Dear Mayor and Members of the Council:

As a result of the continuation of the public hearing
on the rezoning application of 3.74 acres from RM -12 to CC -2
in connection with the Pepperwood Place Shopping Center
proposal, the developer, Southgate Development Company, is
concerned that the construction timetable for the project
will be jeopardized.
Accordingly, the developer requests that if there is
council consensus on the resolution of the issues raised at
the public hearing held on July 30, 1985, that the rezoning
ordinance be given its first reading at the close of the
public hearing on August 13th. The developer understands
that it is the council's policy to give the proposed ordinance
its first reading at the council meeting following the
meeting at which the public hearing is held. However, in
this instance since the public hearing was continued, the
developer feels that the council would be justified in
giving the ordinance its first reading at the meeting on the
13th of August, 1985, rather than waiting until the next
regular meeting.
This is a major project for the City of Iowa City, and
if the council's concerns have been satisfactorily addressed,
the developer does not believe that there would be a useful
purpose served by delaying the first reading of the ordinance
for another two weeks.

Dear Mayor McDonald:
This is official notification to your City Council that the Iowa
Department of Transportation proposes to let a slide area repair
project on Primary Road No. 1 on August 20, 1985. The project lies
within the City of Iowa City and is located just south of Interstate
80.
The work will be done in accord with the current form 810034 "Agree-
ment for Primary Road Extension Maintenance and Operation." Project
costs will be paid from the Primary Road Fund and no charges will be
made against the City.
The project is proposed for construction during 1985.
Resident Engineer John Smythe of Cedar Rapids, Iowa, telephone number
319/365-6986, will advise you of the contractor's proposed schedule
when the information is available.
We would appreciate this project notification being included on your
next City Council meeting agenda as a matter of information for the
Council members.
If you have any questions concerning the work involved, please contact
this office as soon as possible in order to expedite any possible
changes.

We wish to express our enthusiastic support for the
recent suggestion that the open space between the new Public Library
and the Linn/Dubuque Parking Ramp be used for construction of an
Ampitheatre/Skating Rink. Such a facility might also incorporate
small leased spaces for retail shops of a small floor -space category
and concomitantly low lease -cost rate.
A downtown Ampitheatre would provide the pzazz that so
far has been lacking in downtown Iowa City. It would free the non -
University community from its present nearly -complete dependence on
the University for accommodation of large -audience entertainment.
A center -city Ampitheatre would be a superb complement
to the newly constructed center -city hotel, walking malls, library and
indoor mall. It would make a very positive contribution to the
evening milieu of downtown Iowa City.
Financing of such a structure might be accomplished
by bond issue, such as was done for the new Public Library. A modest
increase in property taxes to pay for such a bond issue should meet
with broad-based community support, both commercial and residential.
Every Iowa Citian, whether resident or temporary, stands to gain.

Dear Council Members:
I represent Mr. and Mrs. Nick Peet, who reside at 1225 E.
Davenport Street in Iowa City. There is a City -owned alley
adjoining their property on the east which is being used by
numerous vehicles at all times of the day and night as a short-
cut to get from Bloomington Street to Davenport Street without
having to go east to the Hickory Hill Park area. This alley is
not being used by the City in any way and is only about ten
feet wide. Numerous vehicles recklessly travel through the
alley at high speeds day and night, and my clients and other
adjoining landowners have had several near -collisions with
these vehicles in the course of backing out of their garages
into the alley. Furthermore, the vehicles using this alley
have caused serious noise disturbances to my clients, especial-
ly at night.
Mr. and Mrs. Peet, along with the other adjoining landown-
ers, feel that the use of this alley as a through street by
persons other than those who use the alley for access to their
garages has created a serious safety problem. They would like
to have the alley barricaded or blocked in some way in the mid-
dle, so as to eliminate through traffic but so as to allow the
continued use of the alley as access for adjoining landowners.
The Peets are not really interested in an alley vacation
procedure, because of the cost involved. They, along with the
other adjoining landowners, simply want to eliminate the sig-
nificant safety threat posed by the continued use of the alley
by through traffic.

Re: Diagonal Parking on Van Buren Street
As directed by Section 23-16 of the Municipal Code of Iowa City, this is to
advise you of the following action:
ACTION:
Pursuant to Section 23-263 of the Municipal Code of Iowa City, the City
Traffic Engineer will direct the installation of diagonal parking with
appropriate signage along the east side of Van Buren Street from Washington
Street north to the alley, except for the bicycle storage area.
COMMENT:
This diagonal parking is being established at the request of the City
Council.
