Subject: City Manager Selection Process
Dear Mayor Bailey and Council members,
It is the sense of FAIR!'s steering committee that the city manager hiring process schedule proposed by
PAR (in the January 3rd Council packet) does not promote meaningful public interaction with the
candidates, does not allow the public adequate time to give feedback to the council, and is so tightly
scheduled as to be unfair to the individual city manager candidates, the council, and the residents of
Iowa City.
We suggest:
1) Schedule first and second round interviews on different days so that the Council can better
process information about the pool of candidates.
2) Schedule the "Meet and Greet" time at the end of the second round of interviews, during which
each individual candidate (without other candidates present) has 5 minutes for a brief presentation and
10 minutes for structured Q&A from the public. Once all of the individual candidates have presented
and taken questions, a combined social event would follow.
3) Give the public 2 days to submit feedback to the Council before the final decision is made.
As our former city manager was in the position for 21 years, we believe it is imperative, and makes
sense from an investment perspective, to promote a process that is transparent and fair to all concerned
so that the council makes the best hiring decision possible. We hope you will take our suggestions under
advisement as you decide the best process for making this vital hiring decision.

Subject: constitutional rights
Donna Holman has been set up from the day of her arrest. She did what every other abortion protestor in
America does, she tried to talk the women out of an abortion and offer her help. We are supposed to
have freedom of speech in this country. What happened to Donna's rights?
Donna Holman did not receive a fair trial. Her accusers did not show up in court. Her trial should have
been thrown out when they did not show up. Shame on Iowa City.
Why was Donna not allowed to show a video tape of the events of the day? What is Iowa City hiding?
She has the proof and is not allowed to present it. Shame on Iowa City.
How often does Iowa city order people to go to a psychologist and take drugs? This goes against the
Bible. I do not believe in psychology and neither does Donna Holman. It is horrific that a judge can
order someone to do this against their religion and put them in jail when they refuse. Shame on Iowa
City.
Though subpoenaed by the defense, Donna's accusers did not show up for court. Judge Karen Edgerton
ruled that the defense did not need Donna's accusers to conduct a fair and impartial trial. When Donna's
accusers failed to appear her case should have never to trial.
The 6th Amendment to the U.S. Constitution states:
"In all criminal prosecutions, the accused shall enjoy the right to a speedy and public
trial, by an impartial jury of the State and district wherein the crime shall have been
committed, which district shall have been previously ascertained by law, and to be
informed of the nature and cause of the accusation; to be confronted with the witnesses
against him; to have compulsory process for obtaining witnesses in his favor, and to
have the Assistance of Counsel for his defence. "
When her accusers failed to answer their subpoena, the charges against Donna Holman should have been
dismissed.
Sylvia A. Lewis's clumsy appellate ruling is further evidence of the collusion of baby-murder in Iowa
City ,Iowa ,where the rule of baby-murder reaches to highest places in government. Sylvia A. Lewis's
put in her ruling that the framing took place at the Emma Goldman clinic which is a lie. Is this how she
got away with the ruling? Shame on Iowa City.

Subject: Downtown Snow Removal and Street Cleaning
Iowa City Council:
I have owned the business Domby at 122 E. Washington St. for the past 14 years. For that length of time I
have been trying to get the City of Iowa City to respond to issues that affect the downtown, usually to no avail.
With the new city council, mayor, and city manager I have renewed hope.
The most pressing issue now is the ongoing city policy or lack of policy on snow removal. Hopefully with the
input from the downtown consultant, the Downtown Association's action, and the "real" Iowa winter we are
having, action can be taken immediately. The downtown has no priority for snow removal. After the last major
snow several weeks ago, Washington Street was not plowed for 2 1 /2 days. The small cul de sac where I live
was plowed out the night of the storm! On Monday morning, two days after the snow, I watched a man with a
plow clean out the handicapped parking spot in front of my business. I went out and asked him when they were
going to plow the street and he said "that is not a priority right now." Because of the depth of the snow a
handicapped parker couldn't get to the parking spot let alone get out of their car after they parked. The priority
is the bus routes? Isn't the downtown the main bus route for all busses? What about a snow emergency no
overnight parking in the downtown like most cities have? When it snows in Chicago (or even Cedar Rapids),
the snow is removed immediately from the downtowns. The citizens wouldn't stand for anything else. Mayors
have been defeated if they can't remove the snow.
Another issue is street and sidewalk cleaning in the winter. This lack of cleaning in the winter is most evident in
the thaws as we just had in January. The city says it cannot clean streets in the winter. This lack of
cleaning goes until April. Last year I called councilperson Mike O'Donnell who finally got action. One year I
took pictures of the trash and sent it to the city. The city excuse is always that the snow plows (which
we seldom see) have replaced the cleaning machines, or they say they don't have the manpower. I have
suggested a man with a broom and a big dust pan could clean the downtown streets and gutters in an
afternoon.
I hope the new council could be vigilant on these two immediate issues. Check out the snow removal. See the
trash in the streets. The ped-mall is cleaned routinely in the winter. Please don't neglect the remainder of the
downtown. As city council, can't you tell the city what to do?

Dear Council Members:
I was unsure who to contact, but my question pertains to waste disposal rates.
My fiancee and I throw away approximately one 13 gallon bag of trash each week, which weighs no more
than five pounds. Many weeks we do not even set out the refuse container, which saves the city time and gas.
We recycle 10-15 pounds of scrap metal, mixed paper, newspaper, corrugated cardboard, and plastic each
week. We compost our organic material.
We pay a flat rate of $10.40 a month to throw away next to nothing. Our household is essentially being penalized
for social and ethical responsibility and efficiency. Five pounds orone-hundred pounds, we all pay the
same $10.40.
The city reads water meters electronically, perhaps we could measure and bill for refuse electronically as well?
Or perhaps a Pay As You Throw program, like the City of Dubuque has implemented:

If city refuse is compulsary for all Iowa City households, recycling should be as well. A resolution mandating
recycling of materials otherwise destined for the landfill would save the City of Iowa City and its citizens
thousands of dollars.

Iowa City/Coralville Jaycees funding request for Iowa City
Fireworks

The Iowa City/Coralville Jaycees have been organizing the Iowa City
Fireworks for over forty years and have enjoyed the experience both for
what it brings to the community and as an opportunity to develop our
members' leadership skills. Our goal over the last few years is to make the
Iowa City Fireworks an all day, family friendly event. To that end, the
Jaycees have put together children's games, a concession stand, a VIP tent
for our volunteers and sponsors, and a live radio remote that syncs to the
firework display. New for this year, we are introducing a kickball
tournament.
In the past two years the Jaycees have introduced a marketing plan for the
Iowa City Firework show as well as our other two major events. The goal of
the marketing plan is to increase local involvement with the fireworks by
bringing in more businesses to help sponsor the show and in return they
receive some advertising leading up to the event and on the 4`h of July. Last
year we were able to get in kind donations for advertisements from the Press
Citizen and Imprinted Sportswear and extremely discounted ads from
Mediacom and KRNA. Last year was our most successful year fundraising
for the event. We were able to raise almost $11,000 from businesses in the
Iowa City area in addition to the generous sponsorship from the City.
Unfortunately, we do expect donations for the event to level off or decrease
slightly this year. We had~a major technical problem with last year's shows
that forced J&M Displays to fire off the remaining fireworks manually. This
was the first technical problem we have had with J&M Displays in the 28
years that they have produced the show. J&M Displays has expressed their
disappointment at how the show went off last year and has assured us that
this year's show will be better than ever.
We have included a rough break down of our budget on the original funding
application. The Jaycees main financial goal with the firework project is to
increase our business sponsorship base to where the Jaycees do not have to
fund the project out of the general fund and to level off funding from the

Thank you for offering funding assistance for the various permit fees that are required for
the moving and restoration of the Wetherby Cottage. We are getting the go-ahead for
loading the truck next Tuesday and hope to see the building traveling north on Governor
Street on the morning of Thursday, the 31~`. Hopefully, too, it will become another
ornament of the City in a year or so. Ken and I very much appreciate your support.

RE: Disapproval Recommendation for One Eyed Jakes Liquor License
Due to the imminent life, health and safety concerns presented by violation of the International
Fire Code regarding means of egress width, interior finish and fire stopping requirements, the
Fire Department recommends denial of One Eyed Jakes application for renewal.
The Bureau of Fire Prevention inspection conducted on November 30, 2006 noted the following
violations:
• General Safety
^ Third floor ceiling-Class B finish required
• Holes in ceiling may contribute to extension of fire into attic and concealed
spaces
• Means of Egress
^ Stairway width shall not be less than 44 inches
• Actual stairway width is 38 inches, reducing egress efficiency and safety
^ Assembly main exit must be sized to accommodate 50% of the total occupant load
The Bureau of Fire Prevention inspection conducted on December 14, 2007 noted the following
violations:
• General Safety
^ Third floor ceiling-Class B finish required
• Holes in ceiling may contribute to extension of fire into attic and concealed
spaces
^ Penetration through third floor north wall-fire stopping required
• Hole in wall may contribute to extension of fire into attic and concealed
spaces
^ Heat detectors on second and third floor need to be replaced
• Means of Egress
^ Stairway width shall not be less than 44 inches
• Actual stairway width is 38 inches, reducing egress efficiency and safety
^ Assembly main exit must be sized to accommodate 66% of the total occupant load
(Current doorway later determined to be compliant as it can accommodate 2/3 of
current occupant load of 299).

Because of ongoing compliance discussions, and to allow the establishment opportunity to
remedy the violations, the Fire Official did not oppose liquor license renewal last year. After
these discussions failed to produce compliance, two municipal infractions were issued on March
9, 2007. Subsequently, the business owner has challenged the citations and a hearing is pending
in District Court.
