I am working on behalf of J.M.B. Realty which are the new owners and managers of this property. Recently, the provisions of the Iowa City Sign Ordinance as it applies to the Sycamore Mall property was reviewed. In this review it was discovered that the existing ordinance permits signs covering 15% of the "front wall" although there was a limitation on facia signs of 10%. In reviewing the application of the ordinance to this property I think the staff agreed that.the effect of the ordinance was to penalize this property since the other types of signs permitted under the sign ordinance (canopy, awning and window) are not really feasible for this property. In effect, the Sycamore Mall property can only use facia signs and under the current sign ordinance, the property is effectively restricted to a 10% limitation rather than to a 15% limitation. The City Staff recognized this problem and proposed that the Sign Ordinance be amended to permit facia signs for the entire 15% limitation. It is my understanding that the Iowa City Planning and Zoning Commission approved this change on a 4 to 1 vote. It is important to realize that there is no increase in the amount of signs permitted, only a change in the type of signs permitted. I think with respect to this property only a facia sign can be used effectively. If you or any other members of the City Counsel (or the City Staff) have a question, feel free to contact me. A representative of J.M.B. Realty will be in town on Monday, July 15, and can be available to attend the meeting if this would be helpful. J.M.B. Realty would like to have the ordinance approved as quickly as possible. If there is any chance of waiving any or all of the three readings of the ordinance, this would be very helpful. Burgess 1211 Bloomington Street Iowa City, Iowa 52240 Dear Mr. Burgess: I have for acknowledgement your letter and petition regarding the sidewalk on the west side of Pleasant Street between Rochester Avenue and Bloomington Street. This petition was formally accepted by the City Council as part of its regular meeting on July 16, 1985. Your letter is correct that this sidewalk was included in the Sidewalk Assessment Program as it was originally proposed. It was to have been installed either by the adjacent property owner or, in the absence of voluntary installation, by the City with the cost being assessed back to i, the adjacent property owner. The City Council held a public hearing on this project at its regular meeting on June 4, 1985. Prior to that public hearing, and again at the public hearing, Council received objections to the inclusion of this sidewalk because its proper installation would jeopardize a valuable, attractive tree in that block. At the June 4 meeting, Council subse- quently voted to delete this sidewalk from the program. That vote Precludes the installation of the sidewalk in question under the current assessment program. Your petition will remain on file and will be considered by the City Council when the next sidewalk assessment project is considered. No such project is scheduled for the remainder of the current fiscal year which ends on June 30, 1986. I anticipate such a program will be initiated for the next fiscal year. Preparations for this event have been underway for almost two years now, bringing together many parts of our community to work on making the Iowa City/Coralville Games a success. The Downtown Association, and perhaps one or two other groups, would like to purchase approximately 40 United States flags. We would like to display these flags during the Junior Olympics Week, and at other appropriate times, on the Street Light poles in the downtown area. These poles would be the same poles that are used for the Holiday Decorations, during November and December. We would like to install a small bracket on the poles to allow for the flag poles to hang perpendicular, thus allowing the flag to hang straight down toward the street. Washington St. Iowa City, IA 52240 Dear City Council Members: I am writing to point out some problems caused by the recent elimination of bicycle lanes on Jefferson and Market Streets. As a resident of Jefferson Street and a frequent bicyclist, I am concerned about my own safety and that of my neighbors. When the bicycle lanes were removed, the traffic engineers also shifted the center lines'of both streets, forcing motorists to drive closer to the pavement if they use the left-hand lanes. However, many bicyclists have continued to ride on the left-hand side of the streets, creating the potential for collisions.. In addition, in the 200 and 300 blocks of Jefferson Street, parking is permitted on Sundays during church hours on the left- hand side. But the left-hand lane is now too narrow for cars to get around the congestion and confusion that occur when church goers enter and leave their parked cars. Cars traveling in the left-hand lane must swerve into the right-hand lane to avoid hitting pedestrians. The situation has become chaotic on Sunday mornings. I understand that the Bicyclists of Iowa City, with which I I am not associated, recommended that the bicycle lanes be removed because their members didn't want to be restricted to the lanes. Many other bicyclists appreciated the existence of the bicycle lanes, however, and used them constantly. They have continued to do so, indicating that the lanes served a valuable purpose. Bicyclists of Iowa City does not speak for those of us who wanted and needed to use the lanes to ensure our safety. If the City Council does not wish to reinstate the bicycle lanes, despite the problems their removal has caused, could you please consider moving the center lines of Jefferson and Market Streets back to where they were? This would eliminate or reduce the traffic hazards that now threaten the safety of bicyclists, motorists and pedestrians alike. Thank you for your consideration of this letter. Jefferson Iowa City, Iowa 52240 Dear Ms. Rabben: Thank you for your letter of June 21, 1985, regarding bicycle lanes on Jefferson and Market Streets. This letter was formally accepted by the City Council as part of the agenda of its regular meeting on July 16, 1985. The City Council was contacted several times in recent years by representatives from Bicyclists of Iowa City (BIC) regarding these and other bicycle lane mark- ings. The contention of BIC representatives has been that left-hand lanes on these one-way streets are hazardous and that these lanes should be moved to the right-hand side. However, because of the conflict with parked vehicles, it was decided that this was not an advisable alternative. BIC representatives then j suggested that it would be safer to leave the markings off altogether rather than continue designating the left-hand bicycle lane. A majority of the Council agreed and instructed the Traffic Engineer to remove the bicycle lanes on Market and Jefferson Streets. The City Council discussed your letter briefly at its informal meeting on July 15, 1985 and decided that no further changes be made at this time. This is a diffi- cult issue for the City Council in light of the two distinct points of view which exist. BIC represents mature, experienced bicyclists while your point of view is more representative of the younger or less experienced rider. Meeting the needs of one group does not always similarly serve those of the other. It would be especially helpful for the City if representatives of these two opposing viewpoints could get together and formulate recommendations which might be acceptable to both groups. If such discussions were initiated, I would be pleased to have the appropriate City staff persons provide whatever information and advice might be helpful. I have included in your packet information which should help make your decision concerning the above request. Included are the following: 1) Shive-Hattery & Associates Property and Topographic Survey of the lot and the Hutchinson Avenue access; 2) Gee Grading & Excavating, Inc., detailed study and Engineer's recommendation for Hutchinson access; 3) Shive-Hattery & Associates complete drainage analysis, sketch, storm sewer layout, and approximate construction costs for storm sewerage of the property; 4) Building construction site and plans of what project will look like. I would also like to appeal to you on a personal note the follow- ing points: 1) I have been the owner and taxpayer on the aforementioned property for over 11 years. I mention this point because I have personally met many times with the last three City Engineers and have had their approval or blessing, to gain access on Hutchinson. Indeed, i i 2 I purchased the lot with that access understanding in 1973. Now, when I am able to build, the new City policy is one of Council approval for access requests. In 1985 I understand the need for such policies, but I sincerely believe my situation requires a look at past consid- erations. 2) The time delay factor was planned. I am an elementary school teacher. My goal is and always has been to purchase the lot, pay off the lot, use the collateral to build a Frank Lloyd Wright home on the lot in beautiful Manville Heights. In my Freshman year of college, I went door to door, looking for a special lot in Manville. I found it. My goat has been a long one, but well worth the effort of one full- time job (teaching), plus several part-time jobs throughout the past eleven years. 3) The Bayard Street "access" was put in as "fill dirt" in 1972, without City approval, by Jim Denham, a realtor and private contractor. The drainage plans were not considered and the actual natural drainage of storm water has been altered. Back then, Hutchinson was indeed the only natural entrance to the lot. The storm sewer work that has been engineered and studied will provide storm drainage for the area and will curb existing hillside erosion of surrounding area. The existing "access" off Bayard ignored City right-of-way property and lot lines of the property (See Shive-Hattery Survey). 4) The private drive will only enter on City owned property, an area now just a ravine. Hutchinson Avenue is now a dead end city street, and will not be opened to thru traffic after construction. i 14q �'Z I 3 5) As mentioned, the home plans have been architecturally designed by the Taliesin Foundation, Frank Lloyd Wright's fellowship. Further study has been done by Roland.IJehner and Steve Bruggeman, both members of the American Institute of Architects (AIA). Hence, the Hutchinson Avenue entrance is the only viable access onto the lot in keeping with the Frank Lloyd Wright design of the home. 6) I have personally invested over $5,000 in pre -building costs such as Engineer fees, architectural designs, tree planting, lot improvements, etc. John Shive, Shive Hattery & Associates, personally has helped on my pre -building ideas, on land topography, drainage, etc. Most builders do not go to this detail or cost as I have. I want to be right. 7) I expect to pay over $12,500 on storm sewer work yet to be completed to make sure the natural storm drainage is allowed. 8) The private drive, storm sewer work, drainage plans, etc., all will be built according to City Engineering Codes and demands. As stated before I have tried to maintain a constant working relationship with every City Engineer during the past 11 years. The project will be engineered and studied by the best people I can find. Steve Engelbart, Gee Grading & Excavation, Inc., is the Engineer supervising the Hutchinson project. 9) 1 fully expect to maintain the Hutchinson access of the private drive. I I 4 believe this neighborhood to be the most traditionally beautiful area in all of Iowa City. The actual home plan is set back from Hutchinson and Bayard by the topography of the lot. It will be barely visible as with most Frank Lloyd Wright hones. (There are ravines between the home and both streets.) 11) The Hutchinson access, besides being physically much more suitable for building purposes, is also much more aesthetically appealing as an entrance to the home. 12) The current appraisal of the lot is listed at $30,000+ by Hoffman -Waters Realtors. It is my sincere hope that you reflect on these personal past, pre- sent, and future plans concerning the access request. I would appreciate your concern. May 15, 1980 j Bill Peck Re: Storm Drainage Proposals I1 1456 Valley View Circle Coralville, Iowa 52241 Dear Mr. Peck s Ms. Flood: - We have had numerous discussions •with the Engineering Department of the City of Iowa City about a possible solution to the storm sewer drainage problem in jrelation to your property: 1. City to connect both street intakes to a storm sewer and discharge into the main creek. 2, city to plug the westerly street intake and shape the channel from the easterly outlet to the main creek with r•iprap placed at said outlet. The Engineering Department then referred the project to the Director of Public Works, Richard Plastino. His determination was that the city will not participate in any rectification of the problem. Preliminary drainage recommendations for the south 80 feet of the east 150 feet of Block 8, Manville Addition, Johnson County, Iowa. There appears to be three alternative methods of handling the drainage. The drainage through the lot can be handled in one of three ways. These are as follows: � 1. The 12 -inch corrugated metal piping that outlets in the westerly half . i .of the lot can be extended down the centerline of the existing draw. Where a second waterway enters the easterly half of the lot, this 12 -inch corrugated metal piping from the storm intake could be connected at this point with a manhole and then storm sewer off the site with an outlet at the old Hutchinson Street right-of-way. 2. Rerouting of open channel so that the storm water could be handled by an open ditch such as is located on the property but relocated to give more buildable area on the lot. This relocation could either come towards the front or even be moved back into the lot. The last suggestion would be the least desirable of the two. i I I Peck -Flood May 15, 1980 Page Two i 3. These will be changed to half-hour meters. This action will take place on or shortly after July 19, 1985. COMMENT: This action is being taken to provide short term meters to facilitate the business office operation of Northwestern Bell Telephone Company. Recently Northwestern Bell has moved their business office from Plaza Centre One to the 300 South Linn address. The conversion from long-term to short-term parking will provide customer parking for Northwestern Bell. We have put up with$ and fought dust and dirt for 31 years. I did make a traffic count for the lack of i something to dos while recovering from a heart problems and found there to be more cars going through the alley than the traffic count on Hotz Ave. Ow other request.would be to install a few speed bra&ers.or make the alley one way from West to East. (A 15 mile per hour sign might cut the speeding down.) Please don't make it one way going the same direction as Market St, for this truly would make it a• speedway. Coldren Home Representatives from the Board of Trustees for the Mary 0. Coldren Home have requested $12,000 in Community Development Block Grant (CDBG) funds for rehabilitation and weatherization of the facility. The Home, located at 602 Clark Street, has been cited for housing code violations by the City's Department of Housing &. Inspection Services. The most urgent repair listed was tuckpointing, estimated at a cost of $7,000. In addition, CDBG funding has been requested for the following repairs: $2,000 for repair of a sagging porch; $2,000 for repair and replacement of rotting basement windows; and $1,000 for insulation. The Committee on Community Needs, at its June 18, 1985, meeting, recom- mended that $12000 in 1985 CDBG funds be allocated to the Mary 0. Coldren Home for the purpose of making the repairs. A copy of the request is attached for your review. In addition, Committee discussion of the Mary 0. Coldren Home request is contained in the June 18, 1985, CCN meeting minutes. The staff will not proceed further with a request to amend the CDBG budget unless directed by the City Council.
