"DICK" LEE AWARD. a) Jeffrey Fink Bailey: Would the members of the Police force come forward who are here to help represent this award. Karr: Here to present the award is Police Chief Sam Hargadine, members of the Dick Lee family, Terry Parker, and Rick Lee, and Officer Fink who will be receiving the award. Bailey: Well, thanks for coming down. This is a really significant (unable to understand), significant award, and I'm proud to be up here presenting this to Officer Jeffrey Fink, and I'm going to read what the award says. This annual award is presented to an Iowa City Police Officer who best practices the profession of policing with dedication and generosity, exhibits dignity and understanding at all times, has a genuine compassion for people, both citizens and fellow officers, and demonstrates unique ways of policing. This year's recipient has lived out the qualities of this award through his expertise in the Spanish language. He is able to establish immediate communication in a professional and compassionate manner that would not be as effective without this skill. Further proof that he is well liked, appreciated, and respected by his cohorts is shown as this award is selected annually by the Iowa City Police Officers themselves. It is with great pride that this award is presented to Officer Jeffrey Fink. (applause) Hansen: Uh, thank you very much to, uh, Mayor Bailey and the City Council. We appreciate, uh, all the support you give to the mentoring programs here in Iowa City. I've brought some friends with me today. We have three, uh, mentoring matches, uh, two part of the Big Brother/Big Sister program, one aschool-based mentoring match, and the other acommunity-based mentoring match, and then we also have a match with the academic mentoring program. I'll allow them to introduce themselves. Chris: I'm Chris, and I'm (mumbling) um, and we've been in the school buddy's program for four years. Sanders: And my name is Doug Sanders, and Chris is my school buddy, and as he says, we've been matched for four, four and a half years. Andrews: My name is Markayus Andrews, and I've been in the mentoring program for two years, and this is my first time meeting the Mayor, of course (laughter). Nice to meet you too! And here's my mentor (mumbling) Braverman: Hi, I'm Jody Braverman, and uh, I'm in the adult mentoring program with, uh, with, uh, Markayus, and if I can do it, anybody can do it (laughter) so I... Jenna: Hi, I'm Jenna. Me and Peg have been matched for six and a half years. Boshka: Hi, thanks for the honor, and my name is Peg Boshka, and I've, uh, gained a lot more than I've given in this endeavor, and I'd encourage everyone else to try it. Frank: I'm Lorraine Frank and I run the academic mentoring program, Iowa City Schools, and have partnered with Big Brothers/Big Sisters in that endeavor, and really appreciate the acknowledgement of mentors and, uh, the mentoring programs and all the help and support they give the kids in the area. Wade Week: January 21-27, 2008 Bailey: (reads proclamation) Karr: Here to accept the proclamation is Karen Kubby, Executive Director, of the Emma Goldman Clinic. (applause) Kubby: Thank you, Mayor Bailey, City Council. As one of the many non-profit health care organizations our community, um, we have a lot in common. You wouldn't think we have a lot in common with the V.A., for example, but because of the health care services that we provide, both gynecology and abortion, we have people coming from all over the Midwest, coming to Iowa City to receive health care. We're also seen in...in Eastern Iowa as a model non-profit community, and provide a lot of mentoring and a lot of, um, help professionally in running anon-profit, and so it's nice to be recognized by local government as being one of those organizations that...that strives to do better all the time, and challenges other non-profits to do well too. You want to invite people to help with the celebration by joining us at our choice dinner, which will be held January 26t" at the IMU, um, people can go to emmagoldman.com to get more details there. I think as I said to you that this is one of the, um, favorite things that we get to do as Council and one of the advantages to being on City Council is we get to hear about the great things that people are doing in our community, and I've asked Abbie to come up here and help because it's really significant, and L ..I wanted to emphasize, um, what is possible as you get involved with your community. Abbie is our Student Liaison from the University of Iowa Student Government and involved with Council, so your community involvement can also span the rest of your life. Abbie, did you want to say anything before we do this? Okay. So, I'll have you read your statements, and then hold that microphone really close so we can hear you. Miller: Hi, my name is Moira. I think I was chosen for the Outstanding Student Citizen Award because I represented my class in fourth grade as a Student Council representative. I have been in safety patrol since fifth grade. In fourth grade, my persuasive essay and poem were published with other pieces written by fourth through sixth graders around the U.S.A. I try my hardest in school and I participate in class discussions, and I am a leader in group discussions. I, um, help other students when they need assistance. I am honored to represent the Lincoln School and accepting this award. Thank you. (applause) Cocomise: Hi, I'm Stephanie, and I think I was given this award because I have helped with a variety of very important responsibilities around Lincoln. I think by volunteering to do these activities, I have shown that I am responsible, helpful, and dedicated to the jobs that I'm given. So far this year I have served in newsletter, safety patrol, kindergarten reading, lunch serving, and peer assistance. I am very proud and honored to receive award tonight. I want to thank Lincoln, its teachers and principal for choosing me to be one of the three to accept this award. Thanks! (applause) Alberhasky: Hi, I'm Grayson and I believe I was chosen to have this award because I stay out of trouble, I turn in all of my assignments for class on time, I'm always trying to make kids laugh, and I can socialize with everyone. I love that kids...wait, I hope that kids think and look at me as a friend. I also try as hard as I can on my assignments. I also care a lot about how well I do in school. I don't just try as hard as I can on my assignments. I try my hardest to be a nice person. Most important thing to me is to be a good person. Once again, we're really glad you're here, and I've asked Council Member Mike Wright to help us do the awards, um, your school is in, well, my neighborhood, as well as Council Member Wright's neighborhood, as well as Council Member Hayek's neighborhood. So, very popular school district, I think. (laughter) So, once again, you're going to state your name and read your statements so we know what great things you've been doing in your school to get this award. All right, and hold the microphone really close. Shepherd: Uh, hi, my name is Eli Shepherd. I was born and have lived in Iowa City my whole life. Um, I was kind of surprised to win this award, but I'm thankful for people who voted for me. Uh, I go to Horace Mann and I'm in sixth grade. I take a seventh grade pre-algebra class and a sixth grade class, and I played the violin for seven years, and (mumbling) with skateboard and (mumbling) I'm going to Southeast next year. I mean I have to do all the homework (mumbling) (applause) Baek: Hi, my name is Jiyoon Baek and I'm so happy that I earned this award. I have been in Iowa City for one and a half years. I moved here from Korea. I really like my classmates and my teacher, Mrs. Milligan, who helps me a lot. I have many friends who helped me when I came to Iowa City. I like to swim at the park in the summer and have snorkel fights and go sledding at the West High hill in winter. I really enjoy taking art classes, too. (unable to understand) Thank you. (applause) Tryzna: Hello, my name is Julia and I'm a sixth grader in Ms. Taylor's class. I came from Poland to the United States four years ago in second grade. My favorite subjects in school are P.E. and art. I live with my mom Marta, stepdad Dominick, older brother Jacob, and baby sister Olivia. I really enjoy the Iowa City schools because you get to go on field trips to interesting places. In Poland, schools are very strict and you get lots more homework. In my free time, I like to play outside with my friends, play games on my computer, read and practice my violin. I have played the violin for two years. I have a lot of friends at Horace Mann. I'd like to thank them for voting for me to be Outstanding School Citizen. When I go back to Poland, I will miss all of my friends that I have made here. Thank you. Bailey: This is a time for items that are not on the agenda. If you have, uh, comments to make about an item that is not on the agenda, please step to the podium, provide your name for the record, and limit your comments to five minutes or less. Felling: Good evening, I'm Chuck Felling, I'm on the...Senior Center Commission, and I'm here to, uh, cover just three brief points. First of all, uh, we're very excited at the Senior Center that the membership is now over 1,000, and uh, sadly, Betty Kelly has finished her term on the Commission and now it's up to you to find someone nearly as good as Betty is at the job she does. She's very devoted, very trustworthy, and uh, leaves the rest of us in the dust sometimes. I'd also like to cite this publication that you probably received, and especially on page 7, where we have listed some items that were funded by bequests and donations to the Senior Center. It's very, very nice to be able to have this flexibility in funding to do things like purchasing the assembly room tables and chairs, uh, improving the lighting in there for the art exhibits, and also to, uh, purchase equipment for the Senior Center television station that is really, uh, the first in the country. I guess there are a few more senior centers that have followed suit, but the people in the Senior Center TV. group have really done a nice job and perhaps you saw Claire. I think she, uh, interviewed each of the candidates who came through Iowa City during the recent, uh, caucus. Thank you. Bailey: Thank you. Gustaveson: Good evening, my name is Craig Gustaveson. I'm President of the Downtown Association. And we are here to talk to you about, uh, snow removal in downtown, or as we feel, the lack of, uh, snow removal in the downtown. We have a letter that was forwarded to Dale. We have, um, approximately a hundred and some signatures that we'd like to present to the City Council, uh, from mainly from businesses downtown and some citizens that also wanted to share it, to sign it, to voice their concerns about snow removal downtown. LJh, I guess first of all I'd like to, you know, thank the City for the partnership we've had over the last few years. We have seen a great partnership with the Downtown Association, the downtown in general, when we look at the investment in the Englert Theater, um, the Pedestrian Plaza, uh, the City being the sponsor, the main sponsor, for the Summer of the Arts, uh, our Christmas lights this year, and um, and even partnering with us with the Marketech survey and the marketing niche downtown. We feel like the City has really made a commitment to downtown, but it's kind of like we haven't gone quite far enough. You know, all of these are good, but if people can't get down to our downtown stores in a manner where they can get in the parking ramp, This represents only a reasonably accurate transcription of the Iowa City City Council Formal meeting of January 15, 2008. #6 Page 10 uh, the parking stalls, uh, crossing the street without slipping and sliding, um, even from the standpoint, um, somebody that's confined to a wheelchair. It's almost impossible to get through the downtown area, and a good example a couple weeks ago when we had that six, eight inches of snow, one of our customers, who is confined to a wheelchair, got off at the, in front of the Hills Bank, and had to go all the way down to Dubuque Street, down Dubuque Street, back up Iowa Avenue and then down Clinton Street to get to our store because he couldn't cross any of the streets because of the snow and ice that have accumulated in the curb cuts, and even though he was in a motorized wheelchair, he couldn't get across those intersections. LTh, a lot of people, uh, particularly elderly -I've talked to a lot of businesses, we're getting signatures, said that, you know, their customers come downtown, maybe their elderly. They stop, somebody drops them off in front of their store, and literally they've had to come out and either help them out of the car to get over the snow and ice to get to the stores. A lot of times in front of the stores with the accumulation of snow it can be sometimes, particularly that last snow, uh, I mean, it was knee deep on me in places. So it is almost impossible to get, you know, to a lot of the stores. On December 23rd we did have a pretty unusual snow. We had about six to eight inches of snow that fell over night. I was down at our store at 6:30, or 6:15 in the morning on Sunday morning cleaning our sidewalk off, and across the street on Clinton Street saw a snowplow plowing where the buses, uh, stop, an end- loader moving the snow out, and I thought, great, they're going to come down and, you know, the last day, the last weekend before Christmas we're going to have the downtown cleared. I came to work at noon and not a thing had been touched, and you know, this is the last day before, you know, the Christmas holiday and a lot of customers were complaining, um, that they couldn't get around and for us, it's not only just an inconvenience, but this is our livelihood, and when we can't get our customers down there, it hurts all of us. I'm not going to, you know, drag this on, you know, I could give you story after story. One of the things we'd like to do as a downtown association is to meet with Members of the City Council, the City staff, the City Manager and talk about our concerns and some of the problems we've had, and, uh, see if we can work something out for either the rest of this year, and particularly next year, so we can get something in place that downtown does become a priority, that snow is removed on a timely basis, and that we aren't hurting our commitment that we've had from you and from the downtown. So, we appreciate your time and we would like to get a meeting set up. I would like to present this to you if I may, Regenia. This is the letter (unable to hear)...thank you. Smith: My name is Paul Smith. I own Austin Burke Clothiers downtown on Clinton Street, and I'm here just to relay a story to you about the snow removal on that day, on December 23rd. I came through downtown at 10:45 in the morning, just to check out the conditions, and we didn't open until 12:00 that day since it was a Sunday, and I came into town, downtown, from Dubuque Street, from the north, and I turned right onto Washington Street and that street had not been touched at 10:45 in the morning. I barely made it through that street to Clinton Street. I turned left to go south on Clinton Street and only the southbound lane of Clinton Street had been cleared. Uh, when I turned left onto Washington Street, that street hadn't been cleared at all, and as I went farther to the east, in front of the Englert Theater, I had to get out of my car with my son and push a car that was two cars ahead of us through the street. They were not in a parking stall. They were in the middle of the street. LTh, and the car that was behind them had a rough time getting through too, and I got through because the two of them had cleared my way, but the point of this is that it's embarrassing to me as a businessman when customers come downtown and all afternoon, every customer that walked in the door that day talked about how bad the streets were. And we work really hard to try to make downtown a wonderful place to be and I believe the City has done a good job helping us maintain our downtown, but I think this needs to be a priority, um, because if we can't get customers to the door, we can't be there, and there's a lot of competition that we have with other areas of town that have private parking lots where they come in overnight and clear those out, and I realize that...that's something that they pay for, but the streets downtown are public streets. The buildings downtown are taxed, and I can attest to the taxes that I end up paying through my rent downtown, and I just feel like we need to make it a priority to make downtown a more viable shopping area, because we don't have the number of retail stores that we used to have, uh, it has nothing to do, I don't think, with the current snow, but I do think that that's just one more issue that we have to deal with as business people downtown, and it makes This represents only a reasonably accurate transcription of the Iowa City City Council Formal meeting of January 15, 2008. #6 Page 12 it difficult, uh, when we can't get people through out doors. So, thank you for your time. Bailey: Would anybody else like to address the Council? Dickens: Terry Dickens, I'm from Herteen and Stocker Jewelers downtown. I'm not going to beat a dead horse, but I had to push twelve of those cars out of the intersection, and I'm too old to do that anymore! Um, my big concern, we've been downtown for 50-some years, the panhandling. I think we need to look into an ordinance. I know Boulder, Colorado, we've spoken to them. They do have something. I remember going to Seattle. There's signs up all over town: do not give money to panhandlers. There's plenty of services in this town that can help. I know we try to donate to as many of those as we can. So, besides the snow, panhandling is making a big concern for us, whether we remain downtown, uh, I know we've been there SO...my dad's been there 57 years, and this is the first time we've ever considered moving out of downtown. So, just take it into consideration. Bailey: We talked about this at our Economic Development Committee meeting today, and I'm certain that we'll be discussing it. Champion: You know, I hope we'll move it up, because one of the reasons we give for not allowing parking after 2:00 A.M. is that we can clean the streets and get rid of the snow, and it's simply not happening. Bailey: ...will be on our pending list, I'm sure. Any other comments? Okay, before we proceed, I just did want to note that there is an empty chair, and unfortunately Mayor Pro Tem O'Donnell is ill tonight, and we all wish him a speedy recovery, and um, hope that actually he's getting better and not actually watching at home. Correia: Well, I read through the business plan, and as somebody who knits I'm very excited for this business to be in the, the northside neighborhood market area. I think it's a great addition, um, so I was pleased to see that, that we were able to fund this small business. Bailey: Do you have any additional comments, Tracy, about the business, or...or the (mumbling. Hightshoe: Yeah, we're excited. When we started funding them, we went through our underwriting guidelines back in fiscal year 07, uh, we made some alterations. After that we tried to, well, we sent out and we marketed the fund to commercial lenders, and we were hoping that every commercial lender, they might have one or two businesses each year that they see, that just misses their underwriting guidelines but they're businesses they'd like to fund. They think, they believe they'll be viable. They're there for the long-term. And so that we can expand the working capital of the small businesses. So, recently we have worked in conjunction with SBA programs, and the Home Ec workshop received funding through Hills Bank for a, it's a State of Iowa Treasurer "Lift Program," so our funds will be in conjunction with those, um, that's offered through Hills, um, the business will be receiving technical assistance from the Small Business Development Center, so we wish the business well. We hope, um, we award funding to them. Hightshoe: This is also another business that has been funded, uh, through a local bank with a SBA loan that we're using our funds in conjunction with theirs in order to expand the capital so that they can proceed with expansion. Correia: And so this will be adding a...another sit-down pizza. Hightshoe: A second location. Their first location is for, um, mostly delivery. There's no seating capacity, so this'll be a location in the downtown area, in the Pedestrian Mall, that will provide, um, seating capacity, and all delivery will remain at their current location. Correia: I want to give all of you information about the free tax preparation clinics that will be starting here, up here, February 3rd. If you all recall, I had attended a National League of Cities and United Way of America, um, leadership conference in July with, uh, Connie Benton-Wolf from the United Way, um, to get more ideas and information about how communities around the country are forming collaborations to bring free tax preparation services to, um, tax filers to access the IRS volunteer income tax assistance program, as well as to encourage filing of the Earned Income Tax credit, child tax credits and other credits. Um, many communities are finding that this is a real economic boon to the community, both for individuals, um, that receive the, uh, um, their refund back, um, and are able to, um, save as well as spend that, those dollars in the local community. So this collaboration is continuing with, um, University of Iowa, Johnson County, City of Iowa City, United Way, um, we've received some grant funding to help this year from Community Foundation and ISE Adventures, um, and we're working to pull some financial institutions in as well. So, um, there's information available on the Internet, the web site is on the flyer, and so we're real excited. We're offering Spanish translations at all but one of the sites, um, that the community partners felt needed Spanish translation, so we're excited about being able to offer that, as well, so...
