The amendment requires the approval of preliminary planned development housing pians by ordinance and approval of the final plans by resolution. This recommendation is consistent with that of the staff. No comments were received at a public hearing on August 13, 1985. The Council will review the proposed bond issue at its September 23, 1985, informal meeting. } Action: ,Q,,,,// ;D'i Item No. 3 - CONSIDER AN ORDINANCE AMENDING THE LARGE SCALE RESIDENTIAL 3a s DEVELOPMENT REGULATIONS SETTING AN EXPIRATION DATE (passed FOR PLANS and adopted). Comment: At a meeting held July 15, 1985, the Planning and Zoning Commission recommended approval of an amendment to the Large Scale Residential Development regulations, Chapter 27, to pro- vide a 24 -month expiration date on all approved final develop- ment pians. This provision is consistent with the expiration date for large-scale non-residential development plans. No comments were received at a public hearing held on August 13, 1985. Action: M City Council Special Meeting September 17, 1985 Page 2 Item No. 5 - CONSIDER AN ORDINANCE TO REZONE PORTIONS OF LOTS 7 AND 8, BLOCK I, BRAVERMAN CENTER, FROM RM -12 TO CC -2. (Z-8502) 3�SG (passed and adopted). Comment: At a meeting held June 20, 1985, the Planning and Zoning Commis- sion recommended by a 5-0-1 vote (Courtney abstained) approval of the rezoning of 3.74 acres located southeast of K -Mart between Keokuk Street and Broadway Street from RM -12 to CC -2 for Pepper - wood Place Shopping Center which covers 10.4 acres. The Commis- sion made this approval subject to a number of conditions and recommendations, which, after discussion during public hearings held on July 30 and August 13, 1985, were included in an agree- ment between the developer, Southgate Development Company, and the City. Action: n� Item No. 6 - CONSIDER PROPOSED "NUCLEAR WEAPONS FREE IOW CITY ORDINANCE" PRESENTED UNDER THE INITIATIVE PROCEDURES OF THE IOWA CITY CHARTER (second consideration),. Comment: Section 7.05 of the Iowa City Charter provides that after an initiative petition has been determined sufficient, the City Council shall consider the proposed initiative ordinance. This means that the Council shall vote for or against passage of the proposed ordinance. If the Council votes against passage, the proposed ordinance shall then be submitted to the voters of the City to be voted on at the election on November 5. Action: :�,/ J 5/ Item No. 7 - ANNOUNCEMENT OF VACANCIES. a. Senior Center Commission - Two vacancies for three -yea terms ending December 31, 1988. (Terms of Martha Kafer and Don Crum end.) b. Resources Conservation Commission - One vacancy for an unexpired term ending January 1, 1988. (Kathleen Uehling resigned.)
