HomeMy WebLinkAbout1985-06-04 CorrespondenceIMPROVED HANDICAPPED ACCESSIBILITY TO WILLOWCREEK NEIGHBORHOOD CENTER - GRACE COOPER - In late 1984 Bob Vander Beek presented a proposal to the CCN committee for $3,500 in COBG (85) funds for improved handicapped accessibility to the Mark IV/Willowcreek Neighborhood Center, which the Council approved. Part I The proposal was for the removal of architectural barriers prepatory to: 1. Lowering the curb and building a ramp. 2. Adding new sidewalk, front. 3. Adding new rear sidewalk. 4. Adding anew rear ramp to door sill. Part II Remaining two single pole switches. Part III 1. Installing four doors and four door headers. 2. Purchasing sheetrock and tape. Part IV 1. One Gerber handicapped stool elevated to proper level. 2. One seat. 3. Two 24" grab bars. 4. Resetting of lavatory. 5. Finishing floor around stool. They began taking bids for subcontracting in carpentry, concrete, plumbing and electrical February 18 and closed the bidding March 20. Final selections were made March 29. Improvements began April 15. Work was to be completed May 30 with an extension to June 30 for weather considerations for concrete work. As of yesterday, May 20, all work was completed except the bathroom floor repairs and the handicap zone designated and sign installed. It asked our view about puting in a sidewalk on our little street. We wrote back that we didn't want it, that one of the selling pointe when I bought this house one year ago was that it had no sidewalks that having a sidewalk to shovel in winter would cause a hardship due to problems of physical handicap. The city later wrote back saying that results of the survey had tended to whybdidetheyve, but bother askingere us?)going it would beto build a sidewalk south sidoof the street. (We live on the north side.) Now we have another latter (May 16) stating that they are go ng to build it on (mostly), the north side afterall as putting it on the south side would be disruptive to existing development and mature vegltation. northTon decision. That is seven out of ten property owners that we know of, meaning 70%' 0n the south side of the street, five property owners are affected.. It appears that two lilac bushes might be affected. Wd do not need or want any sidewalk on the north side of the street.. We ourselves have no need for one on the other side of the street either. We,urge that this project be abandoned and that the CBDG funds be reallocated to repair existing sidwalks in other areas that are in bad condition. Dna appiication from the Donahues requests the rezoning of one acre from Al to RS in Area 6 of the Fringe Area Policy Agreement. The other request from the Frees seeks rezoning of 40 acres from Al to RS in Area 4. The policy statements for Area 4 and Area 6 are very similar. They discourage residential development and envision agriculture as the preferred use. On the face of it, the two requests are inconsistent I with these policies. The Council feels, however, that there are distinct differences in the applications as they relate to the area policies. i i The Donahue request is for one acre in the middle of a 12.5 acre parcel which the Donahues have stated will remain in agricultural use. The particular walk that interests me, as school principal at Hoover, is the walk on the west side of First Avenue from Washington to Court Street. With the information that I have, I oppose the addition of this sidewalk for the following reasons: 1. Present sidewalks route the children from the east side of First Avenue to the adult guarded crossing at First and Court. 2. The lack of sidewalks on the west side of First Avenue channels the children who live on the west side of First Avenue to cut through City High grounds to Hoover. In two years there have been no complaints of problems with older children bothering elementary students. 3. Presently, there is no reason for an adult or cars to be next to the school playground. This calls attention to any "strange" adult who is observing the children so that we are alert to possible problems. For these reasons, from my viewpoint, I see that the sidewalk is "fixing something that isn't broken." It may, in fact, cause children to cross First Avenue before the guarded corner to join friends or take a "perceived" short cut. It may add adults outside the school fence who can say they have a right to be there, using the 5ldewalk. The school district has several questions as to why this sidewalk addition is being proposed by the City Council. The school district is very concerned about the safety of children and feel that the installation of this particular sidewalk will not improve a safeiiy concern but rather will contribute to a safety hazard. Presently the intersection of First Avenue and Court Street is a designated crosswalk. A crossing guard is on duty to insure safe crossing of students attending Hoover Elementary School. If we establish a sidewalk on the opposite side of the street, students will be crossing at junctions other than the First Avenue and Court Street intersection creating a safety concern. In addition, the intersection of First Avenue and Court Street is a four-way stop which provides for safe crossing when crossing guards are not on duty. The area that the City Council is proposing that the sidewalk be installed is directly adjacent to the district athletic field. Frequently we have a great deal of traffic in and out of Bates Field. This traffic would be crossing the proposed sidewalk and would represent an additional safety hazard. Because of the above identified concerns, the district respectfully requests that this section of sidewalk not be a part of the proposed assessment project. Thank you for your attention and I hope that you are listening to what we the people of Friendship Street are saying. We have observed the foot traffic in our neighborhood as 14 year residents of Friendship Street.and are concerned with safety and convenience as are the rest of the people of .tfic kieighuorhood. Now the people or the City of Iowa City connected with the Sidewalk Improvement Plan have created a solution for a problem which does not exist. My wife and I are avid exercise walkers, so in addition to observing foot traffic, we are participants. Our observation are as follows. Friendship Street between let Ave. and 7th Ave. to our knowledge contains four households that have or will have school age children and those homes are strategically located so that insignificant east -west travel is required In the route to school. School traffic in this segment j of town whether it be elementary, junior high or high school primarily requires north -south routes to reach the mayor access to the schools. In addition to north - south travel on sidewalks, there is a great deal of foot traffic in the north -south alley ways. So much alley traffic Indicates that many choose not to make use of the sidewalks. In our location, we discontinued raising household pets due to continual teasing by the people using the alley ways for walking thoroughfares. The small number of people who do use the east -west foot route on Friendship between let and 7th are able to use the south sidewalk that is almost totally complete. During the winter months, there is less foot traffic reducing the requirements of a needed sidewalk and the costly necessity of keepinE. a sidewalk cleared of snow that no one would be using anyway. Naturally, ona of the concerns is the burden of monetary Investment upon the Friendship Street property owners. There is no more reason to install walkway now, than there was in any of the previous years. The investment is outrageous and in some individual cases it is almost devastating. The sparse development of the north side i ,IN I of Friendship Street creates an overwhelming burden on individual homeowners. I suggest that you, the members of the council, re-evaluate the validity and necessity of the sidewalk improvement plan along the north side of Friendship Street. The property in question needs fill to be used properly. As the fill is being brought in by the truck load, the proposed sidewalks would be broken. The estimated cost of this project is $4,000. Copies of letters and a petition from these residents are attached. The block of G Street for which CDBG assistance is requested is a part of the Creekside Neighborhood Improvement Area and meets the objectives of the Community Development Block Grant program. As you may recall, in November 1984, the Council approved a $23,200 alloca- tion of 1985 CDBG funds for the installation and repair of sidewalks on Muscatine Avenue and Seventh Avenue Court. The Committee on Community Needs, at its May 21, 1985, meeting, recommended that the Creekside sidewalk allocation be increased by $4,000 in order to fund the sidewalk proposal on G Street. These funds are available• through the 1985 CDBG contingency set aside. Unless Council objects to this proposal, the G Street sidewalk project will be included in the CDBG-funded Creekside sidewalk program. They are often in jeopardy since some motorists seem to enjoy driving down G Street at considerable speeds. Without the sidewalk, it 'seems that an accident is just waiting to happen. Again, we strongly encourage the installation of the sidewalk. Correspondence from the DVP, accompanied by their architect's presentation notes, cost estimates and floor plans, are enclosed with this memo for your review. Please refer to the minutes of the May 21 CCN meeting for the discussion about this recommenda- tion. Many of you are aware that the City assisted in the establishment of the DVP shelter in 1980 by providing $80,000 in CDBG funds to acquire and rehabilitate the house in which the shelter is now located. At that time, minimal rehabilitation was done at the shelter; most of the funds ($70,000) went into the purchase of the property. Representatives of the DVP approached city. staff in April to inquire about possible funding. Since there existed an unusually. large CDBG. contingency fund this year ($68,706), it was suggested that the DVP could either request funding now or wait until fall to request 1986 CDBG funding. -`-`chis year's contingency fund resulted from an unspent carry over from 1984, a planned "cushion" for 1985 federal funding cuts (these were less than anticipated), and the proceeds from the sale of land earlier this year. It should be noted that the DVP would be responsible for raising about one-third of the funds needed for the shelter's renovations if the $50,000 recommended by the CCN were to be granted. An ad hoc committee has been formed by the DVP to raise the necessary funds this year. The staff will be pleased to provide any additional information that the Council may wish concerning the DVP's request. The funds would be used to remodel the DVP's shelter house in order to make more efficient use of space and to better accommodate the numbers of women and children using the facility. We have been operating as a shelter for battered women and their children for 4h years. During this time we have seen a tremendous increase in the use of our facility: our average daily occupancy in the first six months of operation was 5-6 people; it is now 13-14 people. To date we have been operating at a survival level, meaning that we have had only enough funding to maintain basic services and provide for minimal up -keep of the building and grounds. Over the past several months we have been developing a capital improvements plan for the shelter. Based on our experiences over the past 4+ years, we have included the following major elements in our remodeling plan: 1) Expansion of kitchen 2) Construction of inside staircase to basement where playroom, bedrooms and one staff office are located. (At present we must go outside to get to this area.) 3) Remodeling for handicapped access (ramp, bathroom, bedroom) 4) Remodeling to maximize bedroom and office space Drawings, a detailed list of changes and cost estimates will. be given to you on or before the May 21st CCN meeting. At that meeting Robert Burns, our consulting architect and representatives of the DVP will be available to discuss particulars.
