Joe's Place (85-118) i J It was moved by Strait and seconded by Dickson L that the Resolution .as read be adopted, and upon r- ca ere E , were: � AYES: NAYS: ABSENT: , Ambrisco X Baker X i t ; Dickson X i Erdahl X ± McDonald X 1 Strait X Zuber X t Passed and approved this 10th day of September 19 85 i I+ Mayor � 1 7� � Attest: yti1C erx I ��G� 1 The Mayor announced that this was the time and place for the public hearing and meeting on the matter of the issuance of. $4,700,000 General Obligation Bonds in order to provide funds to pay costs of construction, reconstruction or repair of street improvements, sidewalks, alley pavement, sanitary sewers, storm sewers, culverts and facilities for the collec- tion and disposal of surface waters and streams and bridges; construction of sanitary sewage pumping facilities; opening and extending of streets; improvement to the municipal waterworks by the construction of water storage facilities; and extending and improving the established municipal airport; and the acquisition of land needed for the foregoing purposes, an essential corporate purpose, and that notice of the proposed action by the Council to institute proceedings for the issuance of said bonds, had been published pursuant to the provisions of Section 384.25 of the City Code of Iowa. The Mayor then asked the Clerk whether any written objec- tions had been filed by any city resident or property owner to the issuance of said bonds. The Clerk advised the Mayor and the Council that no written objections had been filed. The Mayor then called for oral objections to the issuance of said bonds and no were made. Whereupon, the Mayor declared the time for receiving oral and written objections to be closed. ABSENT: Ambrisco NAYS : None Whereupon, the Mayor declared the measure duly adopted. 85-272 RESOLUTION INSTITUTING PROCEEDINGS TO TAKE ADDITIONAL ACTION FOR THE ISSUANCE OF $4,700,000 GENERAL OBLIGATION BONDS WHEREAS, pursuant to notice published as required by law, this Council has held a public meeting and hearing upon the proposal to institute proceedings for the issuance of $4,700,000 General Obligation Bonds for the essential corporate purpose of paying costs of construction, reconstruction or repair of street improvements, sidewalks, alley pavement, sani- tary sewers, storm sewers, culverts and facilities for the collection and disposal of surface waters and streams and bridges; construction of sanitary sewage pumping facilities; opening and extending of streets; improvement to the municipal waterworks by the construction of water storage facilities; and extending and improving the established municipal airport; and -3- Cower, O In OWNR Wth • NMq U+ Ae. City Engineer Department of Public Works City of Iowa City Civic Center 410 East Washington Street Iowa City, Iowa 52240 Re: Benton Street Bridge Widening and Reconstruction Dear Mr. Farmers We have transmitted our work on the Investigation and Recom- mendation Phase of the above project as required by our agreement dated February 26, 1985, which also defines the scope of engineer- ing services to be provided during the Design Phase. However, the compensation for the design services was to be determined after the completion of the Investigation and Recommendation Phase. This letter will serve as an amendment to the original agree- ment to incorporate the following additions as followst 1. Design Phase services shall be provided on the basis of 2.2 x direct personnel expense. The total fee for the Design Phase shall not exceed $116,000.00, including reimbursable expenses and five exploratory test holes on site. 2. The plans shall be completed in time to be processed for the August 1986 letting of the Iowa Department of Trans- portation. WHEREAS, Resolution No. 85-128 adopted by the City Council on May 7, 1985, established a classification/compensation plan for AFSCME employees; and WHEREAS, the classification plan of the City of Iowa City was established and is maintained to reflect through job classification and compensation the level of job duties and responsibilities performed. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF IOWA CITY, IOWA, that the position of Clerk -Typist HIS be reclassified and the AFSCME pay plan be amended by moving the position of Clerk -Typist HIS from Grade 2 to Grade 4. The position of Chemist is recommended for reclassification from AFSCME Grade 11 to Grade 12 due to an increase in the educational qualifications required for this position. The educational qualifications have been increased from the the previous requirement for two years college chemistry (plus two years of experience) to the present requirement for a Bachelor of General Science degree with an emphasis in Chemistry and Microbiology (plus two years of experience). The higher level of educational requirements is more typical of similar positions in other treatment plants, is necessary due to the increase in complexity of tests performed in the plant lab, and anticipates a state requirement for certified plant labs in which a degreed chemist would be required. Changes in educational requirements directly affect job classifi- cation. The cost of the reclassification for the remainder of FY86 will be $650. The position of Clerk/Typist H.I.S. is recommended for reclassification from AFSCME Grade 2 to Grade 4 due to expansion which has occurred in the scope and level of responsibilities of the duties of this position. Previously the position functioned primarily as a file clerk working in activities related to Housing Inspection, however, operational necessity has increased the level of complexity of the duties now performed which also include providing support service for the Building Inspection Division. The cost of the reclassification for the remainder of FY86 will be $550.
