Special City Council Work Session Page 1 Special City Council Work Session 8:27 P.M. Bailey, Champion, Correia, Hayek, O'Donnell, Wilburn, Wright Karr, Dilkes, Mejia Volland Bob Beezat, PAR Consultant Karr/ We have distributed a memo from the Personnel Administrator summarizing activities that were arranged for the City Manager candidate that I just distributed. Bailey/ All right. Sylvia, did you want to walk us through this. Mejia/ I just simply wanted to remind you of what we have discussed at your meeting on January 8. These were the items that you wanted to be sure we covered when we had the candidates and this is our intention to follow and make sure that each of the candidates have the interviews, meetings with the directors, the tour of the facilities and the meet and greet with members of the public. So I just wanted to make sure that you were reminded on what we have agreed on and if there's not any change we will proceed to arrange a schedule working with Bob to make sure that everyone gets all of that done and all you have to do is show up for that interview. Bailey/ And the meet and greet schedule will be in our packet next week as well as the ..? Mejia/ Yes, Bailey/ Great. Mejia/ I am working on getting an announcement that we will put in the newspaper and make sure it is adequately posted so. Correia/ So that will be a meet and greet with all the candidates at the same time? Mejial Yes. Correia/ So that will be a meet and greet with all the candidates at the same time? Mejia/ Yes. Bailey/ Bob, you're going to have to come up microphone. Beezat/ Usually each candidate makes a 2-3-minute presentation. Bailey/ Okay. Beezat/ Just a little bit about their background, where they are currently at, and why they are interested in being in Iowa City. Champion/ And where are we holding that? Mejia/ I tentatively booked Room A at the library. We were able to get it -There were some scheduling conflicts - we were able to get it from 4:30 to 6:30. So that will allow a two hour opportunity. We figured it was a good opportunity to show off the library. Champion/ (can't hear) Bailey/ Any other questions for Sylvia? Okay. Mejia/ Thank you. We'll get going. Hayek/ Thank you. Bailey/ Thank you for preparing this. Dilkes/ I just wanted to add one thing. As I understand it there is going to be a process developed for getting that public input whether that be by the web or on pieces of paper.. . Karr/ Written comments.... Dilkes/ ... written comments as those. As we are now treating everything about the finalists will be public records. You should remember that if you get comments individually to you in written form, you know by email, including email, that those are public records too if they would be requested. Bailey/ So just to clarify that if they come to even our personal email address that becomes a public record and we should provide Marian with a copy. Dilkes/ No, no you don't have to provide Marian with a copy of it. Bailey/ Got it, same as all other correspondence. Dilkes/ Same as everything else. Personnel issues are delicate and so I guess I would advice you to refrain from a lot of written communications personally about the candidates and let or get people to utilize the process that we set up for written. Karr/ We will set up a process and deadlines to allow us to compile that information and get it out to you. You will be very aware of those deadlines and you can share that with people or if you should get correspondence that you wish included in that you will know then to send it to me so we can include. Bailey/ Any questions? Correia/ I have a question about. You were talking different formats and web based format or what not. I would be more interested in knowing that the folks who are providing input actually were at the meet and greet not somebody that wasn't didn't meet the candidates. Do you know what I am saying? You might get those comments. Karr/ That is entirely up to you. You mentioned the web based comments on January 8 and we picked up on that. We certainly can do whatever you like for the comments. Correia/ I mean you know somebody submits something on the web we have no idea if they actually met the candidates. If there is paper there and they have the opportunity.. . Karr/ We will have paper there. Correia/ That's what I mean. I guess in terms of just saying we are accepting.. . Karr/ They may have information about the candidate that they not were not able to attend but that they would want to share with you. Dilkes/ They may have information...from some other source, they may have met the candidate some other time, they may have experience with the candidate from in other place. Karr/ reference. Dilkes/ That's what you're not going to get from the people who come to the meet and greet. January 31, 2008 Special City Council Work Session Page 4 Karr/ The other thing that we understand from you on January 8 was your concern that a person may want to disgust the information they had at the meet and greet and since it will be a Saturday, Sunday and Monday with no office hours there is no way to get that information, no mail, there is no way to share that information. This allows somebody to do that. That is a concern, yes. Hayek/ What if any portion of the application of the six finalists (can't hear) ... will be made available to the public, any or all? Dilkes/ We are treating those as public records. Mejia/ Will those have to be made available in Marian's office then? Karr/ The application? Dilkes/ I think so. That has been my understanding, no? Mejia/ Yea, the resume would be available for public. Beezat/ It's up to your interruption. One of the things.. . Mejia/ Up here. Beezat/ I'm sorry. It's what ever the legal requirement is. The other thing you might want to do is we have like a two or three page summary for each candidate you know that we put before the information you might want to just reproduce that for everybody and if anybody requests more you can do it. But it's really what you think is required legally it is a matter of public .. . Dilkes/ It has been my understanding that is what we were going to do. We can make records public that we choose to make public. Beezat/ Okay Dilkes/ But we are going to have to talk about that it sounds like. Bailey/ Well I would believe in this community, and I'm sure my colleagues will correct me if they believe I am wrong, that seeing somebody's resume if I were in the public and the information came out in the info packet I would be interested in seeing somebody's resume. Dilkes/ And at the point they are no longer confidential they are obviously not letting somebody seeing their application would not have chilled them from submitting it and that's the basis on which we hold it confidential. So, I will look at it again but my thought is it would be public information. Bailey/ And I wasn't saying necessarily letters. I was thinking resumes but I mean I could go with anything. Wright/ Not letters of recommendation Bailey/ No, not their cover letters But I am sure people would be interested in seeing their resumes to see their experience. Champion/ We don't want to print up all those pages. Certainly any one who wanted to look at them would be .. . Dilkes/ Why don't you let us talk about it. Bailey/ Okay. Anything else? Okay.
