, grading and backfill along the sidewalks and retaining walls
etc. will be completed yet this fall.

The City, in 1979, completed the development of a Storm Water Management
Plan for the Ralston Creek Watershed. The plan is intended to be used
to focus capital improvements, planning, financing and conservation efforts
for flood abatement along the Ralston Creek channel.
Completed capital improvements which have reduced flooding along the creek
channel include the following:

All costs of completed improvements are for construction only and do not
include design fees, inspection fees, staff time, right of way, easements
and acquisition of property.
Capital improvements and flood abatement efforts recommended by the plan and
not completed are as follows:
I. U.S. Highway 6 to Confluence of North and South Branch
A. Channel Improvements - excavation, berms, rip -rap, gabion walls, etc.
(cost = $180,000)
1. Enlarge channel between Heartland Railroad and Gilbert Street.
2. Enlarge channel from Court Street to just north of Burlington Street
bridge and open west span of Burlington Street bridge.
3. Enlarge channel between Washington Street and Johnson Street. I,
4. Replace concrete bridge rails at Johnson Street with floodway j
type.
5. Clean out brush and small trees on bank of creek channel from Washington !;
Street to Confluence.
6. Place rip -rap at constriction just downstream of Evans and Governor
Streets, at Dodge Street bridge abutments and at outlet of Clapp .;
Street storm sewer for erosion.
7. Remove fill along north side of creek just west of Clapp Street
to provide more floodway.
8. Build diversion dike along west side of Governor Street and north
side of creek from Iowa Avenue to Governor Street,
9. Replace handrails at Evans Street bridge.
B. Major Structures (cost = $1,000,000)
1. Replace concrete box culvert located at intersection of Iowa Avenue
& Lucas Street. ;
C. Acquisition of Property, Buildings and Easements (cost = $350,000)
1. Purchase property with auto service repair shop located south of
Burlington Street on west bank of creek for demolition.
2. Purchase property located on west side of Johnson Street just south
of creek (addressed 11 Johnson St.) for demolition.

3. Purchase property located on west side of Lucas Street just south
of creek (addressed 23 Lucas Street) for demolition.
4. Purchase garage located at S.E. corner of Evans Street and Jefferson
Street (addressed 20 Evans Street) for demolition.
5. Purchase landrights along southeast side of creek between Washington
Street and Johnson Street for channel widening.
6. Preserve open space along creek in blocks bounded by (Washington
Street, Dodge Street, Iowa Avenue, Johnson Street) and (Iowa Avenue,
Evans Street, Jefferson Street, Governor Street) for overflow area
along floodway.
II. South Branch of Ralston Creek from the Confluence to "F" Street
A. Channel Improvements (cost = $350,000)
1. Construct small earthen levee on east bank from Muscatine Avenue
to Sheridan Avenue.
2. Clear brush and small trees from channel walls and place rip -rap
on both banks from Muscatine Avenue to Sheridan Avenue.
3. Provide interior drainage in backyards of homes on west side of
Rundell Street from Muscatine Avenue to Sheridan Avenue.
4. Construct gabion wall to protect garage located on east bank south
of Center Street and on both banks for 50 feet south of Sheridan
Avenue.
5. Straighten and widen creek on section of west bank between Center
and Sheridan Avenue.
6. Clear large rock and debris from upstream end of channel floor
and downstream end of Center and Sheridan Avenue bridges.
7. Excavate N.E. bank of creek at downstream end of Sheridan Avenue
bridge.
8. Remove brush and trees from channel banks, rip -rap both banks and
remove large stone from channel floor between Rundell Street and
Seventh Avenue and for 300' south of Sheridan Avenue.
9. Straighten and widen channel between Seventh Avenue and "G" Street.
10. Rip -rap sharp turns at Seventh Avenue and Rundell Street.
11. Construct berm on west bank near "G" Street.
B. Acquisition of Property, Buildings and Easements (cost = $200,000)
1. Purchase garages located at 721 and 727 Rundell Street for demolition.
2. Purchase property located at 1330 Muscatine Avenue and 1424 Center
Street for demolition.

3. Purchase garages located at 927 Rundell Street, 925 Dearborn Street
4 and 1033 Seventh Avenue for demolition.
4. Purchase floodway easement along west bank just south of Sheridan
Avenue and along east bank between railroad and "G" Street.
III. South Branch of Ralston Creek from "F" Street to Scott Boulevard
A. Channel Improvements (cost = $420,000)
1. Excavate and enlarge channel and rip -rap both banks from "F" Street .
to First Avenue.
2. Clear rubble and debris from upstream end of channel floor and
downstream end of First Avenue culvert. I'
3. Construct berm on west bank of tributary to Ralston Creek just I
upstream of First Avenue.
4. Rip -rap channel bottom for energy dissipation for 200 feet south
of Friendship Street at Court Hill Park. jr
B. Major Structures (cost = $610,000)
1. New culverts (comparable to culvert at Muscatine Avenue) at "F" i
Street and Fourth Avenue.

2. Extend First Avenue culvert 50 feet upstream.
3. Install storm inlets and sewer lines at Friendship Street and Upland
Avenue to eliminate flooding.
C. Acquisition of Property, Buildings and Easements (cost = $20,000)

Dear Mr. Goss:
At its regular meeting of November 4, 1986, the City Council received
and placed on file your letter concerning insurance liability for taxi-
cabs. You are correct that Iowa City requirements are higher than Cedar
Rapids and also higher than State requirements. This is true of most
cities in Iowa. It is the opinion of our insurance advisors that the
State standard is very low and would be inadequate in many instances.
Therefore, the Council is not prepared to lower the limits and place
the City at additional risk.

Council in September which lists pending traffic signal projects. The
Sunset Street/Benton Street project is listed on the second page and is
also the subject of a letter from Iowa -Illinois Gas and Electric Company
(also enclosed).

This intersection was scheduled for signalization in FY87. Materials for
this intersection are on order and will be received in late October/early
November. The site preparation work will proceed during the month of Octo-
ber. The traffic signal hardware will be installed in November.
IOWA HIGHWAY /1/SUNSET STREET
This intersection was budgeted for FY87. All equipment has been ordered and

ber/December of 1986. Materials will be ordered in January of 1987. Site
preparation will be made in the spring of 1987 with the traffic signal hard-
ware to be installed in the spring of 1987.
DODGE STREET/KIRKWOOD AVENUE
This intersection has been budgeted for FY88. Assuming Council approval of

SUNSET STREET/BENTON STREET
This intersection was budgeted for FY88. Assuming Council approval of this
project in the FY88 CIP discussion, plans and specifications will be devel-
oped in June of 1987. Materials will be ordered in July of 1987. Site
preparation will occur during September of 1987. Traffic signal equipment
will be installed in November of 1987 contingent upon the coordinated con-
struction effort made by Iowa -Illinois Gas 6 Electric. Attached to this
memorandum is a letter from James Nick of Iowa -Illinois Gas 8 Electric which
indicates that the utility company will have a significant effort at the
intersection to accommodate the installation of the traffic signals. As can
be seen in the attached letter, Mr. Mack indicates they will not be able to
do any work between April 1 and October 1. The installation of the traffic
signal equipment will require that Iowa -Illinois Gas i Electric has completed
their $40,000 worth of improvements prior to the installation of the traffic
signals.

Dear Jim:
The installation of the traffic light at the subject j
location will require a substantial rebuild of Iowa -Illinois !`
Gas and Zlectric Company facilities. The 13 Kv vertical
circuit must be rebuilt to horizontal so as to provide
proper clearance between the conductors and the traffic
light, standards. Estimated length of the project is five
weeks. Funds of approximately $40,000 allocated for the
project have been budgeted for 1987, however they have yet
to be approved.

The project will require careful coordination with the City L.
Of Iowa City and Iowa -Illinois as a portion of the same
circuit must be relocated in conjunction with the Benton
Street Bridge project. No construction will occur between
April 1 and October 1 as we are constrained by weather and
other already scheduled construction on our transmission

OTHERS PRESENT: Loren Leach of Metcalf & Eddy
SUMMARY OF DISCUSSION:
Helling stated that the City Council authorized Metcalf & Eddy to enter into
contracts with selected consultants for design services. It was stated that
the Council does not have to approve final subconsultant contracts.
Helling stated that he had received a letter from Joe Holland which raised
questions regarding the project timetable and interim remedial measures. This
is being addressed and any work contracts will be executed by the City Manager.
Leach stated that he is in the process of evaluating sensor model data and will
have that evaluation completed within 30 days; sensors will be ready to install
in the spring if recommended. Discussion followed regarding transmission of
information and Leach indicated that Metcalf & Eddy will provide additional
design information to the Committee by mid-November for the south plant and
mid-December for the north plant.
The Committee discussed Metcalf & Eddy's Basic Project Development Report and
attempted to refine site selection criteria as well as various treatment process
costs and sludge handling costs. Treatment processes and other operating costs
were discussed listing advantages and disadvantages inherent in each site. Leach
stated that this report does not reflect an inflation factor and that report
revisions will show a break-even point and inflation factor as well as advantages
involved with each site. Sludge transmission and disposal 'methods were discussed
and the desirability of having a backup system was evaluated. Cost considerations
were discussed and Leach indicated that the revised report would reflect refined
figures. It was stated that the City's land acquisition person will be contacting
land owners and preliminary appraisals will be acquired.
Helling asked the Committee to give consideration to the public relations program
for discussion at next weeks meeting.

The Iowa City Human Rights Commission recently received an award for their { ;<
cable TV show: A Civil Tongue. On Saturday, November 8, 1986, Heritage
Cablevision presented their third community programming awards. The host
of A Civil Tongue, Anthony Haughton, accepted the award. A Civil Tongue
airs weekly on Channel 29 at 6:30 PM. Eleven shows since October 1985
have been produced and topics include: housing discrimination in Iowa
City, the gay and lesbian community, sexual harassment in the work place, j
the deaf community in Iowa City and Apartheid in South Africa. Comments j
