City Council of Iowa City July 15, 1985
Civic Center
Iowa City, Iowa 52240
Dear City Council:
This letter is being written concerning the truck traffic on Mormon Trek
Road, now that new Highway 218 south of I-80 is open, and the request that an
embargo be considered for the residential section of Mormon Trek Road, from
Melrose Avenue south to the Highway 1 intersection.
I guess I had the mistaken illusion that the opening of this new section of
highway would eliminate the heavy truck traffic on Mormon Trek. It has reduced
the number of trucks, but not to the degree that it should. I have taken the
liberty to follow a number of trucks to see if I could determine why they are
still using Mormon Trek. I have come to the following conclusions:
1. Trucks traveling west on I-80, which go south on Highway 218 or 1 will
opt for the Coralville exit, follow Mormon Trek to the south end, where
they enter 218 or 1, rather than travel the extra 3.4 miles from the
Coralville exit to the I-80/US218 south interchange.
2. The trucks. going north on 218 or l,who travel east on I-80, will also
travel Mormon Trek rather than 218 to I-80, to avoid the extra 3.4 miles
from the new I-80 interchange to the Coralville exit.
3. Heavy trucks originating in the Coralville area will travel Mormon Trek
south, then enter 218 or l.at the south end of Mormon Trek.
The tremendous noise that these trucks elicit is only one of the concerns.
Others include the fact that several sections of the road (including the new section
opened last summer) are beginning to deteriorate and break-up due to the heavy trucks.
The cost to the city for repair of a street which was not designed to carry this
type of traffic is going to be significant. Also, many of the trucks do NOT travel
within the speed limit, and could not stop if they had to (especially when
traveling north toward the Benton Street intersection). I am surprised that there
have not been more major accidents along this section of Mormon. Trek. The
safety of our people must be considered with respect to this truck traffic. There
is a large number of children who live along this section of Mormon Trek.
The one section of Mormon Trek Road that is primarily residential is from
Melrose Avenue to the south end of Mormon Trek. There is access to new 218 at
both of these locations. Could the City Council consider placing an embargo on
that section of Mormon Trek, sending the truck traffic onto 2182 Access to and
from Coralville could still be maintained via the Melrose Avenue exit. This
embargo could be administered similarly to the embargo presently in effect for
Kirkwood Avenue.
Please investigate possible solutions to this problem, as I am sure many
others share my concerns.
Thank you for your time on this matter.
Sincerely,
Paul S. Cooper i

Dear Mr. Cooper:
At its regular meeting of July 30, 1985, the City Council
received and placed on file your letter concerning truck
traffic on Mormon Trek Road. The letter has been referred
to the Traffic Engineer for investigation and recommendation.
You will receive a copy of the report before it is scheduled
for City Council discussion.
Thank you for your letter and your concern about this matter.
Sincerely yours,

City Council of Iowa City
Dear Councillors,
I am writing to request that you will allow the parking on Van Buren

Street directly in front of our building to be converted to a diagonal

parking --usage. I brought this request to Jim Brachtel,-city_traffic
engineer, and he stood by his predisposition against any diagonal parking.
We had a friendly disagreement, and he suggested I contact the City
Council.
I will briefly list the points in favor of such a change:
-The original street layout was built to accomodate diagonal
parking in front of our.building.
-The traffic on Van Buren, between Washington and Iowa, is less
in volume and slower than in other locations which currently
provide diagonal parking such as.on Washington St. from Clinton
St. to Van Buren St., and on Iowa Ave. from Clinton St. to
Linn St.

building is adequate, the parking is not.

Mayor John McDonald

Dear Mayor McDonald:
The Board of Directors of the Old Capitol Center
Merchants Association would like to request a
change in the scheduling of some of the evening
bus routes.
Currently, some buses begin hourly schedules at
9:00 PM. Our stores close at 9:00 PM and often
our employees are finishing up with last minute
customers and are not able to be at the bus stop
until slightly after 9:00 PM. They are, there-
fore, forced to wait almost an hour for the next
bus.
In consideration for the safety and welfare of
our customers and shoppers, we request that the
9:00 PM buses be held until 9:15 PM or that a
9:30 PM run be added.
We appreciate your attention to this matter.
sincerely,

CITY. CLERK
Dear Mayor and City Council Members:
104 E. Jefferson St.
Iowa City, Iowa 52240
Tel.: 337.3106
I wish to write to you concerning the newspaper dispensers outside
the Newman Catholic Student Center, located on the northwest corner
of Clinton and Jefferson. When I arrived in Iowa City I tried to
find out how they came to be placed in the dirt patch between the
intersecting sidewalks: I couldn't find a satisfactory answer.
The reoccuring answer seemed to be that they appeared and no one
knew who gave permission.
They were anchored in the dirt patch next to the sidewalk. They
were always tilted and occasionally fell over: either naturally
or with a gentle nudge. Empty cups were always deposited on top of them.
I think there is a need for newspapers to be available in the city
for pedestrians: but I like some placement and look that is
harmonizing and appealing. I don't think the ones on this corner
have met this description.
Within the past week the city has cut the curbs at this corner and
blacktoped the dirt patch. (I am pleased and grateful). In doing so
the workers took up the dispensers and placed them on the brick
patio that is outside our building between the sidewalk and the
street (Jefferson),. They are just standing there unsecured.
What happens now? Do they become a permanent fixture by default?
They are less appealing than before.
I know that you are looking into the whole issue. I want to support
your efforts. I do not prefer that they remain on this corner:
primarily because they don't fit in. I am appealing to you as the
city moved them from their former pl&ce and left them in no man's
land.
Thank you for
yo
ur consideration of this matter.

Dear Father Fitzpatrick:
At its regular meeting of July 30, 1985, the City Council received
and placed on file your letter concerning the newspaper vending
machines adjacent to the Newman Center. The Public Works Department
has contacted the newspapers concerning these machines, and I under-
stand they now have been moved to the former location. As the City
does not at present have an ordinance regulating the placement of
newspaper vending machines, requesting that the machines be moved
to their former location is about all that can be done at this time.
As you know, we are beginning to work on an ordinance to regulate
the placement of vending machines.
Thank you for writing. If you have any question or further comments,
